A regular meeting of the Canton City Council was held November 5th, 2002, in the
council chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Craig West, Les Carl, Jo Anne Shores and Mary Fillingham.
Absent: None.
MINUTES OF OCTOBER 15, 2002 MEETING. Motion and second by Aldermen
Molleck/Hartford, the minutes of October 15, 2002 be accepted and placed on file.
Voice vote, motion carried unanimously.

Lake, Buildings & Grounds.
Council Action
Motion and second by Aldermen CarUSarff, River City demolition to proceed with
demolition of Drow Building when agreement is signed by Bob Beckner of the
common wall. Discussion. Former city attorney Jim Elson spoke and mentioned that
there was some concerns of the certificate of insurance as the exact amount was not
enough. Jim said he also reviewed carefully the party wall agreement, as the City had not
conveyed the north wall. Because of this the city will have to take care of repairs to the
wall and then convey to the owners of the building. Maurer Stutz Inc. will be reviewing
the repairs to the wall. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl,
West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
Public Works, Water & Sewer.
Council Action
None.
Informational. Alderman Meade asked Greg Pollitt of the Water Department to give an
update on the bad taste of the water. Greg said we have had some equipment problems,
and the low lake level and temperature changes have brought this about. We take the

Valerie and grandsons Lee & Justin. He also introduced his extended family which was
his employees. Mayor Bohler thanked the visitors for coming to the meeting.
Fuel Tax expenditures for Street and Sidewalk Maintenance. Roll call, AYES -
Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -
None. Motion carried.
Clif O'Brien Street Superintendent spoke about the change in plans for the Overlay
program of the prime coat and Hot Mix Sand Seal Coat that was increased by minor
amounts of $10,869.63. The Sidewalk Maintenance is a quantity change for the
Combination Curb and Sidewalk at Elm Street, increased due to width increase, an minor
reduction for quantities on Main Street of $629.25. The state requires the City to request
an authorization to expend the additional Motor Fuel Tax Funds. Maurer Stutz Inc. will
be handling the paper work to send to IDOT.
Motion and second by Aldermen CarUMolleck, to approve of the increase in Motor
Mayor Bohler thanked Mr. Grigsby of J& L Restaurant in his move and expanding his
business.
Mayor Bohler mentioned about the `Wall' located on the corner of North Main and East
Locust is not owned by the City, it is privately owned. Mayor Bohler said he
commended Tom Hines for taking on getting suggestions for a new look to the `Wall'. A
lot of good ideas have been received. We are in hopes of pleasing the majority when the
decision is made. (The City a number of years ago had painted on the `Wall' a mural
giving honor to Steve Nagel the 100' Astronaut in space.)

ORDINANCE -ANNEXING TERRITORY TO THE CITY OF CANTON, OF
GARY & SHARON HULSEY, 2060 NORTH MAIN STREET. First reading, read by
title.
ADJOURNMENT. Motion and second by Aldermen Molleck/Meade, to adjourn.
Voice vote, motion carried. The regular scheduled meeting adjourned at 6:51 p.m.
