A public hearing for the City of Canton was held on January 24, 2023 (5:30pm) at the historic
depot with zoom attendance made available.

Mayor McDowell called the public hearing to order at 5:30pm
Purpose of Public Meeting
o City is applying for an IEPA Water Pollution Control Loan for construction of
improvements to the wastewater treatment facility that will include a new
headworks facility, new oxidation ditches, new anaerobic and anoxic tanks, new
secondary clarifiers, new pump stations, new aerobic digesters, modifications to
the sludge press facilities, revisions to the drying beds, new tertiary pump
station, new administrative/lab building, site piping, site electrical and SCADA,
first flush and excess flow basin modifications and demolition of existing
structures.
o As part of this process, a Public Meeting is required to conduct an assessment of
the environmental impacts of the proposed public wastewater project to be
funded with loans.
o The City received a Project Summary and Preliminary Environmental Impacts
Determination (PEID) from the IEPA that is published on the City’s website and
has been available at City Hall. A map showing the location of the proposed
facility is included with this document.
City Engineer Keith Plavec explained:
Part I – Applicant and Project Information
Estimated Construction Start – August 2024
Estimated Construction Completion Date – August 2026
Project Cost Estimate - $35,000,000
Part II – Project Affordability for Residents and Utility Customers
City is eligible to receive partial principal forgiveness of up to 30%
of the loan amount.
City would also qualify for the small community loan rate of 0.93%

(current rate and change annually on July 1).
Based on current project cost estimate, principal forgiveness and
small community loan rate, the annual payment for a term of 20
years is $1,258,504.
Average Monthly Residential Sewer Cost is projected to increase
from $40.67 to $59.45. This is based on a monthly water use of
5,300 gallons. Note that the current bond payments will end
December 2023.
With a median household income (MHI) of $46,362, the
percentage of MHI needed to pay the projected average annual
residential cost of sewer service is 1.55% with an average monthly
bill of $59.80.
Part III – Environmental Review and Impacts
Project was reviewed by Illinois Department of Natural Resources
(IDNR) to determine compliance with the IL Endangered Species
Act, IL Natural Areas Preservation Act and the IL Wetlands Act. No
negative impacts are expected due to this project.
Project was reviewed by State Historic Preservation Office for
compliance with the National Historic Preservation Act. No
negative impacts to historical or archaeological resources are
expected due to this project.
IDNR Office of Water Resources has determined that construction
activities will require a permit.
U.S. Army Corps of Engineers (USACE) has determined that the
proposed project will not impact water features or wetlands and
has no potential for the placement of dredged material or fill
material into waters of the United States. A Section 404 permit
will not be required.
Public may submit written comments within 10 days (Friday, February 3,
2023) of this Public Hearing to either the City of Canton (attention Ms.
Andi Walters – City Clerk, 2 N. Main Street, Canton, IL 61520) or to Ellen
Watters, Project Manager with IEPA. Ellen’s contact information is
included on page 5 of the PEID document.
Public Questions or Comments
Alderwoman Lingenfelter commented that this is the prime time to do it if we’re getting
loan forgiveness from the government.
Keith Plavec replied that it’s a great opportunity and the amount is about $9,000,000.
Mayor McDowell asked when the work would commence if the city gets approved for
the loan.
Keith replied it would start August, 2024.
The public hearing adjourned at 5:37p.m.
