A regular meeting of the Canton City Council was held on July 3, 2001 in council
chambers at the Historic Depot 50 North 4'h Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Jim Hartford,
Larry Sarff, Craig West, David Nidiffer, Kevin Meade, JoAnne Shores, Mary Fillingham.
Absent -Alderman Molleck.
PUBLIC HEARING -PROPOSED APPROPRIATION ORDINANCE AT 6:30
P.M. Nancy Whites, City Clerk, read the purpose of the Public Hearing. Mayor Bohler
asked if anyone in the audience wanted to make comments? Know one responded.
Mayor Bohler asked the council members if they wanted to make comments? Know one
responded.
Motion by Aldermen Sarff/Hartford, to close the public hearing. Voice vote, motion
carried unanimously. The public hearing ended at 6:32 P.M.
MINUTES OF JUNE 19, 2001. Motion by Aldermen Molleck/Hartford, the minutes
of June 19, 2001 be accepted and placed on file. Voice vote, motion carried
unanimously.

Informational. J. Michael Elam, Police Chief mentioned that he had investigated a
request for street lighting on Edgewood Place. Mike said he suggested that a street light
be placed on the pole at the location where Edgewood Place meets Avenue F. Mike also
recommended a street light be placed at the pole located 460 feet west of the intersection
of Avenue D and Edgewood Place.
Lake, Buildings & Grounds.
Council Action
None.
Informational. Alderman Nidiffer was to check how many outlets will be needed for the
Historic Depot during the Scenic Drive 2°d site for the manager Jackie Sykes. Alderman
Nidiffer commented that he has not had time to check on the outlets.

Motion by Aldermen Meade/Nidiffer, to allow Gary Kinzer to patch the diffused air
system holes at a total cost of up to $700 for the wastewater treatment plant. Roll
call. AYES -Aldermen Hartford, Sarff, West, Nidiffer, Meade, Shores, Fillingham.
NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried unanimously.
Informational. Steve White Superintendent of the Water Plant had reminded citizens at
the committee meeting to remember when remodeling their homes to contact the water
department. If the outside water meter needs to be removed, the City will replace it with
one of the new meters under the citywide meter replacement program.
COMMUNICATIONS FROM MAYOR BOHLER. Motion by Aldermen
Sarff/Fillingham, the temporary beer garden license to Official Time Out for July
22 be approved. Voice vote, motion carried unanimously.
Motion by Aldermen Sarff/Hartford, to allow the Canton Little Giant Traveling
Teams, Inc to temporarily prohibit parking along Linden Street on the North side of
1st Avenue to 4th Avenue, for July 7th and 8th. The Canton Little Giant Traveling
Teams, Inc. will put up their own signs.) Voice vote, motion carried unanimously.
OLD BUSINESS:
ORDINANCE -AMENDING SECTION 1-8-7 OF THE CITY OF CANTON
MUNICIPAL CODE OF APPOINTIVE POSITION OF BUDGET
ADMINISTRATOR. Second reading, read by title. Motion by Aldermen Sarff/West,
the ordinance be placed on its passage with the salary of $20,000 per year. Roll call.
AYES -Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford. NAYS -
None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1699.
ORDINANCE -PROVIDING FOR HANDICAP PARKING AT 325 NORTH 8TH
AVENUE. Second reading, read by title. Motion by Aldermen Hartford/Meade, the
ordinance be placed on its passage. Roll call. AYES -Aldermen Hartford, Sarff,
West, Nidiffer, Meade, Shores, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried. Ordinance being #1700.
ORDINANCE -PROVIDING FOR HANDICAP PARKING AT 45 EAST SIDE
SQUARE IN THE CITY OF CANTON. Second reading, read by title. Motion by
Aldermen Hartford/Sarff, the ordinance be placed on its passage. Roll call. AYES -
Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1701.
NEW BUSINESS:
RESOLUTION - HONORING SERVICE TO THE CITY OF CANTON,
ILLINOIS, TO THE FORMER MAYOR DONALD E. EDWARDS. First reading,
read in its entirety. Motion by Aldermen Sarff/Nidiffer, the resolution to be adopted.
Voice vote, motion carried unanimously. Resolution being #3584.
ORDINANCE -AUTHORIZING THE LEASE OF REAL PROPERTY OWNED
BY THE CITY OF CANTON, WHICH PROPERTY IS GENERALLY LOCATED
