A regular meeting of the Canton City Council was held December 3, 2002 in the council
chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Craig West, Les Carl, Jo Anne Shores, Mary Fillingham. Absent:
Alderman Kevin Meade.
MINUTES OF NOVEMBER 19, 2002 MEETING. Motion and second by Aldermen
Molleck/Hartford, the minutes of November 19, 2002 be accepted and placed on file.
Voice vote, motion carried unanimously.

Motion and second by Aldermen Shores/Carl, to approve of the low bid for gasoline and
diesel fuel from Don Quick Oil for the months of Dec. Jan. Feb. in the amount of Gas A
$.9916, Plus B $.05, Diesel A $1.1536, Plus B $.05. Roll call. AYES -Aldermen
Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried.
Lake, Buildings & Grounds.
Council Action
Motion and second by Aldermen CarUShores, to allow the former City Hall to be sold by
bids. Discussion. City Attorney Ron Weber commented that an ordinance would be
needed. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Shores,
Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Motion and second by Aldermen CarUSarff, to accept the change order on the Drow
Building of River City Demolition for contract times of adding 16 days to the original
contract. Discussion. Mayor Bohler stated the demolition will be moved back a week to
allow the Christmas Walk. River City Demolition will be working on lst Avenue and
should not affect the square. Voice vote, motion carried unanimously.

Motion and second by Aldermen Carl/Molleck, to approve of change order #9 at the
Wastewater Treatment Plant on the maintenance work that increases the contract by
$33,872.33 for 5 valves to be repaired. Roll call. AYES -Aldermen Fillingham,
Shores, Carl, West, Sarff, Hartford, Molleck. NAYS - None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried.
COMMUNCIATIONS FROM MAYOR BOHLER. Hocker & Fitzgerald -
Management Letter & Audited Financial Statement. Jim Hocker CPA spoke about
the Management Letter he gave with his Audit of the City of Canton, Illinois. Jim
highlighted the second paragraph of page 1... a material weakness is a reportable
condition in which the design or operation of one or more of the internal control
components does not reduce to a relatively low level the risk that errors or fraud in the
amounts that would be material in relation to the combined fmancial statements being
audited may occur and not be detected within a timely period by employees in the normal
course of performing their assigned functions. Jim also added that for eleven months the
bank accounts had not been reconciled. The city had to approve of his firm performing
this function. Jim also stressed I cannot emphasis enough the importance, they have to
be done each month. While this was done the bank processed $8,000 more. I have only
seen this 3 times in my profession of this happening. The bank did refund the $8,000
back to the City. Everything was reconciled up to Apri130`h subsequent to the fiscal year.
I don't have a progress report at this time.
The second page of the Management Letter..the miscellaneous receipts total $335,000 a
year in annual receipts. Jim recommended a `spread sheet' be set up to be sure all money
is coming to the City. He said he happened to stumble onto the Cable Company
payments, and they were behind in paying.
Other comments...deposits are to be made in a timely manner, and make sure there is
enough in the bank, as their was a $5,000 over charge.
Jim reviewed the Auditor's Summary Financial Analysis.
Water & Sewer Fund. Decline in net working capital and cash/investments primarily
reflects a decrease in gross revenues during fiscal 2002 of $80,000 and an increase in
operating expenses, excluding depreciation, of $84,000 over the prior year. This
represents a 4.2% increase in operating expenses in fisca12002 vs. 2001. Make sure you
are progressing, that you are not going backwards.
General Fund. Decrease in the fund balance from $1,818,000 in 2001 to $903,000 in
2002 primarily reflects City Hall/Police Department building remodeling, furnishing,
equipping, and mortgage payments totaling $843,000 and construction of a new
maintenance building for $30,000.
General Fund operating expenditures i.e. all expenditures except capital outlay and loan
principal and interest payments, were $248,000 or 5.3 % higher than the prior year.
Health Care Fund. The self-insured Health Care Fund has become increasingly more
costly to the City as evidenced by the Fund's borrowing from the General and Working
Cash Funds and subsidizing the Fund with a portion of the City's liability insurance tax
levy. In 2001 and 2002 the City allocated $69,839 and $140,000 of the insurance tax
levy, respectively, to the Health Care Fund. Over the past four years the Health Care

Effective May 1, 2003, the City will be required to implement GASB #34. GASB #34
makes significant changes to accounting and fmancial reporting standards. These
changes will make the audited fmancial statements more informative and useful to all
users of the statements. One critical element that will be needed to implement GASB #34
is an update of the 1996 physical inventory and valuation of the City's property, plant,
and equipment. Due to the dramatic changes required by GASB #34 implementation
should begin before May 1, 2003. Your city engineer will have to be involved in this.
I have three things to leave you with, State funding, 60% and 10%. Your General Fund
receives 60% of State money. The State's money will tricked down slowly. The 10%
would be $100,000 drop in the General Fund revenues. Keep a close eye on your budgets
and revenues.
My positive comments...the city is in good shape, there are no deficits in other funds.
This is a cost cutting administration. You have taken a leadership role in seeking a
Economic Development Director. The roads are an improvement to the City. The new
Ethanol Plant is exciting as well as a new swimming pool Senior/Teen Center.
Mayor Bohler introduced David Byerly the Economic Development Director to the
council and citizens watching the broadcast of the meeting. David said he is looking
forward to working with the council and the entire community.
Mayor Bohler welcomed a new business to Canton of crafts and gifts called `Blessings.'
The American Legion will be breaking ground for their new building the Thursday at 555
South 4`h
The Chamber Christmas Walk is December 12`" from 5:00 to 7:00 p.m.
