A regular meeting of the Canton City Council was held on February 15, 2000 in council
chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE

Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Hartford, Sarff,
Phillips, Nidiffer, Meade, Shores, May. Absent -Alderman Molleck.
MINUTES OF FEBRUARY 1, 2000 MEETING. Motion by Alderman Phillips,
second by Alderman Hartford, the minutes of February 1, 2000 be placed on file. Voice
vote, motion carried unanimously.
BILLS FOR JANUARY 2000. Motion by Alderman Sarff, second by Alderman May,
to approve all bills properly presented. Discussion. Additional bills added from Quinn
Johnson $2,664.05; Maurer-Stutz $630 for Masonic Temple. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried.
COMMITTEE REPORTS:

Council Action
Motion by Alderman Sarff, second by Alderman Nidiffer, approve the final pay request of
Leander Land Company for the Depot Project in the amount of $5,000. Roll call. AYES
- Aldermen Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Shores, to approve the annual
membership in the Fulton County Tourism Council for the amount of $200.00. Roll call.
AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford. NAYS -
None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Phillips, permission granted for Jay
Smith to attend a fire investigator training session in Champaign. (Committee minutes
reflect that 50% of the cost $1,857.45 is reimbursable by the office of the State Fire
Marshall. The eligible reimbursement includes the above expenses as well as Jay Smith's
salary and mileage expenses.) Roll call. AYES -Aldermen Hartford, Sarff, Phillips,
Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion
carried.
Motion by Alderman Sarff, second by Alderman Hartford, to approve the repair of a 125
hp pump at the water plant in the amount of $1,500.00, plus an additional $500 to have
the motor realigned. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips,
Sarff, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.

Council Action
Motion by Alderman Nidiffer, second by Alderman May, the City Attorney to proceed
with seeking full judgement against Vic Mason & Bar V Enterprises in the amount of
$50,570.00 plus any miscellaneous fees. Roll call. AYES -Aldermen May, Shores,
Meade, Nidiffer, Phillips, Sarff, Hartford. None. 7 AYES, 0 NAYS, 1 ABSENT.

COMMUNICATIONS FROM MAYOR EDWARDS. Michael Walters had sent a
letter to the Mayor resigning from the Greenwood Cemetery Board. Mike said he was
resigning from being the treasurer of the Board. Motion by Alderman Sarff, second by
Alderman May, the reappointment of Michael Walters to the Greenwood Cemetery
Board. Voice vote, motion carried unanimously.
There is some interest from an individual wanting to purchase City owned property of the
former Motorcycle Track, for a housing project. Sent to Lake, Building & Grounds
Committee.
Mayor Edwards gave a report of the 1st 6 resolutions on the agenda. In addition to the
City of Canton's regular yearly MFT project the City would participate in IDOT's LAPP
Program. The City of Canton would pay 20% of the $600,000 project with funds being
paid from the MFT funds. The MFT fund would still have a balance of $150,000 for this
year's street program. The first resolution is for design engineering and construction in the
amount of $129,200 for Maurer Stutz. The other five resolutions are for Linn Street,
Main Street, Walnut Street, Avenue I, and 4th Avenue.

second by Alderman Sarff, the resolution be adopted. Roll call. AYES -Aldermen

RESOLUTION -IMPROVEMENTS FOR LINN STREET FROM 5TH AVENUE

RESOLUTION - AMEREN LIPS FOR MONTHLY COST OF A TRAFFIC
LIGHT AT NORTH MAIN STREET AND SYCAMORE TERRACE IN THE
AMOUNT OF $40.96. First reading, read by title. Motion by Alderman Sarff, second
by Alderman May, the resolution be adopted. Roll call. AYES -Aldermen Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried. Resolution being #3510.
RESOLUTION -AUTHORIZING THE EXECUTION OF DOCUMENTS TO
FORBEAR DEMOLITION PROCEEDINGS OF THE CAPITOL THEATRE
BUILDING. First reading, read by title. Motion by Alderman Meade, second by
Alderman Nidiffer, the resolution be adopted. Discussion. City Attorney gave a update
on the building and explained that a demolition hearing was held on February 14 in Fulton
County Court. Kurt Huber is buying the former Masonic Temple Building and has until
March 15 to secure the purchase and until April 14 to make the building structually safe.
Jim Elson thanked the lawyers for Lasko and Mathews for allowing this procedure.
Ron Weber attorney from Canton said on behalf of himself and John McCarthy they
appreciate the City for securing the property in a timely manner for safety. Alderman
Meade said he would support the project as a building in the downtown will be saved. He
also thanked Jim Fassino President of Mid-America National Bank, Tony Rolando
President Chamber of Commerce, Jim Snider, Mayor Edwards & Jim Elson for all their
hard work. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff,
Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Resolution

Clark Wilson zoning officer gave a brief update on the IH clean up. He has been in
contact with Mr. Gifford and Manuel of the Federal EPA. They are both in the process of
collecting funds for clean up, which will be the last of Phase 2.
ADJOURNMENT. Motion by Alderman Meade, second by Alderman Hartford, to
adjourn. Voice vote, motion carried unanimously. Council adjourned at 6:59 p.m.
