PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Molleck, Sarff, Phillips, Meade, Shores, May. Absent -Aldermen Hartford, Nidiffer. (Both gentlemen were ill.) PUBLIC HEARING - TO APPROVE A PROPOSED PROPERTY TAX LEVY INCREASE FOR THE CITY OF CANTON FOR THE YEAR 2000, AT 6:30 P.M. Jim Snider Administrative Assistant explained about the Notice of Property Tax Increase that was advertised in the paper. Jim also mentioned that the recommendations for the Tax Levy for 2000-2001 listed under Bonds in the amount of $193,217.50 will be abated, so this would not be on the tax bills. The increases are the Police Pension; Department of Revenue actuary and their recommendation; Fire Pension Board; Department of Revenue's actuary and their recommendation; $75,000 to pay the general liability premiums, $140,000 for reinsurance premiums Health Care Fund. Speakers that had asked to speak was Lewis Wages, Lloyd Klindworth, Ray Edwards, Ray Jackson, Harlan Banister. Lewis Wages, Ray Edwards and Ray Jackson were all concerned about how the city is spending their money and then raising taxes to generate more funds. They felt that cost could be cut down as the city has too many employees. Lloyd Klindworth wondered why he was here since he had talked with Pat Wright city treasurer before the meeting. He warned the Aldermen to spend the city's funds wisely. Harlan Banister mentioned that the council members have been good stewards on spending as his city taxes have gone down on his tax bill. Alderman Sarff mentioned that the city negotiates with 3 unions on staggered years. Ninety percent of the total budget cost is in manpower and payroll taxes. This is because the city offers you city services of fire, police, street, water, wastewater. The city will be paying an additional bill for over $5,000 tonight, and the city also has paid out in attorney fees over $17,000 for another frivolous law suit. Ray Jackson said he was the person Alderman Sarff was talking about. Ray said the City of Canton gave him 100% approval on his salvage yard a number of years ago. Then the city says no salvage yards are allowed in the Industrial Park. Jim Elson city attorney stated to Ray Jackson he was never told that, nor was he told he could not sell his property, and a was letter sent by Jim Elson to Ray Jackson which spells that out. Mayor Edwards mentioned that our taxes have gone up also, we share the samethings you do. Motion by Alderman Sarff, second by Alderman Molleck, to close the public hearing. Voice vote, motion carried unamimously. The public hearing closed at 7:00 P.M. and the regular scheduled council meeting continued. MINUTES OF NOVEMBER 7, 2000 MEETING. Motion by Alderman Molleck, second by Alderman May, the minutes of November 7, 2000 be be placed on file. Voice vote, motion carried unanimously. BILLS FOR OCTOBER. Motion by Alderman Sarff, second by Alderman Phillips, I 87 CONTINUED 11-21-00 Finance. Council Action Motion by Alderman Sarff, second by Alderman Meade, to accept the bid of Taylor Construction in the amount of $29,806 for the construction of a building on South Second Avenue for the maintenance garage and to request a bid bond. Discussion. `.r Alderman Sarff mentioned that this bid is not the low bid, but the lower bidder did not submit a drawing as required in the bid specifications. Roll call. Motion by Alderman Sarff, second by Alderman Molleck, to allow fireman Jay Smith to attend a class for peace officer status on January 2 to February 2, 2000 in Champaign, Illinois at a total cost of $3,544.38. Discussion. Fire Chief John Stanko mentioned the savings as the E. Peoria fire department will share lodging and transportation, also they were able to negotiate a better lodging rate of $600 less. Motion by Alderman Sarff, second by Alderman Shores, to approve the annual ladder tests from American Test Center at a cost of $1,630 which is required by law. Roll call. Motion by Alderman Sarff, second by Alderman Phillips, to purchase electrical parts for the #2 pump at the Kilroy Lift Station in the amount of $955.47. Roll call. Informational: Alderman Meade mentioned that the Drug and Alcohol Policy has been drafted and still needs some legal work. Should be available by next week. Community & Industrial Development. Mayor Edwards thanked them for coming. OLD BUSINESS: ORDINANCE -AUTHORIZING AND DIRECTING THE TRANSFER OF FUNDS FROM THE WORKING CASH FUND TO THE HEALTH CARE FUND. Second reading, read by title. NEW BUSINESS: ORDINANCE - GRANTING AN R-4 SPECIAL USE PERMIT TO THE METHODIST MEDICAL CENTER FOR PROPERTY LOCATED AT 2076 NORTH MAIN STREET, CANTON, ILLINOIS. First reading, read by title. Jim Elson city attorney explained that there should be another ordinance asking for annexation. This will be corrected by the December meeting. ORDINANCE - LEVYING AND ASSESSING TAXES FOR CORPORATE PURPOSES OF THE CITY FOR THE FISCAL YEAR BEGINNING MAY 1, 2000, AND ENDING APRIL 30, 2001. First reading, read by title. ORDINANCE -AUTHORIZING THE CITY OF CANTON TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY PROJECT. First reading, read by title. Mayor Edwards metioned this is for the Water Transmission Line improvements. RESOLUTION -APPROVING APRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND CARL N. NAYDEN. First reading, by title.
