A regular meeting of the Canton City Council was held on June 4, 2002 in Council
Chambers at the Historic Depot 50 North 4"' Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Jerry Bohler asked for roll at 6:30 p.m. Present -Aldermen Robert Molleck, Jim
Hartford, Larry Sarff, Craig West, Les Carl, Kevin Meade, Jo Anne Shores, Mary
Fillingham. Absent -None.

Molleck/Hartford, the minutes of May 21, 2002 be accepted and placed on file.
Voice vote, motion carried.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
Motion and second by Aldermen Molleck/Sarff, to accept the grant purchase of 2
Automatic External Defibrillator for the fire department. (The committee minutes
state the grant amount is $2,994 that covers 100% of the purchase price.) Roll call.
AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck.
NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Streets & Garbage.
Council Action
Motion and second by Aldermen Shores/Meade, to accept the low bid of Quick Oil
for three months of gasoline per gallon $1.0853, and diesel fuel per gallon $.9973.
Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores,
Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Shores/Sarff, to enter into a 3 year agreement with
Knox County Landfill at a price of $22.50 per ton. Roll call. AYES -Aldermen
Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Shores/West, to have a handicap parking space for a
chiropractic clinic located at 162 E. Chestnut Street and the sign to be placed on Second
Avenue. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade,
Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Shores/Molleck, to allow the expenditure of
approximately $4,000 for in house work of erosion and storm water run-off along a
section located a '/4 mile from the old boat dock, causing the road base to fail in a
150' stretch. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West,
Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.

$2,144.20 for compressor covers for the Lake. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried.
Public Works, Water & Sewer.
Council Action
Motion and second by Aldermen Meade/Sarff, to approve replacing three fire
hydrants on the square, and not to exceed $11,400. Roll call. AYES -Aldermen
Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by
Aldermen Molleck/Sarff, to accept the appointment of Donald F. Edwards as Police
Chief effective June 8, 2002. Discussion. Mayor Bohler mentioned that J. Michael
Elam will be retiring as Police Chief on June 7, 2002. Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Don Edwards thanked the council for their appointment and support, and is proud of the
honor to serve in this capacity. He said this is a really great department I will be
inheriting from Mike's leadership, and Don said he will strive to keep it that way.
Motion and second by Aldermen Sarff/Molleck, to accept the engagement letter
from Hocker & Fitzjarrald for the services they are to provide for the year ending
April 30, 2002. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West,
Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
The 336 Coalition will have a rally in Lewistown at the Fulton County Fair Grounds June
13`h from 5 to 7 p.m. It is free and open to the public. Special guests will include the
November General Election Candidates.
Mayor Bohler talked about the open house for City Hall and Police Station. He thanked
the city employees for their work in getting the place ready, those who gave the tours,
American Legion & VFW for the flag ceremony, Dale Brooks for donating the flag, and
thanks to all those attending the open house. This was a very nice event.

RESOLUTION -ASCERTAINING THE PREVAILING RATE OF WAGES FOR
LABORERS, MECHANICS AND OTHER WORKMEN EMPLOYED IN ANY

RESOLUTION -ELIMINATING THE POSITION OF DEPUTY CHIEF OF
POLICE FOR THE CITY OF CANTON. First reading, read by title. Motion and
second by Aldermen Hartford/Molleck, the resolution is adopted. Discussion.
Alderman Meade asked, will there be an additional officer appointed? Mayor Bohler
stated, this is a reduction in the ranks. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, West, Carl, Shores, Fillingham. NAYS -Alderman Meade. 8 AYES, 1 NAY, 0
ABSENT. Motion carried. Resolution being #3619.
RESOLUTION - TO RESCIND RESOLUTION NO. 3570 PASSED APRIL 17,
2001, AND TO PROVIDE FOR LONGEVITY PAY FOR DONALD F. EDWARDS.
First reading, read by title. Motion and second by Aldermen Molleck/Shores, the
resolution is adopted. Roll call., AYES -Aldermen Fillingham, Meade, Carl, West,
