A regular meeting of the Canton City Council was held on August 15, 2000 in council
chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. Absent -None.
MINUTES OF AUGUST 1, 2000 MEETING. Motion by Alderman Molleck, second
'~.. by Alderman Hartford, the minutes of August 1, 2000 be accepted and placed on
file. Voice vote, motion carried unanimously.
BILLS FOR JULY. Motion by Alderman Sarff, second by Alderman Phillips, to
approve all bills that was presented, with the additional bill of Quinn, Johnston,
Henderson & Pretorius in the amount of $2,170.78 for the 4-A Tif District. Roll call.
AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck.
NAYS - None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
COMMITTEE REPORTS:
Finance.
Council Action
Motion by Alderman Sarff, second by Alderman Hartford, to approve Hunter Tree
Service to televise the sewer at 14th Avenue and East Ash and to cut the tree roots
at a cost not to exceed $1,600; and approval for city employees to line the sewer at a
cost not to exceed $3,500. Discussion. The contribution rate is the percentage the City of
Canton pays on every IMRF employee, City Clerk Nancy Whites explained. Roll call.
AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May.
NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion by Alderman Sarff, second by Alderman Nidiffer, to accept the
recommendation of IMRF for their 2001 Advance Rate Notice of a ten-year
amortization rate of 4.81% because the City of Canton has 50 or more participating
members and is more than 100 percent funded. Voice vote, motion carried
unanimously.
Negotiations, Grievance & Personnel.
Council Action

Informational:
An Executive Session meeting for negotiations of Police contract will be held on August
17 at 5:30 p.m. in council chambers. All members of the City Council are welcome to
attend.

COMMUNICATIONS FROM MAYOR EDWARDS. Motion by Alderman
Molleck, second by Alderman Sarff, the appointment of James L. Sollo and Harry
Kyle Ulrich as volunteer auxiliary police be confirmed. Discussion. The
appointments are recommended by Police Chief J. Michael Elam. Voice vote, motion
carried unanimously.
The Depot is just about complete on the remodeling. The council members desks are in
place. Still needed is the sound system and telephones. Dedication will be held on
September 20th at 5:30 p.m. The public is invited to attend this dedication as this will be
the anniversary date of the 1st dedication on 9-20-14.
Congressman Lane Evans had toured the foreman IH site last week and held a press
conference in the Depot. The City might receive a request from candidate for Congress
Mark Baker to tour also. Mayor Edwards said he is welcome to do so.
OLD BUSINESS:
ORDINANCE - TO AMEND TITLE 10, CHAPTER 15, SECTION 24,
SUBSECTION A & K OF THE CANTON MUNICIPAL CODE RELATING TO
SIGNS. (Temporary signs, including political signs.) Second reading, read by title.
Motion by Alderman Nidiffer, second by Alderman Molleck, the ordinance be
placed on its passage. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer,
Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion carried. Ordinance being #1665.
NEW BUSINESS:
RESOLUTION - APPROVING A LOAN AGREEMENT BETWEEN THE CITY
OF CANTON AND RONALD LONG. First reading, read by title. Motion by
Alderman Molleck, second by Alderman Nidiffer, the resolution be adopted.
Discussion. Mayor Edwards mentioned that Ron plans on having a music business
at this site, located at 26 S. Main Street. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried. Resolution being #3533.
ORDINANCE -AMENDING TITLE 10, CHAPTER 15, SECTION 27, OF THE
CANTON MUNICIPAL CODE, RELATING TO FENCES, WALLS, BARRIERS,
AND OTHER OBSTRUCTIONS. First reading, read by title.
Mayor Edwards announced that council meetings have been held in this building since
1963. Tonight will be the last council meeting in these chambers as we will be meeting at
the Depot for the September meeting.
EXECUTIVE SESSION - POLICE NEGOTIATIONS; AND, ELECTED
OFFICALS SALARIES. Motion by Alderman Meade, second by Alderman May, ,I

Council has reconvened in open session.
Mayor Edwards mentioned that the Chamber of Commerce and United Way are located in
the former Norwest Bank Building. They are concerned about their future. The Chamber
of Commerce wants to meet with city officials to share their ideas for the chamber, and we
will then share our ideas for the City. They now have decided they want a place in the
Depot. They can meet with the Lake, Building & Grounds Commitee, and we need to tell
them the Comfort Station is for sale.
Wells Fargo Bank has had some set backs on remodeling due to changes made by officials
in the corporate office. They still feel they can made the date that was set to be in their
other building.
Mayor Edwards mentioned that the Tif District of 4-A and 4-B will be completed this
year. The Downtown Tif District will be completed next year. Joy Stiglish from
Vandewall Associates wants the City to extend the 4-B district as the former IH plant
comes under this. Mayor Edwards mentioned that we have to earmarked what the funds
will be used for this year. Mayor Edwards said he would like to have the parking lot next
to the Depot resurfaced and a new road by the prison.

adjourn. Voice vote, motion carried unanimously. The regular scheduled council
meeting adjourned at 7:55 p.m.

Motion by Alderman Shores, second by Alderman May, to approve the request
from the Police Department of ordering 100 books of traffic tickets in the amount of
$480 plus freight, and not to exceed $500. Roll call. AYES -Aldermen May, Shores,
Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Streets & Garbage.
Council Action
None.
Informational. White Oak Tap will be blocking off the street in front of the business on
September 9th from 2:00 p.m. to 11:00 p.m. They will be sponsoring a fund raiser for a
Jr. Football League.
Lake, Building & Grounds.
Council Action
Motion by Hartford, second by Alderman Nidiffer, to accept the low bid of Greg
Foose Concrete Construction in the amount of $5,527 for sidewalks in front of the
Canton Post Office, as recommended from Maurer -Stutz Inc. Roll call. AYES -
Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Informational. United Way for Greater Canton will be allowed to use the Depot on
September 21st for their kick-off of its annual campaign for their sponsorship of a
Business After Hours.
