A regular meeting of the Canton City Council was held on May 7th, 2002 in council
chambers at the Historic Depot 50 North 4th Avenue, Canton, Illinois.

Mayor Jerry Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck,
Jim Hartford, Larry Sarff, Craig West, Les Carl, Kevin Meade, JoAnne Shores, Mary
Fillingham. Absent -None.
MINUTES OF APRIL 16TH , 2002 MEETING. Motion and second by Aldermen
Molleck/Hartford, the minutes of April 16te, 2002 be accepted and placed on file.
Voice vote, motion carried unanimously.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
Motion and second by Aldermen Molleck/Sarff, that a letter be written to Gov Ryan
in support to not close the Hanna City Work Camp, and Zeller Mental Health
Center in Peoria. Voice vote, motion carried unanimously.
Streets & Garbage.
Council Action
Motion and second by Aldermen Shores/Fillingham, the approval to have repaired
the storm water discharge retaining wall in the block of 11th Avenue, between
Myrtle and Birch in the amount of $4,000, and done in house. Roll call. AYES -
Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -
None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Lakes, Building & Grounds.
Council Action
Motion and second by Aldermen Carl/West, to give an advancement of $20,000 of
the $29,000 that is given each year to the Greenwood Cemetery, to assist them with
their expenses for the summer months. Roll call. AYES -Aldermen Molleck,
Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried.
Public Works, Water & Sewer.
Council Action
Motion and second by Aldermen Meade/Shores, to approve of the Vine Street water
extension for developer Mr. Fuller and Mr. Sworenson by sharing the difference in
cost with the City of Canton of a 8" water line for their subdivisions verses a 4",
they will give the city $13,000 and the city will pay $7,000, with the work done in

COMMUNICATIONS FROM MAYOR JERRY BOHLER. Mayor Bohler asked that
the RESOLUTION -EXTENDING CHESTNUT STREET, AND MAIN STREET,
USING MFT FUNDS, be discussed by Colin Edwards of Maurer Stutz Inc. Colin
~, Edwards mentioned this study addresses the two main questions that were hanging up.
The first being for the City whether Chestnut Street is to be extended between Main
Street and White Court. The essence of our finding is that if it opened up, yes you would
see a relief, in some of the traffic congestion around the square. However, we feel that
due to safety consideration that would enter into that equation, such as we are adding 2
new off street intersections. And, as most of you know, most of the downtown area is full
of off street intersections now, which create difficulties and problems. Our traffic
counters came back with many stories of potential problems with near crashes, &
pedestrians walking in front of cars, site distance problems. It is our recommendation
that because of the safety issues, that the City not consider opening Chestnut up.
However, if you did, we would recommend you have right turn only, or, we do a lot of
serious thinking design wise, regarding left turns to promote better safety.
On the issue for the South end of the square we're calling this, the Elm Street by pass,
which is between Elm Street & Jones Park. All of our computer studies and traffic
counts show the City would experience a much better traffic flow, and better safety
conditions on the south side of the square, if that by-pass was closed at the West end. It
is almost a no brainer from every situation we look at, as the numbers we noted in the
report of u-turns, back outs, near misses or crashes. We do believe stop signs in place
now, should remain in place, just to allow people time to get in and out a little better.
Alderman Meade asked that if both of these options had included moving back the
sidewalk in front of the City Building to straighten out the road? Colin -yes, they are
considered in both. That would be an improvement to that intersection to Main & Elm
Street.
Mayor Bohler stated, this resolution does not include the North end of the square, but,
both the changes to the South end as Colin Edwards mentioned, and straighten Main &
Elm Street and closing offthe West end. The amended resolution would be omitting the
North end of the square resurfacing, and go on with the rest of the project.
Motion and second by Aldermen Molleclt/Hartford, the resolution as amended be
adopted. Discussion. Mayor Bohler pointed out, this is part of what the study was for.
We were not solving one problem and creating another one. Safety comes first for
everyone. The downtown business people have every right to bring their concerns to the
City of Canton and we have every obligation to the business people to do what ever we
can to take their concerns seriously and to investigate, and we did. I wish others would
have waited before coming upset until the study was completed. That is why we hire
professionals. Roll call. AYES -Aldermen Fillingham, Meade, Carl, West, Sarff,

Mayor Jerry Bohler reported that bids were to be opened on May 3, 2002 for the
remodeling of the Drow Hardware building on the Eastside of the Square. The City
Clerk did not receive any bids. The roof has fallen in and barricades have been placed

to act. One of them was Juniper Street, where the city threatened not to have garbage
pick up, or snow removal for the area until the street was dedicated to the city according
to specifications of a street. And even then it was the partner who came through. The
other instance was the Randolph Building. Mayor Bohler responded, there has been
others we have had to light a fire. Roll call. AYES -Aldermen Molleck, Hartford,
