PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY JIM SNIDER ADMINISTRATIVE ASSISTANT. Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Robert Molleck, Jim Hartford, Larry Sarff, Chet Phillips, David Nidiffer, Kevin Meade, JoAnne Shores, Jim May. Absent -None. MINUTES OF FEBRUARY 20, 2001 MEETING. Motion by Alderman Sarff, second by Alderman Hartford, the minutes of February 20, 2001 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action. None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action Motion by Alderman Hartford, second by Alderman Shores, to buy a two year supply of boat stickers from Pro Forms, and receipts from Crawford Printing. (The committee minutes report that Crawford Printing was unable to obtain the stickers.) Roll call. AYES -Aldermen Jim May, JoAnne Shores, Kevin Meade, David Nidiffer, Chet Phillips, Larry Sarff, Jim Hartford, Robert Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Public Works, Water & Sewer. Council Action Motion by Alderman May, second by Alderman Hartford, to allow Bob Polonus who owns a leased lot at the lake to pay single rates on a $2,180.22 bill, and allowing 6 months to pay with no interest; amount owed is $991.00. COMMUNICATIONS FROM MAYOR EDWARDS. Motion by Alderman Molleck, second by Alderman Nidiffer, to add to the agenda...Resolution - An 109 department during the presentation of this award. The department has chosen officer Gerald Foreman and his wife to attend the award ceremony as he was the top DUI enforcement officer during the past year. Motion by Alderman Meade, second by Alderman May, the appointment of Auxiliary officer Thomas Johnson be confirmed. Discussion. Mayor Edwards mentioned that Tom was in the last Police Academy. Voice vote, motion carried unanimously. Motion by Alderman Sarff, second by Alderman Phillips, to waive the building fees to Habitat for Humanity who recently purchased a home on South 6`h, by Oak Street. AYES -Aldermen Jim May, JoAnne Shores, Kevin Meade, David Nidiffer, Chet Phillips, Larry Sarff, Jim Hartford, Robert Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. The Redevelopment Risk Management committee will be speaking on the update of IH ground March 7`h at 1:15 P.M. at the Historic Depot. Those speaking will be Joy Stieglitz, Stavors Emmanouil, Mike Gifford and Dave Cornue. Motion by Alderman Molleck, second by Alderman Shores, to allow the City of Canton to seek easements from Fulton County as needed on the new water line from the Canton lake to the City of Canton. Voice vote, motion carried unanimously. Mayor Edwards commented that two letters have appeared in the paper recently on the sewer plant. Their stories are far from the truth as the Illinois EPA sets the standards on the plant and receives our reports. The plant is in compliance as we speak. A license for a Class F, Special Event has been requested from Brew-N-Cue for Apri121 to help raise funds for ABATE. They are requesting opening hours from 12 noon to midnight. Mayor Edwards said he would change the midnight hours to 11:00 P.M. to take the invent inside as so many calls came in about the noise. OLD BUSINESS: None. Motion by Alderman Molleck, second by Alderman Sarff, to accept the canvass of votes as presented by Nancy Whites, City Clerk. Voice vote, motion carried unanimously. RESOLUTION - AN AMENDMENT TO RESOLUTION #3559. (AUTHORIZING ACCEPTANCE OF BIDS IN THE WATER IMPROVEMENT PROJECT.) First reading, read by title. Motion by Alderman Sarff, second by Alderman Shores, the resolution be adopted. Aldermen Robert Molleck, Jim Hartford, Larry Sarff, Chet Phillips, David Nidiffer, Kevin Meade, JoAnne Shores, Jim May.
