A regular meeting of the Canton City Council was held on September 19, 2000 in council
chambers at the Depot 362 East Chestnut Street, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Sarff,
Phillips, Nidiffer, Meade, Shores, May. Absent -Alderman Hartford.
MINUTES OF SEPTEMBER 5, 2000 MEETING. Motion by Alderman Molleck,
second by Alderman Shores, the minutes of September 5, 2000 be accepted and
placed on file. Voice vote, motion carried unanimously.
BILLS FOR AUGUST. Motion by Alderman Sarff, second by Alderman Nidiffer,
all bills properly approved be paid. Roll call. AYES -Aldermen May, Shores, Meade,
Nidiffer, Phillips, Sarff, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried.

Finance.
Council Action
Motion by Alderman Sarff, second by Alderman Phillips, to approve the annual
pump service tests on all three fire pumps by Global Fire Equipment at a cost of
$650.00. Roll call. AYES -Aldermen Molleck, Sarff, Phillips, Nidiffer, Meade, Shores,
May. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman May, the approval to order 5,000
purchase orders from Crawford Printing at a cost of $387.00. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Molleck. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Molleck, to place a 1/8 page ad in
the Canton Marketing booklet developed by the Chamber of Commerce and Village
Profile at a cost of $295.00. Roll call. AYES -Aldermen Molleck, Sarff, Phillips,
Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion
carried.
Motion by Alderman Sarff, second by Alderman Nidiffer, approval to send Police
Officers Rusty Graham & Gerald Foreman to a 5 day firearms instructor course at
a cost of $1,764.00. (The 16 hours of overtime to replace these officers on the patrol
shift during the training is included in the cost.) Roll call. AYES -Aldermen May,
Shores, Meade, Nidiffer, Phillips, Sarff, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman May, to authorize Phillips &
Associates to order 8,000 bricks for construction of the sally port at the new City
Hall/Police Station at a cost of $2,880.00. Discussion. Jim Elson, city attorney stated
i that he was in contact with Harold Ritchey of the corporate office of Wells Fargo Bank,

Motion by Alderman Sarff, second by Alderman Meade, to authorize the
replacement of 2 meters at Spoon River College & 3 meters at Graham Hospital for
a cost of $6,912.00; and to inform the College of additional cost for spacers and
valves totaling $1,760.00. (Meters will be purchased from Badger Meter, spacers from
Henry Pratt Company, installation by Midwest Meter.) Roll call. AYES -Aldermen
Molleck, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman May, to allow the water plant to
purchase the Microsoft office 2000 computer program to update the system at a cost
of $599.99. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff,
Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Molleck, to approve a new 18
month wireless contract with Verizone. Roll call. AYES -Aldermen Molleck, Sarff,
Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried.
Motion by Alderman Sarff, second by Alderman Phillips, to approve Clark Wilson
and Jim Snider attending the 2000 Brownsfield Conference in October at a
estimated cost of $2500.00. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer,
Phillips, Sarff, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Meade, to approve the pay request
from Blue Ridge Company for repair work at the Eastside Wastewater Treatment
plant in a timely fashion, in the amount of $41,285.00 and subject to receipt of
proper lien waivers. Roll call. AYES -Aldermen Molleck, Sarff, Phillips, Nidiffer,
Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.

COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards thanked Steve

Cliff O'Brien, Street Superintendent gave an update on the LAPP and FAU projects that is
on going within the city. Main Street and Linn Street is completed. Will need to complete
4th to 1st, & Alder for the FAU project. MFT will be done next few days on Linder, lst
Avenue, Poplar, Lawrence, Ma-Gra-Bl, Palm & Pecan. Will be raising manholes on 4th
Avenue. Mayor Edwards mentioned that all efforts were made to finish South Main
Street for the parade.
Mayor Edwards mentioned about a serious parking problem on Fulton Place. One person
runs a construction company and has 6 vehicles on the streets at night. They did park the
vehicles in a vacant lot until complaints came in. Mayor Edwards ask the police chief to
work on resolving this problem.
Mayor Edwards mentioned that the Illinois Senate passed bill #171, which allows police
departments of 25 officers or more, to appoint two (2) deputy chiefs and those under 25
officers to appoint one (1) deputy chief. Police Chief J. Michael Elam waited until the
retirement of Howard Williams, and will not replace this position. Howard has done alot
of good for the city as traffic officer. The ordinance is on the agenda to allow for a deputy
chief.
Dedication of the Depot will be September 20th at 5:30 p.m. This is the same day the
Depot was dedicated in 1914.

ORDINANCE -PROVIDING FOR THE MANNER OF SALE OF CERTAIN
REAL PROPERTY OWNED BY THE CITY. (COMFORT STATION.) First
reading, read by title. Mayor Edwards stated that the Salvation Army is interested in
purchasing the building, so the ordinance needs to be passed this evening. Motion by
Alderman Molleck, second by Alderman Nidiffer, to suspend the rules for placing
the ordinance on its passage. Roll call. AYES -Aldermen May, Shores, Meade,
Nidiffer, Phillips, Sarff, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried.
Motion by Alderman Molleck, second by Alderman Shores, the ordinance be placed
on its passage as amended. (Amendment..third paragraph the words 'use of each of
foregoing parcels'..eliminate the words 'of each.') Discussion. Jim Elson, city attorney
mentioned the plan to sell the comfort station is by auction on October 25, 2000. The city
reserved the right to reject the bids on May 23 for reasonable cause. Roll call. AYES -
Aldermen Molleck, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1667.
ORDINANCE -ESTABLISHING COMPENSATION FOR THE MAYOR OF THE
CITY OF CANTON, BEGINNING MAY, 2001. First reading, read by title. Alderman
Nidiffer said they had decided in executive session last week to keep the salary at the
present current level of $17,000.
Motion by Alderman Nidiffer, second by Alderman Sarff, the current salary of
$17,000 be the same for the next four years for the mayor. Roll call. AYES -

ORDINANCE - PROVIDING FOR AN ANNUAL SALARY FOR THE
ALDERMEN OF THE CITY OF CANTON, ILLINOIS. First reading, read by title.
ORDINANCE -AMENDING TITLE 6, CHAPTER 1, SECTION 1 OF THE
CANTON MUNICIPAL CODE RELATING TO THE POLICE DEPARTMENT.
First reading, read by title. Motion by Alderman Sarff, second by Alderman Phillips,
to suspend the rules for purpose of placing the ordinance on its passage. Roll call.
