A regular meeting of the Canton City Council was held on March 21st, 2000 in council
chambers.

Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Sarff,
Nidiffer, Meade, Shores, May. Absent -Alderman Hartford, Phillips.
MINUTES OF MARCH 21, 2000 MEETING. Motion by Alderman Molleck, second
by Alderman Hartford, the minutes of March 7th, 2000 be placed on file. Voice vote,
motion carried unanimous.
BILLS FOR FEBRUARY. Motion by Alderman Sarff, second by Alderman Molleck,
all bills properly approved be paid. Roll call. AYES -Aldermen May, Shores, Meade,
Nidiffer, Sarff, Molleck. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion
carried.
COMMITTEE REPORTS:
Finance.
Council Action
Motion by Alderman Sarff, second by Alderman May, the approval for the additional
costs for the Filter Rehabilitation project from CMT for engineering $34,000, $7,500 for
bid phase engineering, and a $20,000 for the construction phase engineering. Roll call.
AYES -Aldermen Molleck, Sarff, Nidiffer, Meade, Shores, May. NAYS -None. 6
AYES, 0 NAYS, 2 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Meade, to allow the expenditure of $920
to repair and recalibrate the 4 gas detectors at the fire department. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Sarff, Molleck. NAYS -None. 6 AYES, 0
NAYS, 2 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman May, to purchase a used automatic
external defibrillator from the Timber Hollis Fire Department at a cost of $3,000. Roll
call. AYES -Aldermen Molleck, Sarff, Nidiffer, Meade, Shores, May. NAYS -None. 6
AYES, 0 NAYS, 2 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Molleck, to approve the expenditure of
$3,190 for backup belts for the press at the Waste Water Treatment Plant, from Ashbrook
Company. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Sarff, Molleck.
NAYS - None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman May, to approve a clarifier for repairs at
the Waste Water Treatment Plant in the amount of $6,986. Roll call. AYES -Aldermen
Molleck, Sarff, Nidiffer, Meade, Shores, May. NAYS -None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.

Motion by Alderman Sarff, second by Alderman Nidiffer, to approve the grant for
replacing radios in the squar cars from the Local Law Enforcement Block Grants Program
in the amount of $15,754 to be matched by $1,575 in local funds from the drug forfeiture
fund. Roll call. AYES -Aldermen Molleck, Sarff, Nidiffer, Meade, Shores, May. NAYS
- None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carved.
Motion by Alderman Sarff, second by Alderman Meade, to purchase a chlorine leak
detector for the Water Plant from Wallace & Tiernan at a cost of $1,865, plus shipping.

COMMUNICATIONS FROM MAYOR EDWARDS. John Stanko was asked to
speak on the fire that happened today. John reported that two city employees Aaron
Bowton and Dale Berry both happened upon the house burning around 6:52 a.m.at 563 S.
Second. Dale Berry called in the fire. By the time the fire department had arrived officer
Don Edwards had been at the fire scene and informed them that the home was now empty
of occupants, and the home was now engulfed in flames. It seems that Aaron and Dale
did excellent work. Two women were trapped on the roof of the house and Aaron was
able to get her down. Aaron and Dale both then had to coax the other lady from the roof
by offering to catch her as she jumps. And, she does jump and was saved by these two
gentlemen. What heros they were! Mayor Edwards told John Stanko he appreciated his
efforts and was doing a good job. Mayor Edwards also thanked the two city employees
and wants them to attend the next council meeting to award them.
Mayor Edwards explained that he had asked for Alderman Hartford and Alderman
Nidiffer to meet with the Pride Committee to find ways to finance the 4th of July
fireworks display. Jim Hartford had a report on the ideas but is ill tonight, so he will bring
this information to the committee meeting next week. There is a total remaining from last

The contractors for the Churchill Hotel aze ready to start demolition. The building is
located at 14 South Main Street.
Received communication on the Randolph Building located on the East Side Square and
East Elm Street. Rick Lillie owner is planning on renovation of some kind.
Mayor Edwazds said he received a letter from the EPA where their prediction of rainfall
for the yeaz will be a dry yeaz. Steve White Superintendent of the Water Plant said the
lake is now at 361/2 inches down.
Harlan Banister gave a report for the committee on suggestions for remodeling the former
Norwest Bank Building. They toured the new building that houses the police department
and city hall in Kewanee. The building cost $4.3 million and is user/friendly. Committee
brought back tapes on the outlay of the council chambers. When the committee finalizes
their ideas, they will have two decisions for council to consider for the former Norwest
Bank Building at 2 North Main Street.
Motion by Alderman Sarff, second by Alderman Meade, to instruct Jim Snider to seek an
appraisal on the Comfort Station from Jim Mitchell. Roll call. AYES -Aldermen
Molleck, Sarff, Nidiffer, Meade, Shores, May. NAYS -'None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.

RESOLUTION - APPROVING A MUTUAL AID AGREEMENT BETWEEN THE
CITY OF CANTON AND THE TIMBER HOLLIS FIRE PROTECTION
DISTRICT. First reading, read by title. Motion by Alderman Molleck, second by
Alderman Meade, the resolution be adopted. Discussion. Mayor Edwards mentioned
that Timber Hollis Fire Department has alot of training in hazmat (hazardous waste) as
they are from Mapleton, Illinois. Roll call. AYES -Aldermen Molleck, Sazff, Nidiffer,
Meade, Shores, May. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.

RESOLUTION -AUTHORIZING EXECUTION OF A FORMAL CONTRACT
FOR PURCHASE OF THE NORWEST BANK BUILDING AT 2 NORTH MAIN
STREET. First reading, read by title. Motion by Alderman Sarff, second by Alderman
May, the resolution be adopted. Roll call. AYES -Aldermen May, Shores, Meade,
Nidiffer, Sarff, Molleck. NAYS -None. 6 AYES, 0 N~~'S, Z ~3SENT. Motion
carried. Resolution being #3516.

Council Action
Motion by Alderman Shores, second by Alderman Hartford, to send Grando to the
Veterinary School in Champaign for tests and proper treatment due to a seizure, and at
the cost of $400 to $1,000, which includes boarding. Discussion. J. Michael Elam, police
chief mentioned that Grando has had no other problems, but is still being checked. Roll
call. AYES -Aldermen May, Shores, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS
- None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Shores, second by Alderman May, to allow Assistant Chief Bonnie
Cremer to attend special training at Eastern Kentucky University June 19th through 23,
and expenses of meals and transportation. (Committee minutes reflect the training will be
funded through a grant from the Department of Justice.) Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, Phillips, Nidiffer, Shores, May. NAYS -None. 7 AYES, 0

Informational: Alderman Hartford thanked the City for adding to the Water Department
bills the collecting of donations for a fireworks display on July 4th. Alderman Hartford
said he has had alot of positive comments on that.
Alderman Nidiffer said he too has had alot of positive comments. He also commented
that "Players Lounge" is willing to host a fund raiser for the fireworks. More details will
be made available later.
