PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY JIM SNIDER ADMINISTRATIVE ASSISTANT. Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. Absent -None. MINUTES OF AUGUST 15, 2000 MEETING. Motion by Alderman Molleck, second by Alderman Hartford, the minutes of August 15, 2000 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Motion by Alderman Shores, second by Alderman May, to approve the request from the Police Department of ordering 100 books of traffic tickets in the amount of $480 plus freight, and not to exceed $500. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Streets & Garbage. Council Action None. Informational. White Oak Tap will be blocking off the street in front of the business on September 9th from 2:00 p.m. to 11:00 p.m. They will be sponsoring a fund raiser for a Jr. Football League. Lake, Building & Grounds. Council Action Motion by Hartford, second by Alderman Nidiffer, to accept the low bid of Greg Foose Concrete Construction in the amount of $5,527 for sidewalks in front of the Canton Post Office, as recommended from Maurer -Stutz Inc. United Way for Greater Canton will be allowed to use the Depot on September 21st for their kick-off of its annual campaign for their sponsorship of a Business After Hours. Public Works, Water & Sewer. 71 lease of a tenant in the now Wells Fargo Bank 2 North Main will not expire for 3 years. Everything in this room can be moved when the time comes. Appreciate all the work that has been done to restore this building. Especially thank city employees George Spahn, Neil Coulter and Cliff O'Brien, and all those offering their services. Police Chief J. Michael Elam honored three individuals with certificates for their community service. Those receiving the honor was Jane Williams a teacher for being a liason officer between the youth of the community and the police department. Jane's certificate was for her involvement with youth and 1st crime stopper program. (Bruce Beitz teacher that helps Jane also was recognized for his dedicated assistance in this program.) Officer Rick Nichols was honored and recognized for his dedication in working on a missing person report June 20, 2000 and with good results. Officer Ted Rumler received his honor for his assistance in talking to a lady who wanted to committ suicide. He saw that she needed someone to talk with, and he was willing to come to her aid. Mayor Edwards said the City of Canton is very proud of the 2 officers who were so willing to help others without thought of harm to themselves. Mayor Edwards also thanked Mrs. Williams for taking part in helping her community, and thanked the 100 some employees that offer services to this community. OLD BUSINESS: ORDINANCE -AMENDING TITLE 10, CHAPTER 15, SECTION 27 OF THE CANTON MUNICIPAL CODE, RELATING TO FENCES, WALLS, BARRIERS AND OTHER OBSTRUCTIONS. Second reading, read by title. Motion by Alderman Nidiffer, second by Alderman Molleck, the ordinance as amended be placed upon its passage. Roll call. NEW BUSINESS: RESOLUTION - APPROVING A CONTRACT FOR THE USE OF THE HISTORIC DEPOT AND MEETING ROOM POLICY. First reading, read by title. Motion by Alderman Hartford, second by Alderman Phillips, the resolution be adopted. Discussion. Mayor Edwards welcomed Louie Long who came because of the handicapped facilities at the Depot. Mrs. Barbara Kuzniar also attended as she gave some suggestions on how to make the facilities handicapped friendly during the remodeling, as she is on the handicapped committee. Roll call. RESOLUTION - CANTON HIGH SCHOOL STUDENT COUNCIL SPONSORING A HOMECOMING PARADE ON OCTOBER 6, 2000 FROM 3:30 P.M. TO 4:30 P.M. First reading, read by title. Motion by Alderman Sarff, second by Alderman Shores, the resolution be adopted. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3535. RESOLUTION - APPROVING A SUBORDINATION AGREEMENT OF MORTGAGE BETWEEN THE CITY OF CANTON AND BETTY J. HAMMOND ~ OF 625 SOUTH SECOND AVENUE, CANTON, ILLINOIS. First reading, read by 72 City passed a resolution approving a subordination agreement fora $13,000 loan from the Farmers Home Administration to refinance 1st mortgage, pay tames, repair roof, make improvements. 10/1/96 -City passed a resolution approving a subordination agreement fora $3,000 loan from Height's Finance Corporation to refinance 1st mortgage, pay taxes and repair roof. 10/2/98 -City passed a resolution approving a subordination agreement for a loan for $31,800 from Mortgage Lenders Network to refinance 1st mortgage for cash flow and home improvements. 4/18/00 - City passed a resolution approving a subordination agreement for a loan of $29,250 from SWS Mortgage Services to refinance mortgage and new roof for a period of six months at which time the City's loan must be paid.) RESOLUTION -APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THE POLICEMEN'S BENEVOLENT LABOR COMMITTEE, AND AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS. First reading, read by title. Motion by Alderman Meade, second by Alderman Molleck, the resolution be adopted. Discussion. Alderman Meade mentioned that the city negotiates with 3 unions. The police union contract negotiations began in July because of a new union. Alderman Meade said he wanted to commend Kent McDowell & Dean Putman on how smooth everything went. The meetings were in the best sense of negotiations. The health insurance has not been negotiated yet, as this will take sometime. Mayor Edwards commended the committee and Alderman Meade. Roll call. Harlan Banister said he supported the city in restoring the Depot. He said he had Clark Wilson and Jim Snider take pictures before renovation of intergal parts. Harlan said it was a pleasure working with council. The original cost to build the Depot was $49,600. Mayor Edwards stated that the renovation was in excess of $469,000. EXECUTIVE SESSION -NEGOTIATIONS. Motion by Alderman Meade, second by Alderman Hartford, to go into executive session for the purpose of discussing negotiations. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. The regular scheduled meeting convened at 7:06 p.m. The executive session minutes for negotiations are on file in the office of the City Clerk.
