A regular meeting of the Canton City Council was held on November 6, 2001 in council
chambers at the Historic Depot 50 North 4`" Avenue, Canton, Illinois.

Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Bob Molleck,
Jim Hartford, Larry Sarff, Craig West, Kevin Meade, JoAnne Shores, Mary Fillingham.
Absent -Alderman David Nidiffer for personal reasons.
MINUTES OF OCTOBER 16, 2001. Motion by Aldermen Molleck/Hartford, the
minutes of October 16, 2001 be accepted and placed on file. Voice vote, motion
carried unanimously.

Council Action
Motioh by Aldermen Molleck/Meade, to wave the bidding on purchasing a radio
tower as time is of the essence. Roll call. AYES -Aldermen Fillingham, Shores,
Meade, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ASEB
Motion by Aldermen Molleck/Sarff, to approve the purchase and installation of an
80 foot radio tower from Supreme Radio in the amount of $10,051.00. Roll call.
AYES -Aldermen Molleck, Hartford, Sarff, West, Meade, Shores, Fillingham. NAYS
-None. 7 AYES, 0 NAYS, 1 ABSENT.

Council Action
Motion by Aldermen Meade/Sarff, the City of Canton to contract with Quest for
dedicated Internet access and intrastate long distance service. (PSO recommends
the City contract with Quest, as they were selected for dependability, support and
overall quality. This company is not affiliated with PSO or CT Innovations. The
monthly charge is $572 for Internet access, dedicated Internet connection hardware
and configuration on site is $2,375.50 Quest intrastate long distance service is
$.0467 per minute vs. the City's current Ameritech charge of $.10 to $.12 per
minute.) Roll call. AYES -Aldermen Fillingham, Shores, Meade, West, Sarff,
Hartford, Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion by Aldermen Meade/Hartford, to allow Mr. Moore a licensed vendor for
bank vaults, to clean, service, disconnect the time locks and change the combination
free of charge, and he can keep the time locks that are removed. Roll call. AYES -

COMMUNICATIONS FROM MAYOR JERRY BOHLER. A Plaque was given to
Pat Werland who served almost 30 years on the Greenwood Cemetery Board. Mayor
Bohler thanked Pat for her commitment in serving the community and offered his
appreciation. Without people willing to volunteer a lot of things would not get done. Pat
said she would continue to be able to the city for future appointments.
Mayor Bohler said dates have been mentioned to when the new city building would be
occupied by the Police Department and City Hall. The actual move for the Police
Department will be November 26. In the following weeks City Hall will move. It has
never been decided on how the move would take place and now its too late for bids, so
quotes will have to be taken for hiring of a professional moving company.. If city
employees were used this would shut down the city. Cliff O'Brien had mentioned to the
mayor of using Manpower workers. Mayor Bohler questions what kind of experience do
they have. The city staff at City Hall will box up items and they will be moved by them.
Motion by Aldermen Sarff/Molleck, to seek and receive quotes by November 13
Clerical committee meeting with one quote coming local and one from Macomb of
professional movers. Voice vote, motion carried unanimously.
Hocker & Fitzjarrald certified public accountants who audit the City's books have
recommended since 1998... The same Water & Sewer Department employees who bills
and issues non-cash credits to customer's receivables also receives cash payments,
makes bank deposits, and applies them against the receivable balance. Combing of
these functions provides opportunity to commit and conceal fraud
Hocker & Fitzjarrald recommendations to correct this...A computer print-out of all
credit memos that are issued should be reviewed and approved by a responsible official
not involved in the billing and cash receipts functions Cash receipts should be
collected through a lock box system and/or a cashier, neither of which is involved with
bill preparation. Another option would be for bank and/or a cashier, neither of which
is involved with bill preparation. Another option would be for bank and/or grocery
store collection of payments that would allow direct deposit of customer payments to
City bank accounts.
Dave White, Budget Administrator gave the following information to the council
members...Dave ssaid that he and Steve White Superintendent Water Department have
spent sometime with this first step on how to handle water bill payments. They have
talked to Hy-Vee Food Store on North Main. Hy-Vee has agreed at no cost to the City to
take the water payments. The water department still has mail-ins and drop box payments.
Will be discussing this issue later on. Also Dave mentioned looking at electronic debit.
Council members gave the following comments... Alderman Meade asked if anyone else
would be willing? Why not ask ICroger's! Ron Weber city attorney mentioned will still
have to have a way to handle bills of disputes. Alderman Sarff said he was not opposed to
Hy-Vee Store's option if we have certain exceptions, as the city clerk or city treasurer
would take those payments when customers have to pay at city hall. Alderman Hartford
liked the idea of the City Treasurer taking the bills when the customer has to come to
city hall, and Patty Beaird Franzoni agreed to take the partial payments. Steve White said
they could make that acception at city hall. Alderman Shores likes the personal contact.
She also commented that it is very generous of Hy-Vee to do this. Alderman Molleck
said he liked what Hocker & Fitzjarrald recommends about a bank or grocery store
collecting the funds, and Dave White is right with his and Steve's suggestion. Alderman

bills starting when bills will be paid at HyVee Store. Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, West, Fillingham. NAYS -Aldermen Meade, Shores. 5
AYES, 2 NAYS, 1 ABSENT. Motion carried.
Mayor Bohler welcomed the new business of Deb Eldridge & Sheila Cenzer called
"Homespun", which is a craft store at 401 W. Locust. The grand opening will be held on
November 12.
On November 8 at 10:30 A.M. `yellow ribbons' will be tied around the bandstand in
Jones Park until the 733rd U.S. Army Reserve Battalion returns home. This is in their
honor.
Planning & Zoning Commission meeting has changed their meeting date from November
12 to November 19, due to Veterans Day holiday on November 12.

ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT
FOR RICHARD AND ROBERTA NELSON AT THE ADDRESS OF 855 EAST

ORDINANCE -PROVIDING FOR A STOP SIGN AT THE INTERSECTION OF
EAST MYRTLE STREET AND NORTH 16TH AVENUE. (THE STOP SIGN
WILL BE PLACED ON THE CORNER WHERE THE MOTORIST IS COMING
FROM THE EAST ON MYRTLE STREET.) Second reading, read by title. Motion
by Aldermen Hartford/Shores, the ordinance to be placed on its passage. Roll call.
