A regular meeting of the Canton City Council was held on September 18, 2001 in council
chambers at the Historic Depot 50 North 4`" Avenue, Canton, Illinois.

Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Bob Molleck,
Jim Hartford, Larry Sazff, Craig West, David Nidiffer, Kevin Meade, JoAnne Shores,
Mazy Fillingham. Absent -None.
MINUTES OF SEPTEMBER 4, 2001. Motion by Aldermen Sarff/Molleck, the
minutes of September 4, 2001 be accepted and placed on file. Voice vote, motion
carried unanimously.
BILLS FOR AUGUST. Motion by Aldermen Hartford/Nidiffer, all bills properly
approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Nidiffer,
West, Sazff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
COMMITTEE REPORTS:
Finance.
Council Action
Motion by Aldermen Hartford/Sarff, to approve the purchase of parts for the
sludge pump at the wastewater treatment plant from Penn Valley Pump in the
amount of $2,775, plus shipping. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, West, Nidiffer, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Motion by Aldermen Hartford/Molleck, to approve the spending of $1,200 with
Paul's Transmission to repair a Ford Pickup. (This truck is used by Cliff O'Brien's
department for snow removal.) Roll call. AYES -Aldermen Fillingham, Shores, Meade,
Nidiffer, West, Sazff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Motion by Aldermen Hartford/Sarff, to approve the purchase of 4 coats and 3 pants
in personal protective equiment for the fire department at a cost of $4,701.85. Roll
call. AYES -Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Meade, Shores,
Fillingham. NAYS -None. Motion carried.
Motion by Aldermen Hartford/Sarff, to waive the bidding to purchase Salt for the
winter season. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Nidiffer, West,
Sazff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
Motion by Aldermen Hartford/Molleck, to accept the quote from Central Salt, for
400 tons of salt at the price of $34.48 per ton from the Peoria area. Roll call. AYES
-Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Meade, Shores, Fillingham. NAYS
- None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.

Informational. The second Town Hall meeting will be held September 20`" at
Puche's, 6:00 p.m.
Alderman Hartford mentioned that he, Alderman West and City Treasurer Patty
Beaird Franzoni attended the Illinois Municipal League convention the past
weekend. The meetings were very informative, and we felt that we got our
moneys worth.

Council Action
Motion by Aldermen Sarff/Molleck, to add to the agenda the Resolution To
Change The Title of Community Development Coordinator to Public
Relations Coordinator. Voice vote, motion carried unanimously.
COMMUNICATIONS FROM MAYOR BOHLER. Jerry welcomed everyone
in the audience, as a nice size crowd was there.
Mayor Bohler read the resignation and accepted, of Jim Nelson from the
Greenwood Cemetery Board. Jim has taken a new job out of state.
Motion by Aldermen Nidiffer/Hartford, the appointment of Richard Booth to
the Greenwood Cemetery Board be confirmed. Voice vote, motion carried
unanimously.
Mayor Bohler has also received the resignation, and accepted, of Mike Walters
from the Greenwood Cemetery Board. Mike is moving out of the City.
Mayor Bohler said if Council members has anyone in mind as a member of the
Greenwood Cemetery Board contact his office.
Liquor Commissioners met last week and approved a Class B Supper Club license
for Cluney's Bar & Grill Inc. Ron Weber, city attorney commented that the
business will give a quarterly report on sales of food and liquor. They must sell
70% food and 30% liquor.

NEW BUSINESS:
ORDINANCE - REZONING CERTAIN PROPERTY IN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS FOR ORLANDO C. CROWTHER
AMERICAN LEGION POST 16, AT 643 SOUTH MAIN STREET. First reading,
read by title. Attorney for the Legion John McCarthy mentioned that their present
building is located at 158 South Main and will be purchased by the Coleman
Clinic/Graham Hospital, this is contingent upon the passage of this ordinance and the
Special Use ordinance. The parking lot will allow 46 parking spaces and two
handicapped parking spaces. Bob Anderson has looked at the Legions proposed building
and parking and had no objections. It was noted that a garden area was showed on the
plans. The question was answered the garden area is just that, no activities will be held
there. (This is how the Planning & Zoning Commission voted on the Findings of
Fact...l) That the requested zoning is the highest and best use of the subject property,
roll call - 10 AYES, 1 NAY. 2) That the permitted special use included in the requested
zoning classification will serve not only surrounding residential area, but also people
further away, roll call - 9 AYES, 2 NAYS. 3. That the requested rezoning will not
adversely impact surrounding residential area, roll call - 6 AYES, 5 NAYS 4) To
encourage the concentration of local business by locating proposed areas to the mutual
advantage of both the consumer and merchant, roll call - 11 AYES, 0 NAYS. S) That the
requested general zoning is in harmony with the comprehensive plan of the City, roll call
- I1 AYES, 0 NAYS.
Steve Cape who lives at 707 South Main and Charles Arnett of 656 S. First Avenue,
objected having the American Legion in their area because of loud noises, drinking
outside. And there is already inadequate parking in the area now. Mr. Arnett felt would
disturb their ability to sleep as they arise early in the mornings. And both felt this would
decrease property values. Each of the gentlemen expressed they had nothing against the
American Legion.
Alderman Sarff suggested the encouragement of the citizens affected by this to contact
their aldermen.
ORDINANCE - GRANTING A SPECIAL USE PERMIT TO THE ORLANDO C.
CROWTHER AMERICAN LEGION POST 16 TO CONSTRUCT A CLUB AND
LODGE FACILITY AT 643 SOUTH MAIN STREET, CANTON, ILLINOIS. First

FOR THE OPERATION OF A BEAUTY SHOP AT 1052 E. WALNUT STREET,
CANTON, ILLINOIS TO ROGER BRAWDY. First reading, read by title.
ORDINANCE -VACATING TWO ALLEYS OF GRAHAM HOSPITAL. Motion
by Aldermen Hartford/Molleck, to add this ordinance to the agenda. Roll call.
