A regular meeting of the Canton City Council was held on February 6, 2001 in council
chambers at the Historic Depot 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Edwards asked for roll call at 6:30 P.M. Present -Aldermen Molleck, Hartford,
Sarff, Phillips, Nidiffer, Meade, Shores, May. Absent -None.
PUBLIC HEARING - 6:30 P.M. WATER TRANSMISSION MAIN PROJECT.
Colin Edwards of Maurer Stutz gave a brief overview of the whole project. Colin stated
that public comments are invited on the proposed projects and can be reviewed and
comments offered in writing, by responding directly to IEPA, or the City of Canton City
Clerk.
The 16" diameter Water Transmisson main proposed will need to be able to carry
approximately 4.0 million gallons per day in order to meet the projected water demands of
both the city and of outlying areas connected to the Canton Lake supply. Projected
growth in the next 20 years, 25,000.
The new line runs from Lake Canton on East Chestnut Street and along County Highway
27 from 11th Avenue eastward.
The City is applying for a low interest loan from the IEPA's Public Water Supply Loan
Program. Total loan monies for all four projects, including interest during construction, is
estimated to be $4,206,500.00. The four projects are...Filter Rehabilitation, Standpipe
Rehabilitation, Water Meter Replacement, and Water Treatment Plant Improvements.
Because of the Indiana Bat breeding season all trees clearing is to be performed by the end
of March 2001 or not later than September 30.
Construction schedule begins -late March, early April, Water Main November/December
of this year.
Grant available from CDAP for construction cost in the amount of $352,500.00. The City
of Canton has been approved for a loan grant from DCCA in the amount of $375,000.00.
User charge was looked at very carefully, and will have no impact on water rates. Based
on average use of 970 cu. ft. of water/month is $45.93. This amount is sufficient to cover
all estimated projects costs.
Mayor Edwards asked for comments from the council members and the audience, and no
one chose to make comments.
Motion by Alderman Molleck, second by Alderman Hartford, to adjourn the public
hearing. Voice vote, motion carried unanimously.
The council meeting reconvened into regular scheduled session at 6:40 P.M.
Mayor Edwards reported that bids were received and opened today for a portion of the
Water Transmission Main Project. Bids opened at 2:30 P.M. were for the Filter
Rehabilitation, and bidders are...Peoria County Concrete Company $482,210.00; Leander
Land Company $384.000.00, Petersburg Plumbing & Heating $498,806.00. The city's
consulting firm Crawford Murphy & Tilly drew up the specifications and will review the
bids, and will submit a recommendation by February 13. Bids were received also at 4:00
P.M. February 6, for Water Meter Replacement Project, and bidders are...Badger Meter
Inc. $664,107.00 with engineers estimate of $637,900.00. Maurer Stutz was hired by the
City of Canton to oversee this project, and Colin Edwards will be reviewing the bids, and

Motion by Alderman Shores, second by Alderman May, to reject the bids from
Chuck Kinsel $90,000, River City Construction $90,633, and Finch & Company
$105,000 for demolition of a portion of the Randolph building as bids coming in to
high. Voice vote, motion carried unanimously.
Motion by Alderman Shores, second by Alderman Meade, to readvertise for bids for
demolition of a portion of the Randolph building at 1st and Elm Street. Voice vote,
motion carried unanimously.

Informational: Cliff O'Brien has asked for each alderman to begin looking at the city
streets to determine which ones should be included in this year's MFT program.

COMMUNICATIONS FROM MAYOR EDWARDS. Cliff O'Brien Street
Superintendent will begin picking up the ciders when the weather gets above freezing.
City Attorney Jim Elson was reamed Laureates of the Academy of Illinois Lawyers by the
Illinois Bar Association. Twelve were honored to receive this award who personify the
highest ideals of the legal profession. Mayor Edwards said he was very proud of Jim.
Mayor Edward asked for an executive session at the end of the regular council meeting for
Threatened/Pending Litigation.
OLD BUSINESS:
ORDINANCE - RE-ZONING CERTAIN PROPERTY IN THE CITY OF
CANTON, FULTON COUNTY ILLINOIS, FROM R-2 TO B-2. (SEWARD
CONSTRUCTION INC.) Second reading, read by title. Motion by Alderman Sarff,
second by Alderman Phillips, the ordinance be placed on its passage. Roll call.

ORDINANCE - TO AMEND TITLE 10, CHAPTER 15, SECTION 24,
SUBSECTION (K)(9)(D) OF THE CANTON MUNICIPAL CODE RELATING TO
SIGNS. Second reading, read by title. Motion by Alderman Molleck, second by
Alderman Nidiffer, the ordinance be placed on its passage. Discussion. Jim Elson
mentioned this will allow for the council to waive enforcement due to the primary and
general election being so close togather. Alderman Nidiffer, mentioned that a resolution
would also be needed, and the Legal & Ordinance committee will consider this next week.
Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff, Hartford,
Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Ordinance
being #1687.
NEW BUSINESS:
ORDINANCE -AMENDING ORDINANCE NUMBER 1678 AUTHORIZING THE
CITY OF CANTON, TO BORROW FUNDS FROM THE PUBLIC WATER
SUPPLY LOAN PROGRAM. First reading, read by title. Jim Elson, city attorney
mentioned the ordinance has been approved by the IEPA.
RESOLUTION -APPROVING DRUG AND ALCOHOL TESTING POLICY AND
PROCEDURES FOR THE FIRE DEPARTMENT. First reading, read by title.
Motion by Alderman Meade, second by Alderman Nidiffer, the resolution be
adopted. Discussion. Mayor Edwards mentioned that alot of work has gone into this by
the negotiations committee and the union members. Alderman Meade said they would use
this as a model when negotiating a policy for the Police Department. Roll call. AYES -
Aldermen Molleck, Hartford, Sarff, Phillips, Nidiffer, Meade, Shores, May. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution being #3555.
EXECUTIVE SESSION - THREATENED/PENDING LITIGATION; AND
i~rr PERSONNEL FOR POLICE/FIRE DEPARTMENT. Motion by Alderman Phillips,
second by Alderman Meade, to go into executive session for the purpose of
discussing Threatened/Pending Litigation and Personnel in the Police/Fire
Department. Roll call. AYES -Aldermen May, Shores, Meade, Nidiffer, Phillips, Sarff,
Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
The regular scheduled meeting convened at 6:52 p.m. for executive session.
The minutes of the executive session meeting are on file in the office of the city clerk for
review.
The executive session meeting adjourned into open session at 7:35 P.M.
