A regular meeting of the Canton City Council was held on September 3rd , 2002 in the
Council Chambers at the Historic Depot, 50 North 4tn Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Craig West, Les Carl, Jo Anne Shores, Mary Fillingham. Absent.
Alderman Kevin Meade.
MINUTES OF AUGUST 20TH, 2002 MEETING. Motion and second by Aldermen
Molleck/Hartford, the minutes of August 20th, 2002 be accepted and placed on file.
Voice vote, motion carried unanimously.

Council Action
Motion and second by Aldermen Shores/West, to accept the low bid for asoline per
gallon at 4 locations on an as needed basis from Riverland FS, Fairview, II in the
amount of (A) $1.13, posted tank wagon price (B) + 4 cents per gallon; diesel price
per gallon at time of delivery (A) $1.145, posted tank wagon price (B )+ 4 cents per
gallon. Roll call. AYES -Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford,
Molleck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Lake, Buildings & Grounds.
Council Action
Motion and second by Aldermen CarUMolleck, to approve the presentation of a
resolution on September 17, that allows the City to seek adesign/construction DCCA
grant application for repair of the Lake Intake Tower, at a cost of $281,320.00, and paid
from the Lake Improvement Funds, with the City of Canton's matching 25% of
$70,330.00. Discussion. Steve White commented that the City won't know if the funds
will be granted until March 03. A public hearing is scheduled for September 17 at 6:15
p.m. for seeking the grant funds. Roll call. AYES -Aldermen Molleck, Hartford, Sarff,
West, Carl, Shores, Fillingham. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion
carried.

Motion and second by Aldermen CarUShores, to approve the quote from US Filter
for $5300 for an aerator needed in the wastewater plant. Roll call. AYES -
Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried.
COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler gave a report from
the Liquor Commissioner's. A Beer Garden license was issued to White Oak's Tavern
for September 7, 02, this is for a fundraiser for the JFL that will be held from 1:00 p.m.
until 1:00 a.m. with the music until 11:00 p.m.
Mayor Bohler invited all Aldermen to ride in the Friendship Festival parade. They will
be riding in the American Legion's 40&8. Must be at the Elks club by 9:15 a.m. on
September 14~'.
Motion and second by Aldermen Molleck/West, the appointment of Tim Neidig as a
paid on call firefighter be confirmed. Voice vote, motion carried unanimously.
Motion and second by Aldermen Hartford/Sarff, to allow Bond Eye to terminate
their lease at 2 North Main 3 months ahead of time. Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried.

RESOLUTION -APPROVING THE RETIREMENT OF GARY ORWIG ON
DECEMBER 27TH, 2002 AS SUPERINTENDENT OF THE WASTEWATER
TREATMENT PLANT. First reading, read by title. Motion and second by
Aldermen Sarff/Hartford, the resolution be adopted. Roll call. AYES -Aldermen
Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried. Resolution being #3630 <
RESOLUTION -CANTON JR WOMEN'S CLUB TO HOLD A SANTA PARADE
ON SATURDAY NOVEMBER 30, 2002. First reading, read by title. Motion and
second by Aldermen Hartford/Carl, the resolution be adopted. Roll call. AYES -
Aldermen Molleck, Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS -None. 7
