A regular meeting of the Canton City Council was held on January 18, 2000 in council
chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Edwards asked for roll call at 6:30 p.m. Present -Aldermen Molleck, Hartford,
Sarff, Phillips, Meade, Nidiffer, Shores, May. Absent -None.
MINUTES OF JANUARY 4, 2000 MEETING. Motion by Alderman Molleck, second
+~rrr by Alderman Hartford, the minutes of January 4, 2000 be placed on file. Voice vote,
motion carried unanimously.
BILLS FOR DECEMBER, 1999. Motion by Alderman Sarff, second by Alderman
Phillips, all bills properly authorized be paid. Discussion. Alderman Sarff requested that
the bills of Maurer Stutz Engineering $1,924.38 and Western Il Regional Council $1,750
be paid from the Water Survey Grant funds. Roll call. AYES -Aldermen May, Shores,
Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
COMMITTEE REPORTS:

Council Action
Motion by Alderman Sarff, second by Alderman May, approval for the Fire Department
to purchase a Ford Expedition 2000 from the State Bid in the amount of $27,783. Roll
call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May.
NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried
Motion by Alderman Sarff, second by Alderman Nidiffer, to accept the engineering
services work order from CM&T to calculate the actual chlorine contact time, to
determine the current water quality standards in the drinking water at a cost not to exceed
$2,900; and paid from the Water & Sewer Fund. Roll call. AYES -Aldermen May,
Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Molleck, to approve the purchase of 40
ASP batons and 40 scabbards from Ray O'Herron Co., in the amount of $2,676, and paid
from the Drug Forfeiture Funds. Discussion. Police Chief J. Michael Elam explained
about the batons, they used to be called a night stick. These particular batons an officer
carrys on their belts and is retractable. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Hartford, the approval of repairs to a fire
truck ladder in the amount of $500. Roll call. AYES - Aldermen May, Shores, Meade,
Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.

Motion by Alderman Sazff, second by Alderman Meade, to approve the expenditure from
Attorney Bruce Beal in the amount of $765.00 for professional services in the month of
December. Roll call. AYES -Aldermen Molleck, Hartford, Sazff, Phillips, Nidiffer,
Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.

Information:
Jim Snider reported that the surrounding communities are not paying any portion for a
Wellness Program for their employees. Offering the lowest cost was Graham Hospital,
YMCA and Fitness Center on North Main Street.

COMMUNICATIONS FROM MAYOR EDWARDS. Motion by Alderman Molleck,
second by Alderman Hartford, the approval of the expenditure for a breaker box for the
Wastewater Treatment Plant in the amount of $1100.00. Roll. call. AYES -Aldermen
May, Shores, Meade, Nidiffer, Phillips, Sazff, Hartford, Molleck. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Fireworks Display. Mayor Edwazds suggested that it would be nice if clubs and union
members be willing to take this on for one year at a time. This is not a city function, but
one year there was not a display and the city received the complaints.
Mayor Edwazds appointed Alderman Meade, and Alderman Nidiffer to solving a problem
at 1200 South Avenue B where the road does not sit on the right-of--way, but on private
property. All is needed is to sign two deeds. Mayor Edwards asked them to meet with
the people.
Jim Elson, city attorney stated that he had talked with the owners of the former Masonic

The City of Canton Medical, Dental & Disability Plan is amended effective January 1,
2000 to add an optional medical plan called the Maxi Plan. The Maxi Plan is
available to all active employees or the dependents of active employees, in lieu of
Major Medical benefits. The Maxi Plan covers the same scope of benefits as the
Major Medical plan, plus 100% of drug card deductibles and routine physical
exams. the Maxi Plan does not have a deductible or co-insurance. Covered
expenses are payable at 100% with no deductible or dollar limit execept on inpatient
hospital bills, which are payable to a maximum of $1000 per admission. An
individual covered under the Maxi Plan may change to the Major Medical Plan at
any time. Dental and disability benefits remain the same.
Some of the council members were a little relutant in wanting to pass this amendment
tonight when they just heard of it. Motion by Alderman Sarff, seconded by Alderman
Meade, the amendment be sent to the Personnel Committee for review. Discussion. Pat
Wright, city treasurer, mentioned the plan is design for those who have 2 insurance plans.
If this amendment goes to committee there will be a different date for passage explained
Mayor Edwards, and the city will be having a very large bill to pay if this does not pass
tonight. Motion and second withdrawn. Motion by Alderman Phillips, second by
Alderman Nidiffer, to accept the Medical Plan Amendment. Discussion. Alderman
Phillips would like for Ron Jones to come to a committee or council meeting to explain
this in further detail. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips,
Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
OLD BUSINESS:
ORDINANCE -ABATING ALL OF THE BOND LEVY FOR THE 1998-1999
FISCAL YEAR ($1,800,000 Principal Amount Alternate Revenue Bonds Series
1995). Second reading, read by title. Motion Molleck, second by Alderman Meade, the
ordinance be placed on its passage. Roll call. AYES -Aldermen May, Shores, Meade,
Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried. Ordinance being #1649.
NEW BUSINESS:
ORDINANCE -RESCINDING ORDINANCE #1635, WHICH ESTABLISHED A
TAXI STAND ON SOUTH MAIN STREET. First reading, read by title.
RESOLUTION -APPROVING THE RETIREMENT OF MARTY WILSON. First
reading, read by title. Motion by Alderman Meade, second by Alderman Nidiffer, the
resolution be adopted. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips,
Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried. Resolution being #3501.
RESOLUTION -APPROVING APRE-ANNEXATION AGREEMENT BETWEEN
THE CITY OF CANTON AND PETER M. FRANCISKOVICH AND SALLIE A.
