CANTON CITY COUNCIL MEETING

Kent McDowell, Mayor of the City of Canton, as head of the public body, as defined
in subsection (e) of Section 2 of the Freedom of Information Act, has determined
that an in-person meeting or a meeting conducted under the Illinois Open Meetings
Act is not practical or prudent because of a disaster, as defined in Section 4 of the
Illinois Emergency Management Agency Act, which has been declared by the
Governor of the State of Illinois. The City of Canton is covered by the disaster area
declared by the Honorable Governor J.B. Pritzker.
Further, pursuant to the Open Meetings Act, this meeting (including open and
closed portions thereof) will be conducted by video conference (via Zoom). The City’s
Chief Legal Counsel will be physically present at the meeting location, located at 50
4th Avenue, Canton, Illinois 61520. All other requirements of 5 ILCS 120/7(e) will be
followed.

2023 Fiscal Year (1st Reading).
2. Discuss, consider and vote on an Ordinance Levying and Assessing Taxes for Corporate
Purposes of the City of Canton, Illinois for the Fiscal Year Beginning May 1,2022 and
Ending April 30, 2023. (2nd Reading).
3. Discuss, consider and vote on an Ordinance Authorizing and Directing the Sale of a 1996 Pierce
Saber Pumper (Engine2).

1. Discuss, consider and vote on the approval of the 10-18-2022 amended minutes to
reflect the Mayor’s vote on executing a Notice of Federal Interest, in relation to the water
treatment plant project being partially funded by the U.S. Department of Commerce, Economic
Development Administration, and to record said Notice of Federal Interest in the Land Records
of Fulton County, Illinois.
2. Discuss, consider and vote on an Ordinance Approving and Authorizing the Execution of
a TIF agreement by and between the City of Canton, Fulton County, Illinois and Michael
D. Rogers. (1st Reading).
