A regular meeting of the Canton City Council was held on March 7th, 2000 in council
chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. Absent -None.
MINUTES OF FEBRUARY 15, 2000 MEETING. Motion by Alderman Molleck,
second by Alderman Hartford, the minutes of February 15, 2000 be placed on file. Voice
vote, motion carried unanimous.

Public Safety & Traffic.
Council Action
Motion by Alderman Shores, second by Alderman May, the approval for repairs on the
Ladder Truck 423 at the Fire Department in the amount of $434.37. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.

Council Action
Motion by Alderman Hartford, second by Alderman Shores, the approval to hire Phillips
& Associates on as needed basis during the planning of the offices for city hall and police
station at the present Norwest Bank Building. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, Phillips, Nidiffer, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Motion by Alderman Hartford, second by Alderman Molleck, to allow for the Comfort
Station to be appraised and to then advertise for bids to sell the property. Roll call.
AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck.

Council Action
Motion by Alderman May, second by Alderman Hartford, to approve the Wastewater
Treatment Plant buying a new 20 hp RAS pump at a cost of $5,383 if Foremost Electric

Dallefield & Eric Lee to the council meeting as they are working towards their merit
badges and have to learn about city government. Gordon did explain the boys are doing
clean up of the highway from 4 Seasons Bowl to Norris. Welcome Troop 106!
Mayor Edwards mentioned that the committee planning the layout of the different offices
for the City Building personnel and the Police Department, he also wants them to come
~.w back with a decision about the Depot. Mayor Edwards would like to have council
meetings in that building by July. He would also like for organizations to use the building.
Jim Snider Administrative Assistant mentioned that the Water Department had listed on
the bills for February the word 'Debt' that was set aside for debt retirement for updating
the water plant. This caused some confession to the customers bills. Next month the
abbreviated word 'Improvement' will be implemented.
Clif O'Brien gave an update on the dam repairs and said they are completed 15 days earlier
than expected. Mayor Edwards said he appreciated the work that was done by the city
crews and awarded them with a free meal at Sirloin Stockade. Motion by Alderman
Sarff, second by Alderman Phillips, to allow the expense of a free meal for those doing the
dam work. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff,
Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion by Alderman Sarff, second by Alderman Molleck, to grant a supper club liquor
license to Gary Lease and Heidi Wilner for 101 East Elm Street as recommended by the
Liquor commission. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips,
Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.

~w. Alderman Meade asked for an Executive Session for Grievance and Threatned, Pending
Litigation.
Motion by Alderman Phillips, second by Alderman Molleck, the appointment of Bob
Anderson, Bill Phillips, Rod Hamilton, Howard Dye to the Fire Board of Appeals be
confirmed. Voice vote, motion carried unanimously.
Jim Roth, Group Manager, Water Resources Service, for CMT spoke to council about the
letter dated March 7, 2000 and written by Tim Sumner of CM&T. The letter explains that
CM&T had applied for the City of Canton a Grant Application Section 319 to the EPA on
July 2, 1999 in the amount of $460,000. The original project scope included
construction of 7 silt basins, shoreline erosion protection and watershed soil erosion
manangement projects. Since that time, the IEPA informed the City that there was only
$56,439 available for construction of the silt basins. This meant the City would provide
$37,626 towards construction of the silt basins. The IEPA then asked for a summary of
the allowable project costs totaling $94,065. The city then asked CMT for assistance with
determining the breakdown of costs for constructing two silt basins with the $94,065.
Steve White choose the area of Section 24, Township 7 North Range 4 East, in the
upstream portion of Canton Lake for the two silt basins. It was noted that back water
from one of the proposed silt basins could adversly affect the Kilroy Sewage Lift Station if

the IEPA would only be providing a 20% match.
Based on the aforementioned estimates,

Motion by Alderman Nidiffer, second by Alderman Meade, the ordinance be sent to the
Legal & Ordinance committee and then back to council meeting March 21. Voice vote,
motion carried unanimously.
RESOLUTION -APPROVING APRE-ANNEXATION AGREEMENT BETWEEN
THE CITY OF CANTON AND MELVIN AND ROBERTA FLETCHER.
(LOCATED AT LAKE AREA.) First reading, read by title. Motion by Alderman

Fire Chief John Stanko explained for the community to use safety requirements while
burning yard waste. There was a total of 28 fires in the county this Sunday. Never leave
the fire unattended, and always use caution.
Alderman Hartford asked about the status on IH? Clark Wil~o~ mentioned that the man is
coming, don't know when, but sometime this month.
Mayor Edwards mentioned the Capitol Building where the owners and Mr. Huber are
working to close the transaction. Clark Wilson mentioned that plans have been received
to work on the front of the building first so the barricades can be moved away and the City
