PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present-Aldermen Bob Molleck, Jim Hartford, Larry Sarff, Craig West, David Nidiffer, Kevin Meade, JoAnne Shores, Mary Fillingham. Absent-None. MINUTES OF JULY 17, 2001. Motion by Aldermen Molleck/Hartford, the minutes of July 17, 2001 be accepted and placed on file as amended. The amendment is under Mayo's Communications, the word Edwards, should read Bohler. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None Lake & Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action Motion by Aldermen Meade/Shores, to reject both bids received on Sludge Removal for the Water Treatment Plant, and Maurer Stutz Inc have the authority to readvertise. (One of the bids was is in violation of the bidding process, and the other bid is so high it is out of order. Colin Edwards city engineer had mentioned this in committee.) Voice vote, motion carried unanimously. Information. The Attorney GeneraPs Office will be in Canton on August 11 to conduct a seminar for landlords. The time is 9:00 a.m. and will last 4 hours. COMMUNICATIONS FROM MAYOR BOHLER. Fire Chief John Stanko recognized and commended the fire fighters who responded to a fire on May 30, O1 at 476 West Vine. A young lady Christina Hansmeyer was trapped in the burning home. Mayor Bohler gave Ron Robinson a plaque for his assistance in coming to the aid of another. Congratulations to you Ron for wanting to assist another! Motion by Aldermen Sarff/Molleck, fot the City's cooperation in the water hook-up for the proposed new Cuba school that will house grades 7-12. (The school will be located south of Cuba near the junction of Hwys, 97 and 95.) Roll call. AYES - Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford, Molleck. NAYS- . ~. None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Motion by Aldermen Molleck/Hartford, the appointment of Kim Scott as ESDA Director for the City of Canton for August 7, 2001 through August 7, 2002. Voice vote, motion carried unanimously. Motion by Aldermen Meade/Hartford, to accept the management letter from Hocker/Fitzjarrald CPA's as to how they will do the 2000 Audit, and with a 5% increase that was agreed upon last year. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Meade, Shores, Fillingham. NAYS-None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. The Illinois Department of Transportation gave the City of Canton their Audit Report covering the receipt and disbursement of Motor Fuel Tax funds for the period beginning January 1, 1999 and ending December 31, 1999. Nancy Whites, city clerk read the entries for receipts in these books and records are true and correct and are in agreement with the records maintained by the Department of Transportation and that entries for disbursements are supported by cancelled warrants or checks with exceptions noted in the audit fmdings. Mayor Bohler mentioned that GABBY Days is very expensive to do each year. Would ~ like to remind the community that the city does not pick up appliances or TV's. Mayor Bohler stressed that they not be put out on the terrace and left there. OLD BUSINESS: None. NEW BUSINESS: AGREEMENT - PRELIMINARY/CONSTRUCTION ENGINEERING SERVICES AGREEMENT FOR MOTOR FUEL TAX FUND. First reading, read by title. Motion by Aldermen Sarff/Nidiffer, the agreement be adopted. Roll call. AYES-Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford, Molleck. NAYS-None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Agreement being #3585. RESOLUTION -FOR FAU PROJECT IN THE AMOUNT OF $60,000. First reading, read by title. Motion by Aldermen Molleck/Shores, the resolution be adopted. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. RESOLUTION APPROVING APRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND MICHAEL BALL AND COLLEEN BALL. First reading, read by title. Motion by Aldermen Sarff/Hartford, the resolution be adopted. Roll call. AYES-Aldermen Hartford, Molleck. NAYS -None. 8 Resolution being #3589. Fillingham, Shores, Meade, Nidiffer, West, Sarff, AYES, 0 NAYS, 0 ABSENT. Motion carried. RESOLUTION -APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THE CANTON PUBLIC WORKS DEPARTMENT. First reading, read by title. Motion by Aldermen Sarff/Molleck, the resolution be adopted. Discussion. Aldermen Sarff commented that several wording changes were made. The primary change was the wage scale. This did show salary was out of range compared to other cities. The increase was 8%, 3 %2%, 3% Roll call. AYES-Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Shores, Fillingham. NAYS-Alderman Meade. 7 AYES, 1 NAYS, 0 ABSENT. Motion carried. Resolution being #3590. ADJOURNMENT.
