Number two under negotiations, grievance and personnel was tabled. Mayor communications
was moved to the beginning. Also, the lakes, buildings and grounds item was moved to the
beginning.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING TITLE 1, CHAPTER 27 OF THE
CANTON MUNICIPAL CODE AND ADOPTING AN UPDATED FEE SCHEDULE IN RELATION TO

VIOLATIONS (1 READING).
Attorney Jump explained that the fees haven’t changed. However, the some of the mandatory
court appearances have.

Alderman Nelson explained that the new communication during training decided the position
wasn’t for him and resigned and that will be the position that is being filled.

Cole discussed the projects that went on in 2022. Cole stated he would have the final report on

TO LAVERDIERE CONSTRUCTION, THE LOWEST BIDDER AT $142,767.22.
Alderman Fritz stated that believed that four bids were submitted and the lowest bid came in
under the engineers estimate at a $161,000.
Motion and second were made by Alderpersons Fritz/Hale to approve MFT Maintenance work
for Sycamore Street to Laverdiere Construction, with the lowest bid at $142,767.22.

LAKE, BUILDINGS & GROUNDS
ALDERPERSON GREG GOSSETT, CHAIR
DISCUSS, CONSIDER SOLAR PROJECT FOR THE PURPOSE OF REDUCING MONTHLY UTILITY
COSTS AT LAKE CANTON’S WATER TREATMENT PLANT AND KILROY LIFT STATION.
Laura Lynn from Keystone Power was presenting. She stated that she believed it would be a
good project for Canton and they know they can build it. She went over the background of
Keystone.
Alderwoman Lingenfelter asked what the yearly kilowatt cost would be for the city of Canton.
Laura Lynn explained the current rate the city is paying is about $.14.
Joe Carruthers explained that we have possible other presenters down the road for this project
and for any one of those to throw their numbers out there and be subject to public
information, they all have asked that they basically come to present the project, inform
whether they can do the project and how it’s financed.
Alderman Grimm asked if it had to be a locked in thirty-year contract.
Laura Lynn replied that it is a thirty-contract.
Mayor McDowell stated that himself, Joe and Keith have looked at other companies and
immediately checked some off due to them wanting the city to eventually buy it from them. He
went on to say that we are looking more at companies such as Keystone that own it, operate it
and maintain it.
