A regular meeting of the Canton City Council was held on November 7, 2000 in council
chambers at the Historic Depot 362 East Chestnut Street, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Due to the absence of Mayor Donald E. Edwazds, City Clerk Nancy Whites asked for
nominations for a temporary chairman. Nominations were for Alderman Kevin Meade.
No other names were submitted for nomination.
iwr Motion by Alderman Molleck, second by Alderman Hartford, the nominations be
closed. Voice vote, motion carried.
Motion by Alderman Molleck, second by Alderman Sarff, Alderman Kevin Meade
to serve as temporary chairman. Voice vote, motion carried unanimously.
Mayor Pro Tem Meade asked for roll call at 6:30 p.m. Present -Aldermen Molleck,
Hartford, Sazff, Phillips, Nidiffer, Meade, Shores, May. Absent -None.
MINUTES OF OCTOBER 17, 2000 MEETING. Motion by Alderman Sarff, second
by Alderman Hartford, the minutes of October 17, 2000 be accepted and placed on
file. Voice vote, motion cazried unanimously.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
Motion by Alderman Shores, second by Alderman May, to approve the low quote of
$1400 from Supreme Radio for installation of the fire department's new radio
frequency. (The installation will be done on top of the Highrise building on North
First Avenue.) Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips,
Sazff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
Streets & Garbage.
Council Action
None.
Informational: The leaf pickup is continuing, and will be running a litttle closer to gazbage
pickup this time. This has been well received and is very much appreciated by the citizens.
Alderman Shores asked if bags could be used to place the leaves in? Cliff O'Brien was not
at the meeting, and he would have to be asked chairman Meade explained.
Lake, Buildings & Grounds.
Council Action
Motion by Alderman Hartford, second by Alderman Sarff, to allow the purchase of
junipers, mulch, plants, vines and two concrete planters for landscaping Gorman

Motion by Alderman May, second by Alderman Nidiffer, to accept the quote from
Maurer Stutz, Inc. to assist in the application applying for the water plant's NPDS
Permit that relates to discharging of wastewater from the IEPA. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
COMMUNICATIONS FROM MAYOR EDWARDS. Temporary Chairman Kevin
Meade mentioned that Mayor Donald E. Edwards is resting at home from having heart
surgery recently.
Motion by Alderman Sarff, second by Alderman Molleck, the appointment of Angie
Simmons 135 Martin Avenue to the Liquor Commission be confirmed. Voice vote,
motion carried unanimously.
Jim Snider mentioned that the city held an auction for the selling of the Comfort Station
on October 25, one bid met the required minimum bid, and that was the Salvation Army
who was the sole bidder. A contract was drafted by the city attorney and sent to the
Salvation Army with hopes of being completed in 60 to 90 days. Captain Chuck
Cunningham of the Salvation Army was in the audience and mentioned how much this was
appreciated.
The Police Department are needing school crossing guards.
OLD BUSINESS:
ORDINANCE -GRANTING A HOME OCCUPATION PERMIT FOR THE
OPERATION OF A BEAUTY SHOP AT 618 EAST ELM STREET, CANTON,
ILLINOIS OF ALFRED & MARIAN F. BARNES. (RENEWAL.) Second reading,
read by title. Motion by Alderman Sarff, second by Alderman Molleck, the
ordinance be placed upon its passage. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried. Ordinance being # 1675.
NEW BUSINESS:
RESOLUTION -APPROVING APRE-ANNEXATION AGREEMENT BETWEEN
THE CITY OF CANTON AND FRANK T. TUCKER JR. AND SUE A. TUCKER.
First reading, read by title. Motion by Alderman Sarff, second by Alderman Nidiffer,
the resolution be adopted. Voice vote, motion carried unanimously. Resolution being
#3542.
RESOLUTION -AUTHORIZING EXECUTION OF AMENDMENT TO REAL
ESTATE PURCHASE AGREEMENT BETWEEN THE CITY OF CANTON AN
NORWEST BANK. First reading, read by title. Motion by Alderman Hartford,
second by Alderman Molleck, the resolution be adopted, and to advertise for bids to
construct the Police Departments Sally Port, and bids to be received by November
28. Roll call. AYES -Aldermen May ,Shores, Meade, Nidiffer, Phillips, Sarff, Hartford,
Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution
being #3543.

year. When the taxes were received, by law the money has to be reimbursed. Pat is now
needing funds again for the Health Care Fund, so she needs to borrow once more from the
working Cash Fund.

to adjourn. Voice vote, motion carried. The council meeting adjourned at 6:46 P.M.
