Kent McDowell, Mayor of the City of Canton, as head of the public body, as defined in
subsection (e) of Section 2 of the Freedom of Information Act, has determined that an in-person
meeting or a meeting conducted under the Illinois Open Meetings Act is not practical or prudent
because of a disaster, as defined in Section 4 of the Illinois Emergency Management Agency Act,
which has been declared by the Governor of the State of Illinois. The City of Canton is covered
by the disaster area declared by the Honorable Governor J.B. Pritzker.
Further, pursuant to the Open Meetings Act, this meeting (including open and closed
portions thereof) will be conducted by video conference (via Zoom). The City’s Mayor will be
physically present at the meeting location, located at 50 4th Avenue, Canton, Illinois 61520. All
other requirements of 5 ILCS 120/7(e) will be followed.

Hole, Inc. in the amount of $55,625.00 out of the MFT Account.

3. Discuss, consider, and vote on an ordinance authorizing the sale of a 2009 Pierce
Velocity Fire Engine (Engine 3).

1. Discuss, consider, and vote on an Ordinance Authorizing a Lease of Municipally Owned
Real Property located at 25891 N. Weldons Road.
2. Discuss, consider, and vote on an Ordinance approving and authorizing the execution
of a first amendment to the TIF Redevelopment Agreement by and between the City
of Canton, Fulton County, Illinois and Jacob Postin and Brooke Postin.
3. Discuss, consider, and vote on a Resolution approving a Settlement Agreement and
Mutual Release with Navistar, Inc.
4. Discuss, consider, and vote on an ordinance or resolution approving an agreement to
amend a Redevelopment Agreement for the Former International Harvester Site
Between the City of Canton, Illinois and Cook Canton Incorporated, dated June 5,
2009, and to establish the City of Canton’s remediation reimbursement obligations to
Cook Canton Incorporated, Cook Canton Real Estate, LLC, and/or other Cook entities
for the former International Harvester Site.

Lakeland Park Place over Big Creek in the City of Canton in Fulton County);
c. Resolution for Improvement Under the Illinois Highway Code (for extension of
the existing multi-plate pipe arch over Big Creek);
d. Approval of a Request for Expenditure/Authorization of Motor Fuel Tax Funds
(Motor Fuel Tax Amount: $459,575.57);
e. Approval of a Local Public Agency Engineering Services Agreement with
Maurer-Stutz, Inc.; and
f. Authorizing Mayor to execute Award Justification Letter to Kensil Garnett,
P.E., Region 3 Engineer.
2. Discuss, consider, and vote on the following items for the Cass Place Bridge
Replacement:
a. Approval of a Local Public Agency Formal Contract with Otto Baum Company,
Inc.;
b. Resolution for Improvement Under the Illinois Highway Code (for construction
inspection of the replacement of the structure carrying Bass Place over Big
Creek in the City of Canton);
c. Resolution for Improvement Under the Illinois Highway Code (for replacement
of a 2-span deck beam with a 3-span R.C. slab bridge);
d. Approval of a Request for Expenditure/Authorization of Motor Fuel Tax Funds
(Motor Fuel Tax Amount: $178,648.52, Rebuild Illinois Amount: $969,051.58);
and
e. Approval of a Local Public Agency Engineering Services Agreement with
Maurer-Stutz, Inc.
