A regular meeting of the Canton City Council was held on May 2, 2000 in council
chambers. (Second meeting.)
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY ADMINISTRATIVE ASSISTANT JIM SNIDER.
Mayor Edwards asked for roll call at 6:SSp.m. Present -Aldermen May, Shores, Meade,
Nidiffer, Sarff, Hartford. Absent -Aldermen Phillips, Molleck.
ADOPTION OF ROBERTS RULES OF ORDER. Motion by Alderman Sarff, second
by Alderman Hartford, to adopt Roberts Rules of Order to do business. Roll call. AYES
- Aldermen Hartford, Sarff, Nidiffer, Meade, Shores, May. NAYS -None. 6 AYES, 0
NAYS, 2 ABSENT. Motion carried.
COMMUNICATIONS FROM MAYOR EDWARDS. We have to decide what to do
with the City Building and the Depot. We have to save some of the pass for our heritage.
A woman contacted the mayor and suggested a Heritage Committee. Another person in
the community is involved with geneology. This committee could bring recommendations
to the council. Someone suggested having aweek-end event displaying Cantonian's. The
first thing the committee would do is the mission statement that ties in the Depot with the
IH site.
There is a movement through the community of being very critical of character assignation
of city employees and elected officials. Mayor Edwards said he has a great deal of pride
for all city employees. There are no employees that I don't support, some could improve,
but then so could all of us.
There is no resolution for appointments as we have not met with the department heads.
Will talk with you next week and bring back to council and make retroactive. The police
department just signed this week for a new union.
Motion by Alderman Sarff, second by Alderman Nidiffer, the appointments of committee
structure of the City Council be confirmed. Voice vote, motion carried unanimously.

willing to serve be confirmed. Discussion. Mayor Edwazds mentioned that the Board of
Appeals appointments aze two graduates of the Leadership Academy. Voice vote, motion
carried unanimously.

NEW BUSINESS:
ORDINANCE - RESCINDING AN ORDINANCE PROVIDING FOR A
HANDICAPPED PARKING SPACE ON THE WEST SIDE OF SOUTH MAIN
STREET IN FRONT OF THE SITE OF THE FORMER CHURCHILL HOTEL.
First reading, read by title.
ORDINANCE -AMENDING TITLE 4, CHAPTER 1, SECTION 1 OF THE
CANTON MUNICIPAL CODE FOR GENERIC PENALTY CLAUSE FOR
VIOLATION OF THE ADOPTED BUILDING CODES. First reading, read by title.
RESOLUTION - APPROVING A CONTRACT FOR PROFESSIONAL
TECHNICAL SERVICES BETWEEN THE CITY OF CANTON AND WESTERN
ILLINOIS REGIONAL COUNCIL. First reading, read by title. Pat Wright city
treasurer mentioned that this is for the Transmission Grant in the amount of $375,000.
Motion by Alderman Meade, second by Alderman Hartford, the resolution be adopted.
Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Sarff, Hartford. NAYS -
None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Resolution being #3522.
