HomeMy WebLinkAbout04-18-00 Canton City Council34 A regular meeting of the Canton City Council was held on April 18, 2000 in council chambers. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Hartford, Sarff, Phillips, Nidiffer, Shores, May. Absent -Alderman Molleck. Mayor Edwards honored city employee Connie Glad with a certificate of appreciation for coming to the aid of a elderly lady. Connie had received a water payment with an additional check that was blank. She called the person who had sent the check to ask what she wanted done with it. When the phone rang Connie said a noise was made and then the words "help." Mayor Edwards when asked by Connie what to do was told to call the police. The lady had fell and broken her hip. Connie took that extra step to help someone in need. (Thank you, Connie, for recognizing the situation and getting involved.) John Stanko Fire Chief then gave a certificate of appreciation to city employees Dale Berry and Aaron Bowton for their assistance in helping to save two ladies down from the roof of a burning house on March 20 at 653 South Second Avenue. They also went above and beyond to help someone else. Aaron was on his way to work and Dale was returning from the animal shelter to the Police Department and stopped to offer their assistance in a very precarious situation. (Thank you, Dale and Aaron, for seeing a situation and recognizing the seriouness.) The Spoon River College President Keith Miller attended the Council meetingto address the large water bill that the College had received. He thanked the city staff for being very good to work with, and also Jim Snider Administrative Assistant who called Keith before sending the bill to explain to the amount was $159,000. There normal bill runs between $500 to $1,500 depending when college is in session. Keith Miller asked the council members for any consideration they wanted to give. Jim Snider commented that do to past practice the City has taken off the sewer charges as they do not go through the sewer, those charges are $60,648.00. Because of those past practices the cost would then be $98,712.36. Another area that can be looked at is that the College pays double water rates, if reduced to regular rate schedule that would be a 50% reduction, making the cost $49,356.18. Alderman Sarff mentioned that if any citizen has the same problem, the city abates their sewer fee. Lloyd Klindworth of 326 Ingersoll Blvd complained about the City offering this reduction to the Spoon River College. He ask the council members not to use the city's excess funds in handling this problem. Mayor Edwards stated that the college has implemented a new policy of observation of the lines. Mayor Edwards also reported that eventually everyone will be billed monthly as to the bi-monthly billing now in place. Motion by Alderman Sarff, second by Alderman Phillips, to grant to the Spoon River College a single rate charge for water and eliminating the sewer charge at a total cost of $49,356.18. Discussion. Voice vote, motion 35 CONTINUED 4-18, 2000 Council Action Motion by Alderman Sarff, second by Alderman Hartford, the approval for the Wastewater Treatment Plant to purchase 2 14" check valve repair kits on pumps in the storm building, in the amount of $2,857.06 plus freight. Motion by Alderman Sarff, second by Alderman Phillips, to accept the Reinsurance Quotes from Safeco from $35,000 to $40,000 for the deductibles. Roll call. Motion by Alderman Sarff, second by Alderman May, to accept the same rate cost from Safeco for Life Insurance, A.D.&D, and dependent Life. Roll call. Council Action Motion by Alderman Meade, second by Alderman May, to hire two temporary part time workers at the Wastewater Treatment Plant. (The employees will be decided to hire through Manpower.) Roll call. AYES -Aldermen Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Community & Industrial Development. Council Action Motion by Alderman Sarff, second by Alderman Nidiffer to approve purchasing an antique rolltop desk and chair for the Depot in the amount of $1,500. Discussion. Alderman Nidiffer mentioned he thought the price was fair, but has rethought his position. The money in the TIF fund that we were taken from to pay for the desk concerns him. Alderman Sarff said since the meeting he has thought about the decor for the Depot and will change his vote. Alderman Hartford would like to see donations made, so he is not in favor. Roll call. COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards said he had F received a letter from an individual who lives on Fairview Place. They are complaining 3 within the spirit of an Industrial Park. The others will force the city to clean up the mess at a cost to the taxpayers. Mayor Edwards thanked Bart Brown and Mr. Young for letting the City know about the conditions at the Industrial Park. OLD BUSINESS: ORDINANCE -REPLACING CERTAIN CHAPTERS OF SECTION 5 OF THE CANTON MUNICIPAL CODE PERTAINING TO THE ORGANIZATION AND ADMINISTRATION OF THE FIRE DEPARTMENT. Second reading, read by title. Motion by Alderman Nidiffer, second by Alderman Phillips, the ordinance be placed on its passage as amended. Roll call. AYES -Aldermen Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NEW BUSINESS: RESOLUTION -APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND GRAHAM HOSPITAL CONCERNING PREFERRED HOSPITAL AGREEMENT FOR OUTPATIENT AND INPATIENT HOSPITAL SERVICES. First reading, read by title. Motion by Alderman Hartford, second by Alderman Shores, the resolution be adopted. Discussion. The hospital was giving 12% and now will be offering 18%. First reading, read by title. Motion by Alderman Sarff, second by Alderman Shores, to excuse Alderman Meade from voting as this is his aunt. Voice vote, motion carried unanimously.
