PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 P.M. Present -Aldermen Robert Molleck, Jim Hartford, Larry Sarff, Craig West, David Nidiffer, Kevin Meade, JoAnne Shores, Mary Fillingham. Absent -None. MINUTES OF JUNE 5, 2001. Motion by Aldermen Sarff/Molleck, the minutes of June 5, 2001 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR MAY. Motion by Alderman Hartford/Nidiffer, all bills properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion by Aldermen Hartford/Molleck, to approve in-house work to repair soft spots at the Industrial Park at the approximate cost of $10,500 before the overlay work is done by United Pavers. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Motion by Aldermen Hartford/Sarff, to withhold 10% of the payment to United Pavers on the Depot parking lot next to the Baptist Church because of a low spot that holds water. Discussion. Ron Weber, city attorney mentioned that Maurer Stutz Engineer Colin Edwards has talked with United Pavers and they are in agreement to make the repairs. Roll call. Motion by Aldermen Hartford/Sarff, to accept the low bid from Riverland FS for gasoline/diesel fuel for June, July, August in the amount of $1,047 gasoline and $.997 for diesel fuel. Discussion. Motion carried. Motion by Aldermen Hartford/Molleck, to allow payment of $56,875 for demolition costs on Dahm Hall, and paid from TIF funds #1. Roll call. Motion by Aldermen Hartford/Sarff, to allow payment of $1893.50 to Randolph & Associates for cost in demolition of the Randolph Building. (The original bill of $2753.50 minus the $860 already paid.) Motion by Aldermen Hartford/Molleck, to renew the TP&W annual leases for the water and sewer lines at a cost of $430 for lease #18037 and $500 for lease #174934. Roll call. Motion by Aldermen Hartford/Fillingham, to approve the purchase of replacement parts for the carbon feeder at a cost of $780.72 plus shipping. Roll call. Motion by Aldermen Hartford/Sarff, to hire Maurer Stutz to prepare bid documents for the removal of the sludge in the front 2 beds at the water plant in the amount of $6,000. Roll call. Motion by Aldermen Hartford/Molleck, to approve of the printing, insertion and advertising of the Consumer Confidence Report as required by the IEPA and the 1996 Safe Drinking Water Act, at a cost of $1,040 from the Daily Ledger. Council Action Alderman Larry Sarff requested an Executive Session at the end of the Agenda for discussion of Negotiations of Public Works Contract. Community & Industrial Development. Council Action Motion by Aldermen West/Nidiffer, to allow printing of 5000 brochures at Crawford Printing at a cost of $400 for listing of restaurants, shops and dining guide. Roll call. Council Action 1T I 133 CONTINUED 6-19-01 Sarff/Fillingham, to discontinue the background music on the phone systems at city hall for now. Voice vote, motion carried unanimously. Motion by AldermenHartford/Molleck, the appointment of Ad-Hoc Committee to review the phone system for the new facility at 2 North Main for CityHalVPolice Station of Nancy Whites, City Clerk; J. Michael Elam, Police Chief; Patty Beaird Franzoni, City Treasurer; Pamela Smith, Mayor's Secretary; Linda Caudle, Community Development Coordinator, be confirmed. Discussion. Harlan Banister has 4 telephone companies willing to talk with the committee. Voice vote, motion carried unanimously. Motion by Aldermen Sarff/Nidiffer, to allow Player's Lounge the extension of 11:00 P.M. for their one day Beer Tent license to be held on June 29`h outside. Voice vote, motion carried unanimously. Informational item: From the council meeting held on June 5 the City and the Black Diamond Archery Club would be meeting to enter into an agreement for leasing of city owned property. Since that meeting Mayor Bohler said they have found out that Black Diamond Archery Club will be incorporating. The city wants to wait until that is completed. City Attorney Ron Weber mentioned that the Water Transmission Project is on line to begin July 16. Governor Ryan has to sign the documents from the IEPA to loan the funds to the City of Canton. The pending lawsuit with Ron Howard/Ray Jackson for their statement of the city being in violation of the Open Meetings Act. The judge allowed a continuance until June 28. The motion to dismiss will be heard at that time. r ~ Mayor Bohler mentioned that at the committee meeting of April 10 the Budgets were not ready for approval, and since that time have not been approved. Motion by Aldermen Molleck/Hartford, to adopt the Budgets for 2001. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Nidiffer, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. OLD BUSINESS: Alderman Hartford gave a report about the fireworks fund raisers. One of the events will be June 29 at Players Lounge. The Heritage Committee is in charge of activities for that event. All of the past aldermen will be recognized that served with the former mayor Donald E. Edwards. Donations can be made at City Hall, on the water bill, and of canisters set out around town. NEW BUSINESS: RESOLUTION -FRIENDSHIP FESTIVAL PARADE SEPTEMBER 15. 2001. Motion by Aldermen Hartford/Sarff, the resolution be adopted. Roll call. AYES - Aldermen Fillingham, Shores, Meade, Nidiffer, West, Sarff, Hartford, Molleck. NAYS - None. 8 AYES, 0 NAYS, 0 ABSENT. ORDINANCE -PROVIDING FOR HANDICAP PARKING AT 45 EAST SIDE SQUARE IN THE CITY OF CANTON. First reading, read by title. EXECUTIVE SESSION -NEGOTIATIONS FOR PUBLIC WORKS. Motion by Aldermen Molleck/Sarff, to go into executive session for discussion of negotiations with the Public Works union. Roll call.
