A regular meeting of the Canton City Council was held on March 20, 2001 in council
chambers at the Historic Depot 50 North 4`h Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY JIM SNIDER ADMINISTRATIVE ASSISTANT.
Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Robert Molleck, Jim
Hartford, Larry Sarff, Chet Phillips, David Nidiffer, Kevin Meade, JoAnne Shores, Jim
May. Absent -None.
MINUTES OF MARCH 6, 2001 MEETING. Motion by Alderman Molleck, second
by Alderman Shores, the minutes of March 6, 2001 be accepted and placed on file.
Voice vote, motion carried unanimously.
BILLS FOR FEBRUARY. Motion by Alderman Sarff, second by Alderman
Molleck, all bills properly approved by committee be paid. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -
None.
COMMITTEE REPORTS:
Finance.
Council Action.
Motion by Alderman Sarff, second by Alderman Nidiffer, to accept the best bid and
lowest from United Paving & Construction of Macomb, for the Depot Parking Lot
at $35,515.00, and the Industrial Park Road the alternate bid for additional '/:
surface at $87,957.96. Discussion. Mayor Edwards commented that the Depot Parking
Lot will be paid out of Tif 4-B funds, and the Industrial Park Road will be paid out of Tif
4-A funds. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer,
Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Hartford, to buy 24 folding metal
chairs for the Historic Depot in the amount of $180.00. Roll call. AYES -Aldermen
May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Meade, to order 6000 time cards
and printed on both sides from Crawford Printing at a cost of $242.00. Roll call.
AYES -Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May.
NAYS- None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion by Alderman Sarff, second by Alderman Molleck, to send 3 firemen and the
chief to the first 80-hour class for management and executive training under the
direction of the Northwestern Traffic Institute at a cost of $7,665. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.-
Mayor Edwards mentioned that 31/2 years ago the citizens paid for a Thermal Imaging
Camera for the fire department. John Stanko, fire chief explained that 1'/z years ago the
company offered an update at a cost of $4,000. At that time did not seem like a good

Informational. Alderman Nidiffer mentioned that 3 recommendations were granted by
Planning & Zoning Commission. I only see one of the ordinances on the agenda, could
we add the other 2 on the agenda? Mayor Edwards said they require an ordinance. The
City cannot do this for them as we are the granters of their request. Jim Elson city
attorney mentioned that this is the reason the city request they contact an attorney.
Mayor Edwards told the two petitioners that if they could have their ordinances by next
council meeting Apri14 they could be passed on first reading.
COMMUNICATIONS FROM MAYOR EDWARDS. The Consolidated General
Election will be held on April 3 which is the City Council meeting night, so by ordinance
the council meeting will be moved to April 4.
Mayor Edwards stated an Executive Session to discuss Pending Litigation in the Police
Department will be added to the last item on the agenda.
Police Chief J. Michael Elam mentioned that the police department had received an
envelope with $300 in the mail with no instructions and no name. If no one comes
forward within 6 months the funds will be given to the City's General Fund.
Jim Elson gave an update to inform the public about the status of the Randolph Building.
The City of Canton had started condemnation suit for blighted unsafe dangerous building,
which has taken a year to complete through the court system.. The owner Rick Lillie
would deed the building to the City of Canton, and the city would tear down the back '/Z .
The owner agreed to bring the wall to the satisfaction of an architect, must also secure
canopy on the front of the building, and change entry of water line and gas lines at
owners expense. The City of Canton has requested bids and they have been accepted for
demolition of the back %s of that building in the. amount of $59,000.00. April 16
demolition will take place.
The City decided to go this way, which saves a considerable amount of time. Must move
quickly to prevent death or injury to people.
Mayor Edwards mentioned that asbestos is in the building which will need to be removed

Mayor Edwards reported that purchasing of the Wells Fargo Bank at 2 North Main Street
`' was finalized yesterday. The bids for remodeling of the facility will be opened at the
~.. April 4 council meeting.
Mel Harris owner of Mel's and Dollar General Store on East Chestnut Street wants to
make the back entrances into these buildings better for customers. Mel is requesting the
City to remove the logs used for parking stops so he can improve the area.
Motion by Alderman Sarff, second by Alderman Molleck, to instruct the city street
maintance department to remove the logs in the parking lots of Dollar General and
Mel's Sporting Goods. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, Phillips,
Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
Mayor Edwards mentioned the City of Canton has two computers at City Hall that has
Internet access. Mayor Edwards said he wanted to correct some misconceptions during
this election period that the city does not have Internet services.
Mayor Edwards said he was passing out his `Year End Report' now, as he has a lot to do
before leaving office. Nancy Elson chairman of the "Heritage Committee" reported that
not a lot has been written about Canton's history. Mayor Edwards said as he was
reviewing his year-end reports he wrote a summary of the 20 years he has been in office
as Mayor and gave copies of his year-end annual reports to all department heads, elected
officials, & Jim Snider.

RESOLUTION -AUTHORIZING ACCEPTANCE OF BIDS FOR INDUSTRIAL
PARK ROADWAY. First reading, read by title. Motion by Alderman Molleck,
second by Alderman May, the resolution be adopted as amended. (The amendment
is to add to the resolution the words paid from the Tif Funds 4-A.) Roll call. AYES
- Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -

PROPOSED POTABLE WATER TRANSMISSION LINE. First reading, read by

adopted. Roll call. AYES -Aldermen Shores, Meade, Nidiffer, Phillips, Sazff,

Alderman Shores, to suspend the rules to place the ordinance on its passage. Roll

ORDINANCE -ANNEXING CERTAIN TERRITORY TO THE CITY OF
CANTON, BELONGING TO JiMMIE D. ESSEX AND NORMA J. ESSEX, AND
LOCATED ON MARLEE DRIVE, CANTON, ILLINOIS. First reading, read by
title.
Alderman Meade asked if the leaf program could be revised for a short time period. Cliff
O'Brien mentioned that citizens could call Linda Caudle's office and leave their address
when they want pick, which is leafs only.
EXECUTIVE SESSION -PENDING LITIGATION POLICE DEPARTMENT.
Motion by Alderman Molleck, second by Alderman Meade, to go into executive
session to discuss pending litigation in police department. AYES -Aldermen
Molleck, Hartford, Sarff Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
The regular scheduled council meeting convened for executive session at 7:16 P.M.
