A regular meeting of the Canton City Council was held on September 17 2002 in the
Council Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illlinois
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Les Carl, Kevin Meade, Jo Anne Shores, Mary Fillingham. Absent
- None.
MINUTES OF SEPTEMBER 3rd, 2002 MEETING. Motion and second by
Aldermen Molleck/Fillingham, the minutes be accepted and placed on file. Voice
vote, motion carried unanimously.
BILLS FOR AUGUST. Motion and second by Aldermen Hartford/West, all bills
properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Meade,
Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion carried.
COMMITTEE REPORTS:
Finance.
Council Action
Motion and second by Aldermen Hartford/Molleck, to allow the purchase for the
Fire Department of 5 bunker coats, and 4 bunker pants, at a cost of $5,980.00. Roll
call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores,
Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Carl, to allow the Water Plant to repair
the back-wash lagoon pump at a cost of $1,943.00, plus shipping for the parts. Roll
call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford,
Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Shores, to allow the expenditure of
$2,230.00 for a one year warranty inspection of the Standpipe; and, the inspection
on the Van Buren water tower at a cost of $2,360.00 from Dixon Engineering. Roll
call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores,
Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Molleck, to allow the Police Department the
purchase of two new in-car video camera systems, in the amount of $3,298.00 from the
state bid, and each one paid from the drug forfeiture fund. Roll call. AYES -Aldermen
Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Carl, to allow the Police Department to
purchase replacement blinds from Drapery Designs in the amount of $1,872.20.

Legal & Ordinance.
Council Action
Motion and second by Aldermen Fillingham/West, to enter into an agreement with
the low bidder on the Water Treatment Sludge removal, and to give notice to the
bidder to proceed with the project. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Discussion of the Drow Hardware Building. Jim Elson former city attorney spoke about
this issue as he has been handling this before he left the position of city attorney. Jim
stated, if you let others come in to this situation after seeking bids you will be violating
and interfering with the bidding process. Back in 2000 Phillips & Associates determined
the building was in bad condition. Dave Maurer a professional engineer as of May 23,
2002, gave a report the building was in a very bad condition. Because of the failure of
the roof water has seeped down and rotted beams and supports of the walls. If there is a
trap, the city is setting itself into it.
Alderman Sarff asked Jim that the citizens have wanted to save the front facade, is this
still feasible? Jim Elson, this is a commendable goal but is not possible.
Motion and second by Aldermen Molleck/Hartford, to accept the low bid of River
City Construction to demolish the building, and file liens against the property owner
of cost incurred by the City. Roll call. AYES -Aldermen Fillingham, Shores, Meade,
Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.

Community & Industrial Development.
None.
Negotiations, Grievance & Personnel.
Council Action
Motion and second by Aldermen Sarff/Fillingham, to accept the City's Insurance
Committee amendment to the Health Benefit Plan for a short term physical therapy,
occupational or speech therapies shall be limited to 20 visits per occurrence with a
maximum of 2~ occurrences per calendar year. Roll call. Voice vote, motion carried
unanimously.
COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler gave plaques to 3
employees who will be retiring on September 27`". Receiving plaques was Steve White
for 30 years, Dennis Ronk for 30 years, and Tom Reid for 24 years of their service that
enriches the lives of the community.
Steve White Supt. Water Plant spoke for all of them, and said...thank you to everyone
who made this possible, the mayor, council and Dave White. This is a way for the City
to save money, but the 3 of us will be the benefactors. We have not been asked to retire,
this is our decision, as we have not given up the right where we want to be.

Gary Baker the Park District Administrator gave an update on the swimming pool
referendum. The referendum failed in 1999 because, I believe of the location. This is
planned for the Big Creek Park area close to the former pool. The Senior center and the
Teen center will be opened year around. The Park District has had some land sales, we
have received donations that will help funding the project. After twenty years the tax will
end.
Mayor Bohler thanked Kevin Stephenson who sits on the Board of Directors for the Park
District for his assistance and also Gary Baker.
Motion and second by Aldermen Meade/West, the city council supports the
swimming pool referendum that will be on the November 5, 2002. Roll call. AYES -
Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
OLD BUSINESS:

NEW BUSINESS:
RESOLUTION - OF SUPPORT AND COMMITMENT OF FUNDS. First reading,
read by title. Motion and second by CarUMolleck, the resolution be adopted. (This
resolution is to apply for CDAP grant funds for the Lake Intake Tower.) Roll call.
AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck.
NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried Resolution being

RESOLUTION -APPROVING AMENDMENTS TO SECTIONS REGARDING
PHYSICAL AND/OR OCCUPATIONAL THERAPY OF THE GROUP HEALTH
~ BENEFIT PLAN. First reading, read by title. Motion and second by Aldermen
Sarff/Hartford, the resolution be adopted. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried. Resolution being ~k3634:
RESOLUTION -APPROVING AN INCREASE IN THE DOLLAR LIMIT ON
PURCHASE ORDERS. First reading, read by title. Motion and second by Aldermen
Molleck/West, the resolution be adopted. Discussion. Alderman Meade asked to
change the limit to $1,000 as the amount has not been changed since 1986. Mayor Bohler
said we might need to check with other vendors that is why the amount starts at $500.
Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford,
Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Resolution

ORDINANCE -AMENDING AND RESTATING 5-8-1 THRU 5-8-4 OF TITLE 5,
OF THE MUNICIPAL CODE, RELATING TO BURNING REGULATIONS. First
reading, read by title. Motion and second by Aldermen Hartford/West, the ordinance
be sent back to committee for further discussion. Voice vote, motion carried
unanimously.
