Mayor McDowell requested to move Lake, Building and grounds to the beginning.
Under Legal and Ordinance, he stated he wanted to table number two.

Mayor McDowell yielded the floor to GRNE Solar.
Mayor McDowell stated that for full disclosure Attorney Jump is the son in law of Joe eck but is
in no way affiliated with GRNE Solar and does not profit in any way.
Joe stated the GRNE was founded about twelve years ago. He then turned it over to Lewis who
is the international sales manager.
Lewis explained the details of the type of equipment they would use and the rates.
Alderwoman Lingenfelter asked if there was any difference between solar companies and the
types of panels they use.
Lewis explained that are many solar panel companies but the difference is which are installed
and the equipment that is used.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A LEASE AGREEMENT
BETWEEN FULTON COUNTY COURT SERVICES AND THE CITY OF CANTON.
Mayor McDowell explained that this was something that we have had for years now.
Motion and second were made by Alderpersons Chamberlin/Fritz to approve a resolution for a
lease agreement between Fulton County Court Services and the City of Canton.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF CANTON AND MAURER-STUTZ, INC. FOR PROVIDING IEPA
ASSISTANCE.
Keith Plavec explained that the city has been notified the IEPA because we had submitted an
application pertaining to the wastewater treatment plant project in the amount of about
$31,800.00. He went on to say that IEPA said the city would be eligible for up to about 30%
principle forgiveness. This would be a debt forgiveness for about $9,000,000. Keith stated the
next step would be to start the application process. Keith went on to say that he is just looking
for council approval to move forward.
Motion and second were made by Alderpersons Chamberlin/Lingenfelter to approve a resolution
approving a professional services agreement between the city of canton and Maurer-Stutz, Inc.
for providing IEPA assistance.

LEGAL & ORDINANCE
ALDERPERSON RALPH GRIMM, CHAIR
DISCUSS, CONSIDER AND VOTE ON RENEWING INTERGOVERMENTAL AGREEMENT WITH THE
CITY OF CUBA FOR STREET SWEEPING SERVICES FOR 2023.
This is an ongoing agreement. Ron Robinson stated that the only thing that will change is the
date.
Motion and second were made by Alderpersons Grimm/Lovell to renew an intergovernmental
agreement with City of Cuba for street sweeping services for 2023.

Police Chief Eveland stated that the second hired telecommunicator resigned before finishing
training.

open position.

THE FEBRUARY 3, 2023 EVENING IN RED DINNER.
Alderman Lovell stated that this is a repeat charity event.

license for bistro 101, for the February 3, 2023 Evening in Red dinner.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION TO APPROVE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF CANTON AND CANTON UNION SCHOOL DISTRICT #66
FOR A SCHOOL RESOURCE OFFICER PROGRAM.
Mayor McDowell stated that the agreement is essentially done with the exception of some
wording that attorney Jump would like permission from the council to change. Also, to
negotiate the proration of the payment and what time of the year that would come out.
Motion and second were made by Alderpersons Hale\\Chamberlin to approve the resolution for
an intergovernmental agreement between the city of Canton and Canton Union School District
#66 for school resource officer program and granting the City of Canton’s Attorney the
authority to make requested changes.
