A regular meeting of the Canton City Council was held on May 1, 2001 in council
chambers at the Historic Depot 50 North 4~' Avenue, Canton, Illinois. (First meeting.)
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY ALDERMAN KEVIN MEADE.
Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Robert Molleck,
Jim Hartford, Larry Sazff, Chet Phillips, David Nidiffer, Kevin Meade, JoAnne Shores,
Jim T. May. Absent -None.
MINUTES OF APRIL 17, 2001. Motion by Aldermen Molleck/Phillips, the minutes
of April 17, 2001 be accepted and placed on file. Voice vote, motion carried.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
Motion by Aldermen Shores/May, to allow 4 police officers to attend the Executive
Management Retrainee Program to be held June lOt6 -12`h in Springfield, at a cost
of $125 each, which includes registration, meals and lodging. Roll call. AYES -
Aldermen May, Shores, Meade, Nidiffer, Phillips, Sazff, Hartford, Molleck. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Informational: IDOT loan the City 2 traffic analyzers to conduct a 24 hour study at Main
and Cedar Street. Police Chief J. Michael Elam recommended that no stop signs be
placed at that location.
The police department also investigated complaints of visibility problems at 2°d and Elm
Street. The street department painted the corners back 25 feet for no pazking. Police
Chief J. Michael Elam does not want to remove additional pazking because of the
successful businesses in that azea.

Council Action
Motion by Aldermen Hartford/Sarff, to take out the asbestos from the Randolph
Building that is to be demolished on the back section from M&O Environmental in
the amount of $11,840.00. Roll call. AYES -Aldermen Molleck, Hartford, Sarff,
Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion carried.

against the City of Canton said the City was in violations of the open meetings act.
Those filing the suit were Ray Jackson and Rodney Howard, and they said when the
minutes were released they would release the lawsuit. Now they want the City to
reimburse them $200 for court cost. The last time the City was involved with one of the
persons it cost the City $16,000. We need to resolve the suit at the best interest of the
City and Jim Elson recommended this. Mayor Edwards wanted only the council
members to add any further comments. Alderman Sarff commented that he agreed to
settle out of court if possible. Motion by Aldermen Sarff/Shores, the City attempt to
settle out of court by next Tuesday's committee meeting. Discussion. Alderman
Shores asked Jim Elson if he would be available. Jim replied that he would be. Roll call.
Aldermen Shores, Meade, Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -
Alderman May. 7 AYES, 1 NAY, 0 ABSENT. Motion carried.
Mayor Edwards give plaques to outgoing council members City Treasurer Pat Wright for
24 years, Alderman Chet Phillips for 8 years, Alderman James T. May for 18 years.

missed for your expertise. Nancy Whites.)
Mayor Edwards then thanked the department heads of Steve White, Gary Orwig, Mike
Elam, John Stanko, Clark Wilson, Cliff O'Brien. Mayor Edwards commented that all
efforts from each were very much appreciated. Jim Snider has been very loyal and the
new administration will have to replace him with someone similar. Joe Ginger is very
good at what he does and is underpaid. Mayor Edwards wants the finance committee to
review his present salary of $200 per month. Mayor Edwards thanked the community for
electing him Mayor for 5 terms and Alderman of 10 years. Mayor Edwards asked the
community to be positive and support the new administration.
OLD BUSINESS:
ORDINANCE AMENDING NUMBER 1693. Motion by Alderman Sarff/Molleck,
to add the ordinance to the agenda. Voice vote, motion carried unanimously. First
reading, read in its entirety. Motion by Aldermen Sarff/Phillips, to suspend the rules
to place the ordinance on its passage. Roll call. AYES -Alderman Molleck, Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. Motion carried.

Discussion. Alderman Meade said the committee will be talking about this at the next
committee meeting as changes need to be made. Roll call. AYES -Aldermen Shores,
Nidiffer, Phillips, Sarff, Hartford, Molleck. NAYS -Aldermen May, Meade. 6 AYES, 2
NAYS, 0 ABSENT. Motion carried. Ordinance being #1694.
ORDINANCE - GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT
FOR THE OPERATION OF A BEAUTY SHOP, REFLEXOLOGY,
ACUPRESSURE, TOENAIL CARE, AND MARY KAY COSMETICS, AT 1025
EAST OLIVE STREET. Second reading, read by title. Motion by Aldermen
May/Nidiffer, to place the ordinance on its passage. Roll call. Aldermen Molleck,
Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried. Ordinance being #1695.
