PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Hartford, Sarff, Phillips, Meade, Shores. Absent -Aldermen Nidiffer, May. OATH OF OFFICE TO ROKO THE K-9 DOG. Nancy Whites, City Clerk gave the oath to Roko while his trainer Michael Eveland had Roko listening very intently but did not speak. Mike Eveland spoke about the ten weeks of training, and thanked the City for letting him attend the training session, his family, fellow officers and Police Chief J. Michael Elam. Mayor Donald E. Edwards congratulated him Lt. Dean Putman was honored with a certificate of recognition for completion on June 2, 2000, of the 10 week Police Administration Program at the Northwestern University Staff & Command, as one of two state recipients of the $6,000 scholarship awarded by the Illinois Chief of Police Association. The City of Canton had the original Certificate of Recognition framed and given to him at the council meeting with our appreciation, and Mayor Donald E. Edwards thanked him for obtaining this high honor. Dean spoke about the experience he had the ten weeks he was at this program. Each community had presented their individual budgets, and they liked the City of Canton's so much, they used it for a model. Police Chief J. Michael Elam mentioned that this was quite an honor. MINUTES OF MAY 16, 2000 MEETING. Motion by Alderman Molleck, second by Alderman Hartford, the minutes of May 16, 2000 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action 5 ~. Aldermen Meade, Phillips, Molleck. NAYS -Aldermen Shores, Sarff, Hartford. Due to tie vote, Mayor Edwards voted NAY. 3 AYES, 4 NAYS, 2 ABSENT. Motion defeated. Public Works, Water & Sewer. Council Action Motion by Alderman Hartford, second by Alderman Molleck, to allow Kevin Wheelright to tap into the City's 16" water main that runs through a lot he plans on purchasing at the end of Ray Walts Road. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Meade, Shores. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion by Alderman Hartford, second by Alderman Molleck, to allow Hunter Sewer Services to video tape the sewer at 11th and Olive for sewer drainage at a cost of $1,000, due to continous problems in this area. Roll call. AYES -Aldermen Shores, Meade, Phillips, Sarff, Hartford, Molleck. NAYS -None. Motion carried. Alderman Hartford who is on the fireworks committee gave the following report...Players Lounge Fundraiser $1,170.00, $3,000.00 from the previous committee, $197.00 added in, $ canisters brought in $127.00, water bills generated $3,000. Grand Total of $7,494.00 received this date. Goal is to reach $8,000. The fireworks are ordered and the contracts to be signed today. The committee is now formed of Tony Rolando chairman. We will have the committee to establish a policy. Mayor Edwards thanked Aldermen Hartford, Nidiffer and Shores for their involvement, and offered his appreciation to those who have donated funds. Mayor Edwards mentioned that the water bills for the next two months will have a notice for making donations to the fireworks fund. COMMUNICATIONS FROM MAYOR EDWARDS. Bob Anderson and Clark Wilson met with the Evangelical Free Church at 1300 East Chestnut. They are ready to blacktop their parking lot and want to carry the paving out to the buffer area that is owned k by the City. They are also requesting a depressed curb be done by the City. Motion by ~ Alderman Sarff, second by Alderman Hartford, the church allowed to blacktop out to the buffer area and the city will make them a depressed curb. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Meade, Shores. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion by Alderman Meade, second by Alderman Hartford, the appointment of Linda Caudle to the Heritage Committee be confirmed. Voice vote, motion carried unanimously. Harlan Banister spoke about this being a special day in history as it is the 56th Anniversary of D-Day. People are forgetting about the veterans. Harlan was in WW 2, and this was the day to remember the veterans who made those sacrifices. A museum is being built in New Orleans in honor of WW 2 members. Motion by Alderman Sarff, second by Alderman Hartford, to accept the low quote from the Daily Ledger for the annual Consumer Confidence Reports mandated by the EPA, in the amount of $711.50, for printing and inserting into the Spoon River Advertiser. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Meade, Shores. NAYS - None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. 52 RESOLUTION -PROVIDING FOR A LOADING ZONE AT 101 EAST ELM STREET, CANTON, ILLINOIS. First reading, read by title. Motion by Alderman Hartford, second by Alderman Meade, the resolution be adopted. Discussion. Mayor Edwards mentioned that this is for the Palm Cafe at 101 East Elm Street to allow for valet service. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Meade, Shores. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Resolution being #3526. RESOLUTION -ASCERTAINING THE PREVAILING RATE OF WAGES FOR LABORERS, MECHANICS, AND OTHER WORKMEN EMPLOYED IN ANY PUBLIC WORKS BY THE CITY OF CANTON, ILLINOIS. First reading, read by title. Motion by Alderman Molleck, second by Alderman Shores, the resolution be adopted. Roll call. AYES -Aldermen Shores, Meade, Phillips, Sarff, Hartford, Molleck. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Resolution being #3527. RESOLUTION -CANTON PRIDE COMMITTEE TO SPONSOR A JULY 4TH PARADE. First reading, read by title. Motion by Alderman Sarff, second by Alderman Hartford, the resolution be adopted. Roll call. AYES -Aldermen May, Shores, Phillips, Sarff, Hartford, Molleck. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Resolution being #3528. ORDINANCE - GRANTING A RE-APPLICATION OF A HOME OCCUPATION/SPECIAL USE PERMIT TO STEVE CAPE LOCATED AT THE ADDRESS OF 707 SOUTH MAIN STREET, CANTON, ILLINOIS. First reading, read by title. ORDINANCE - REZONING PROPERTY OF KENNETH & PATRICIA BILLINGTON AT THE ADDRESS OF 431 EAST LOCUST STREET, FROM R-1 TO B-2. First reading, read by title. Mayor Edwards mentioned that both Steve Cape and Kenneth Billington had favorable response to their request by the Planning & Zoning Commission.
