PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Bob Molleck, Craig West, Larry Sarff, Elny Harn, Les Carl, Mary Fillingham, & Rick Reed. Absent -None. MINUTES OF SEPTEMBER 16, 2003 MEETING. Motion and second by Aldermen Molleck/Hartford, the minutes of September 16, 2003 be accepted and place on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Informational. Alderman Rick Reed reported the Canton Lake Campground black top surface is done. The work on the first siltation dam has started. Public Works, Water & Sewer. Council Action None. OLD BUSINESS: ORDINANCE -RESCINDING TITLE 3, CHAPTER 2, SECTION 8, AND: TITLE 3, CHAPTER 4, SECTION 4 OF THE CANTON MUNICIPAL CODE. (To not license Antique Dealers or Auctioneers.) Second reading, read by title. Motion and second by Aldermen Hartford/Sarff, the ordinance be placed on its passage. Roll call. ORDINANCE -AMENDING TITLE 1, CHAPTER 8, SECTION 7, OF THE CANTON MUNICIPAL CODE REGARDING BUDGET ADMINISTRATOR. First reading, read by title. Mayor Bohler recognized Alderman Elny Harn's cousin Bill Randolph from Deadwood South Dakota who was in the audience, and welcomed him for attending. ADJOURNMENT. Mayor Bohler thanked the Fire Chief John Stanko and his department and the fire departments that came to Canton to help the Canton Fire Department put out a house fire. Also Mayor Bohler thanked the police department for their assistance. It makes you proud to watch the two professional departments work together as a team. Alderman Hartford also thanked both departments of fire and police for their knowledge in keeping the fire at bay for other homes that were near. Mayor Boher stated that a press conference will be held on October 13 at 2:00 p.m. at the IH site on the removal of four buildings. ADJOURNMENT. Council Action Motion and second by Aldermen Carl/Reed, to approve the .5 Sales Tax Revenue for a Referendum on the March election ballot. Discussion. Julie Smick Budget Administrator was asked to give a report on the t/2 % sales tax increase. The following is her report...According to the Illinois Complied Statutes, the City can, with voter approval, implement an additional %2 % sales tax on currently taxed sales other than the sale of qualifying food, drugs, and medical appliances. The applicable sales are approximately 80% of the total sales within the City. The revenue generated from the increased sales tax rate can be used for two purposes. One purpose would be to fund improvements to the City's infrastructure; systems, storm drains and retention facilities, and sewage treatment facilities. The other use would be to provide property tax relief in the form of either reduced rates or to avoid an increase in property tax rates. Based upon the averaged sales tax revenue received by the City for May 2001 through October 2003 from the estimated sales of applicable items, the City could expect to receive approximately $650,000 per year in additional revenue if this additional tax were approved. End of Julie's Report Alderman Sarff said if the citizens approve this amount of money, we can then reduce the Corporate Tax, as this is something we can do. Mayor Bohler agreed. Roll call.
