HomeMy WebLinkAbout10-15-02 Canton City Council246 A regular meeting of the Canton City Council was held October 15, 2002 in the council chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY ALDERMAN JIM HARTFORD. Mayor Jerry Bohler asked for roll call at 6:30 p.m. Present: Aldermen Bob Molleck, Jim Hartford, Larry Sarff, Craig West, Les Carl, JoAnne Shores, and Mary Fillingham. Absent: Alderman Kevin Meade. MINUTES OF OCTOBER 1, 2002. Motion by Alderman Molleck, second by Alderman Hartford, the minutes of October 1, 2002 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR SEPTEMBER. Motion by Alderman Hartford, second by Alderman Fillingham all bills properly approved be paid. Roll call. AYES: Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS: None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMITTEE REPORTS: Finance: Council Action Motion by Alderman Hartford, second by Alderman Sarff to accept BTC Communications for local and long distance calls and Ameritech for local calls and local line service with a three year contract. Roll call. AYES: Aldermen Molleck, Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS: None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Mayor Bohler had a list of three names of possible independent consultants to use in the search for an insurance company for the city's workman comp coverage. Alderman Sarff suggested that Dave White be contacted to act as our consultant. Motion by Alderman Sarff, second by Alderman Fillingham to ask Dave White to be a consultant for the insurance search. Roll call. AYES: Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS: None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Discussion was held on the fleet purchase plan fora 2003 3/4 ton pickup truck for the Fire Department, and trade-in a 1994 Crown Victoria now being used by the Fire Department. Fire Chief John Stanko stated he had contacted local auto dealers to see if they could meet the state bid price from Green Chevrolet in Peoria. Both Guy Coleman Pontiac and Hossler Auto Plaza were able to meet the bid price and also offer more for trade-in. Guy Coleman Pontiac offered $1,525 on trade-in and Hossler Auto Plaza offered $1,605 on trade-in, making Hossler Auto Plaza with the lowest price of $23,370 for the 2003 3/4 ton pickup truck. Motion by Alderman Sarff, second by Alderman Molleck to send this purchase request back to committee. Discussion. Alderman Carl felt there was no need to go back to committee, since Chief Stanko had researched the prices. The motion and second were withdrawn. Motion by Alderman Hartford, second by Alderman Carl to accept the Hossler Auto Plaza price of $23,370 fora 2003 '/4 ton pickup for the Fire Department. Discussion. Roll call. AYES: Aldermen Molleck, Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS: None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Legal & Ordinance: Council action None. Community and Industrial Development: Council action None. Negotiations, Grievance & Personnel: Council action None. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler welcomed a new business located on the corner of White Court and East Elm Street called the Corner Deli, owned and operated by Josh Nelson. It has a hand painted mural on the wall done by Scott and Tracy Snowman and art students at Spoon River College. Congratulations on this new business. Mayor Bohler stated we have a tentative agreement with Dave Byerly of Hamlin, Texas to be the city's new Economic Development Director. He has the experience and all of the qualifications we are looking for. More information will come after a final agreement is put together. OLD BUSINESS: ORDINANCE -AMENDING AND RESTATING 5-8-1 THRU 5-8-4 OF TITLE 5, OF THE MUNICIPAL CODE, RELATING TO BURNING REGULATIONS. Second reading, read by title. Motion by Alderman Sarff, second by Alderman Molleck, the ordinance be placed on its passage as amended to state burning allowed on Monday, Wednesday, Friday and Saturday. Roll call. AYES: Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS: None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1736. NEW BUSINESS: None.
