A regular meeting of the Canton City Council was held on November 20th, 2001 in the
council chambers at the Historic Depot 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Craig West, Kevin Meade, Jo Anne Shores, Mary Fillingham.
Absent -Alderman David Nidiffer for illness.
MINUTES OF NOVEMBER 6, 2001. Motion and second by Aldermen
Molleck/West, the minutes of November 6, 2001, be placed on file as amended. (The
amendment...located under the Ordinance for Manner of Sale, the ordinance states
second reading, and it was first reading.) Voice vote, motion carried unanimously.
BILLS FOR OCTOBER. Motion and second by Aldermen Hartford/West, all bills
be paid as presented. AYES -Aldermen Fillingham, Shores, Meade, West, Sarff,
Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.

Council Action
Motion and second by Aldermen Hartford/Sarff, to approve the request from
Leander Construction Inc., of payment #2, for Filter Rehabilitation at the water
~i treatment plant in the amount of $108,777.60. AYES -Aldermen Molleck, Hartford,
Sarff, West, Meade, Shores, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried.
Motion and second by Aldermen Hartford/Sarff, to approve the request from
Thomas Industrial Coatings of payment #1, for the Potable Water Standpipe
Rehabilitation Project in the amount of $91,021.50. Roll call. AYES -Aldermen
Fillingham, Shores, Meade, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried.
Motion and second by Alderman Hartford/Sarff, to approve the request from
Thomas Industrial Coating for payment #2, for the Potable Water Standpipe

Laverdiere Construction Inc. of payment #1, for the proposed Water Transmission
Main in the amount of $141,292.80. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, West, Meade, Shores, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.

Motion and second by Aldermen Hartford/West, to send the request from Roland
Pettit for payment of damages to a door and frame plus labor in the amount of
$1,000, for further investigation, and then send to the committee meeting. Voice
vote, motion carried unanimously.
Motion and second by Aldermen Hartford/West, to accept the low quote from
Canton's Bestway, Inc., a professional moving company for the City Building in the
amount of $1,494; and for the Police Department in the amount of $913.00. Roll
call. AYES -Aldermen Fillingham, Shores, Meade, West, Sarff, Hartford, Molleck.
NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/West, the approval for the fire
department to purchase a Systemac Computer from Dartek in the amount of
$1,483.59. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Meade, Shores,
Filllingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Sarff, to approve the purchase of a
moisture balance scale for the lab at the wastewater plant, in the amount of
$2,576.75, plus shipping. Roll call. AYES -Aldermen Fillingham, Shores, Meade,
West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion
carried.
Motion and second by Aldermen Hartford/Sarff, the approval of a 36 month lease of
a Minolta Copier/Fax with a maintenance program in the amount of $193.37, and
for the police department. Roll call. AYES -Aldermen Molleck, Hartford, Sarff,
West, Meade, Shores, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried.
Informational. The Street Department will be seeking bids for a new end loader, and the
specifications will be written by Cliff O'Brien Street Superintendent.
Legal & Ordinance.
Council Action
Motion and second by Aldermen Fillingham/Sarff, the formation of a committee to
study the HoteVMotel Tax with Alderman Meade as the Chairman. Roll call. AYES
- Aldermen Fillingham, Shores, Meade, West, Sarff, Hartford, Molleck. NAYS -None.

COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by
Aldermen Meade/Sarff, to move the Mechanical Committee meeting that falls on
Christmas Day, to December 18, immediately following the regular scheduled
council meeting. Voice vote, motion carried unanimously.
The Motor Ioway Tour Group voted Canton as their favorite pit stop on this year's tour.
Mayor Bohler thanked everyone who was involved.
Mayor Bohler informed the council that we have, possibly come up with a way to save
the front of the Drow Hardware building.
Mayor Bohler wished everyone a Happy Thanksgiving and with the holiday season
approaching, to encourage everyone to shop in Canton first.
Steve White, Superintendent of the Water Plant, gave an update on the Water Tower
painting on 4`'' Avenue. The painting of the section that is to be purple is almost
completed, and the logo of Canton is to be painted soon.
Cliff O'Brien Street Superintendent gave a brief summary of the new Water
Transmission Line coming from the Lake area, and up East Chestnut Street. On Monday
November 26`h, 20`" Avenue will be shut off at 20`h Avenue and Chestnut Street, the
outside two lanes on Chestnut will be open at night. They have only been working for 25
days, and have done well.
Motion and second by Aldermen Molleck/Hartford, the appointment of Julie K.
Widmer as an Auxiliary Police Officer be confirmed. Discussion. Julie successfully
passed an interview and criminal background check. This recommendation is Police
Chief Michael Elam's. Voice vote, motion carried unanimously.
The Auxiliary Police will be patrolling the uptown area again this year.
David White, Budget Administrator presented an overhead view of the City of Canton's
2001 Tax Levy. Dave explained the calculation of property tax, sources of revenue, and
the city's estimated levy.
Motion and second by Aldermen Hartford/Molleck, to comply with the estimated
levy, and Truth & Taxation Hearing. Discussion. Alderman Meade reported this
does not mean this levy is passed, this just allows us to discuss this further. Voice vote,
motion carried unanimously.
OLD BUSINESS;
ORDINANCE -PROVIDING FOR THE MANNER OF SALE OF CERTAIN
REAL PROPERTY OWNED BY THE CITY OF CANTON, AND LOCATED AT
67 EAST ELM STREET. Second reading, read by title. Motion and second by
Aldermen Molleck/Fillingham, the ordinance be placed on its passage. Discussion.
Mayor Bohler explained this is the back section of the Randolph Building that was
demolished by the City of Canton. Roll call. AYES -Aldermen Fillingham, Shores,

way this would be done on an individual bases. Ron also reported that he would amend
the ordinance to comply with Planning & Zonings recommendation.
ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT
FOR THE OPERATION OF A NAIL SALON AT 306 WEST OLIVE STREET,
CANTON, ILLINOIS, TO HUONG HOAI HOANG. First reading, read by title.
ORDINANCE -FEES FOR FIRE PREVENTION PERMITS. First reading, read by
title.
RESOLUTION - IMPLEMENTATION OF THE EMERGENCY INTERIM
EXECUTIVE SUCCESSION ACT. First reading, read by title. Motion and second
by Aldermen MollecklFillingham, the resolution be adopted. Roll call. AYES -
Aldermen Molleck, Hartford, Sarff, West, Meade, Shores, Fillingham. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried. Resolution being #3600.
