HomeMy WebLinkAbout11-04-03 Canton City Council329 A regular meeting of the Canton City Council was held on November 4`h, 2003 in the Council Chambers at the Historic Depot, 50 North 4`h Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Craig West, Larry Sarff, Elny Hann, Les Carl, Mary Fillingham, Rick Reed. Absent - Alderman Bob Molleck. MINUTES OF OCTOBER 21, 2003 MEETING. Motion by Aldermen Hartford/West, the minutes of October 21, 2003 be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action Motion by Aldermen Reed/Fillingham, to accept the Water Plant Study by Maurer Stutz Inc. in the amount of $265,050.00. Discussion. Alderman Carl wanted to know what the over all cost would be? Mayor Bohler answered that is why the study is being done. Alderman Carl said he would like for this to be referred back to the Finance Committee to study the cost in more depth. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Harford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Public Works, Water & Sewer. Council Action None. COMMUNICATIONS FROM MAYOR BOHLER. The re-scheduling of the Clerical Committee meeting on November 11 Veterans Day. Motion and second by Alderman Sarff/West, the Clerical Committee meeting be held on Wednesday November 12~'. Voice vote, motion carried unanimously. Mayor Bohler asked Joe Ginger who does the video scroll for the City of Canton to keep 330 City Council meeting 11-04-03 ORDINANCE -ANNEXING AND REZONING CERTAIN PROPERTY OF EDDIE LEE SAUNDERS IN AN I-1 ZONING CONFIGURATION. Second reading, read by title. Motion and second by Aldermen Carl/Reed, the ordinance be placed on its passage. Roll call. AYES -Aldermen Hartford, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1780. NEW BUSINESS: RESOLUTION -AUTHORIZING THE DRAFTING OF A FEDERAL GRANT APPLICATION BY VANDEWALLE & ASSOCIATES, FOR SUBMITTAL BY THE CITY AND, IF AWARDED THE SUBSEQUENT APPROPRIATION OF CITY OF CANTON FUNDS FOR A BROWNFIELDS ASSESSMENT, REVOLVING LOAN FUND, AND CLEANUP GRANTS. First reading, read by title. Motion and second by Aldermen Hartford/West, the resolution be adopted. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Hartford. ORDINANCE - GRANTING A HOME OCCUPATION PERMIT FOR RICHARD AND ROBERTA NELSON AT THE ADDRESS OF 855 EAST ELM STREET, FOR AN ELECTRONIC SERVICE SHOP. (RENEWAL OF LICENSE.) First reading, read by title. ORDINANCE -REZONING CERTAIN PROPERTY OF ARTIE ELLSWORTH AT THE ADDRESS OF EAST LOCUST STREET, CANTON, ILLINOIS, FROM R-3 TO AG-1. First reading, read by title. (The correct address of this property is East Walnut Street.) ORDINANCE - VACATING A PART OF AVENUE E. (LESTER & EVAMAE WORKMAN PROPERTY.) First reading, read by title. ORDINANCE -REZONING CERTAIN PROPERTY OF KATHY S. SMITH AT THE ADDRESS OF 533 EDGEWOOD PLACE FROM R-2 TO A B-1 ZONING CONFIGURATION. First reading, read by title. Alderman Hartford said he notice there is no address in the ordinance but on the agenda there is an address. City Attorney Ron Weber explained that an address is not required in the ordinance. Alderman Harn questioned this property being zoned business, as this is an unusal circumstance back of my property. City Attorney Ron Weber explained that the house is 520 square feet in size which is sub standard for a residence, and the zoning request should not affect any other property. Alderman Carl strongly objected to the statement because he said this is spot zoning. Mayor Bohler said that you have several weeks to drive by the property for review. EXECUTIVE SESSION -PURPOSE OF NEGOTIATIONS, GRIEVANCE AND PERSONNEL - POLICE CONTRACT. Motion and second by Aldermen Reed/Hartford, to go into executive session for the purpose of discussion of the Police Contract. Discussion. City Attorney Ron Weber asked for the Police Chief Don Edwards to stay.
