NOTICE AND AGENDA FOR CITY COUNCIL SPECIAL MEETING CANTON
TUESDAY, MARCH 28, 2022 – 6:00 P.M.

Kent McDowell, Mayor of the City of Canton, as head of the public body, as defined in
subsection (e) of Section 2 of the Freedom of Information Act, has determined that an in-person
meeting or a meeting conducted under the Illinois Open Meetings Act is not practical or prudent
because of a disaster, as defined in Section 4 of the Illinois Emergency Management Agency Act,
which has been declared by the Governor of the State of Illinois. The City of Canton is covered by
the disaster area declared by the Honorable Governor J.B. Pritzker.
Further, pursuant to the Open Meetings Act, this meeting (including open and closed
portions thereof) will be conducted by video conference (via Zoom). The City’s Mayor will be

physically present at the meeting location, located at 50 4 Avenue, Canton, Illinois 61520. All
other requirements of 5 ILCS 120/7(e) will be followed.

SPECIAL MEETING OF THE CITY OF CANTON, CALLED BY THE MAYOR,
KENT McDOWELL, FOR THE FOLLOWING PURPOSES:
(A) Approval of a group medical insurance plan for City of Canton employees and retirees to
be effective May 1, 2023;
(B) Approval of group dental, vision, and life insurance plans for City of Canton employees
and retirees to be effective May 1, 2023;
(C) Approval of a Memorandum of Understanding with the Illinois Fraternal Order of Police
Labor Council, Unit #840 regarding School Resource Officers;
(D) Approval of a Memorandum of Understanding with the Illinois Fraternal Order of Police
Labor Council, Unit #840 regarding part-time dispatchers;
(E) Approval of a Memorandum of Understanding or Letter of Agreement with the Illinois
Fraternal Order of Police Labor Council, Unit #840 regarding temporary light-duty for a
City of Canton employee;

(F) Discussing and considering the proposed annual budget for all corporate purposes of the
City of Canton, Fulton County Illinois in lieu of an appropriation ordinance for the fiscal
year beginning May 1, 2023 and ending April 30, 2024;
(G) Scheduling a public hearing on the tentative annual budget to be held pursuant to 65 ILCS
5/8-2-9.9.

(B) Discuss, consider, and vote on approving a Memorandum of Understanding with the
Illinois Fraternal Order of Police Labor Council, Unit #840 regarding School Resource
Officers.
(C) Discuss, consider, and vote on approving a Memorandum of Understanding with the
Illinois Fraternal Order of Police Labor Council, Unit #840 regarding part-time
dispatchers.
(D) Discuss, consider, and vote on approving a Memorandum of Understanding or Letter
of Agreement with the Illinois Fraternal Order of Police Labor Council, Unit #840
regarding temporary light-duty for a City of Canton employee.

and/or the City Clerk to execute all necessary and related agreements and documents
in relation to said insurance plan.

(F) Discuss, consider, and vote on resolution(s) approving insurance plan(s) for group
dental and/or vision insurance for the City of Canton employees and retirees, effective
May 1, 2023, and authorizing the Mayor and/or the City Clerk to execute all necessary

(G) Discuss, consider, and vote on resolution(s) approving insurance plan(s) for group life
insurance for the City of Canton employees and retirees, effective May 1, 2023, and
authorizing the Mayor and/or the City Clerk to execute all necessary and related
agreements and documents in relation to said insurance plan(s).
(H) Discuss and consider the proposed budget for all corporate purposes of the City of
Canton, Fulton County Illinois in lieu of an appropriation ordinance for the fiscal year
