A regular meeting of the Canton City Council was held on May 7th, 2002 in council
chambers at the Historic Depot 50 North 4th Avenue, Canton, Illinois. (Second meeting.)
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Jerry Bohler asked for roll call at 6:54 P.M. Present -Aldermen Robert Molleck,
Jim Hartford, Larry Sarff, Craig West, Les Carl, Kevin Meade, Jo Anne Shores, Mary
Fillingham. Absent -None.
ADOPTION OF ROBERTS RULES OF ORDER. Motion and second by
Aldermen Meade/Molleck, to adopt Roberts Rules of Order to due business. Roll
call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores,
Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
BUDGET FOR 2002/2003. Motion and second by Aldermen Hartford/Molleck, the
budget for 2002/2003 be accepted. Roll call. AYES -Aldermen Fillingham, Shores,
Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
COMMUNICATIONS FROM MAYOR JERRY BOHLER. Motion and second by
Aldermen Molleck/Fillingham, the appointments of the city council committee
members and ad-hoc committee appointments by Mayor Jerry Bohler be
confirmed. Voice vote, motion carried unanimously.

department in January began a project called `Clean Sweep'. There have been over 100
ordinance violations. Jerry reported that he had talked with Clark Wilson zoning officer
and over 90% have been taken care of. Canton ESDA and County ESDA are working
-side by side, Alderman Bob Molleck was instrumental in getting this done. The Fulton
County ESDA will be moving into the city's fire station with the city's ESDA. Anew
fire truck has been ordered, the chassis is being built today. The new fire truck will be
completed on July 17, 2003. New business happenings, as Spoon River College opened
up an office in the Opera House. There will be a new business in the former Tony's at
the end of this month. Ethanol Plant moving forward, when completed will offer 35 jobs.
Kemper Construction has started a 16,000 square foot storage building. Graham Hospital
has done extensive remodeling. Todd Fletcher bought the corner of 1st Avenue and Elm
to build an office building. Maurer Stutz Inc. built a new building on East Ash Street.
Also have been talking with several business people for planned subdivisions. Am
hoping one will build at the former harvester site. Searching for Economic Director,
hope on board soon, so Canton can get a better edge on businesses. Met with Corp of
Engineers about helping dredge the Lake for siltation. Canton has a web site
cantonillinois.org.com. The Canton Park District is building a new swimming pool, they
are to be commended for this recreational center. The 336 Coalition, I commend them
for their hard work, they are entering into phase 2.
I thank everyone for their support, the elected officials, department heads, Ron Weber
and Dave White as they have been a great assest, as they have saved the city money. We
listen to the department heads very seriously, appreciate them very much, we're also
looking into cutting our cost down.
Lets work as a team, put the pass behind us. When making decisions, they should be
what is best for the residents of Canton. We can't let a few cloud our vision for the right
direction, and lets move forward. The reserves here in Canton, we had to say goodbye,
they are still in our prayers and hearts, hope they will be home soon.
NEW BUSINESS:
RESOLUTION -APPROVING SPECIFIC SALARIES FOR THE VARIOUS
DEPARTMENT HEADS, SUPERINTENDENTS, FULL TIME APPOINTIVE
EMPLOYEES, AND PART TIME EMPLOYEES OF THE CITY OF CANTON.
First reading, read by title. Motion and second by Aldermen Molleck/Fillingham, the
resolution be adopted. Roll call. AYES -Aldermen Molleck, Hartford, Sarff, West,
Carl, Shores, Fillingham. NAYS -Alderman Meade. 7 AYES, 1 NAYS, 0 ABSENT.
Motion carried. Resolution being #3609.
Alderman Meade left the council meeting at 7:10 p.m.

EXECUTIVE SESSION MINUTES. First reading, read by title. Motion and second
by Aldermen Hartford/West, the resolution be adopted. Roll call. AYES -Aldermen
Fillingham, Shores, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried. Resolution being #3610.
EXECUTIVE SESSION -NEGOTIATIONS, GRIEVANCE & PERSONNEL;
AND, FIRE CONTRACT NEGOTIATIONS. Motion and second by Aldermen
Sarff/Shores, to go into executive session for the purpose of discussing negotiations,
