A regular meeting of the Canton City Council was held on August 19, 2003 in the
Council Chambers at the Historic Depot, 50 North 4t" Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Bob
Molleck, Craig West, Larry Sarff, Elny Harn, Les Carl, Mary Fillingham, & Rick Reed.
Absent -None.
MINUTES OF AUGUST 5, 2003 MEETING. Motion and second by Aldermen
Hartford/Harn, the minutes of August 5, 2003 be accepted and placed on file. Voice
vote, motion carried unanimously.
BILLS FOR JULY. Motion and second by Aldermen West/Fillingham, all bills
properly approved be paid. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn,
Sarff, West, Molleck, Hartford. NAYS -None. 8 AYES -NAYS, 0 ABSENT. Motion
carried.
COMMITTEE REPORTS:
Finance.
Council Action
Motion and second by Aldermen CarUHarn, the expenditure for the 2000 Sterling
Garbage Truck in the amount of $5,600 from Dave Gill be approved. Roll call. AYES -
Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None.
8 AYES, 0 NAY, 0 ABSENT. Motion carried.
Motion and second by Aldermen CarUFillingham to allow going out for bids for the
demolition of North East corner of IH site. Roll call. AYES -Aldermen Reed,
Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried.
Legal & Ordinance.
Council Action
Motion and second by Aldermen Fillingham/Carl, the stop sign for 1st Avenue and Maple
Street be tabled. Discussion. Alderman Mary Fillingham said she had received several
comments on this since the committee meeting.. Voice vote, motion carried
unanimously.
Motion and second by Aldermen Fillingham/Hartford, the expenditure for a Defibrillator
Service Support Agreement in the amount of $1,545.60 for the first annual payment from
Medtronic Physio-Control, and for three years, be approved. Roll call. AYES -
Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None.

City Attorney Ron Weber reported on the Hotel/Motel Tax Ordinance to be drafted. Ron
said he and Dave Byerly are in discussion with the City of Morton who are having some

Negotiations, Grievance & Personnel.
Council Action
Motion and second by Aldermen Sarff/Molleck, to lift the temporary hiring freeze to fill
a vacancy in the Fire Department of a temporary firefighter. Roll call. AYES -
z Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford. NAYS -None.

Motion and second by Aldermen Sarff/Reed, to uphold the denial of a Grievance with
the Police Department and send to negotiation attorney Bruce Beal for a letter to be
drafted to that affect. AYES -Aldermen Hartford, Molleck, West, Sarff, Harn, Carl,
Fillingham, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen , to over ride the temporary hiring freeze to approve the
hiring of a Mechanic at the Street Garage of Mike Marinich. (Has to pass the physical
and drug screening.) Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff,
West, Molleck, Hartford. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by
Aldermen Molleck/West, to grant a temporary beer garden license to Official Time Out
for two events on 8-23 and 9-18 for Canton Chamber Commerce `Business After Hours',
and fund raiser for Greg Brooks. Discussion. Mayor Bohler said there was unanimous
approval of the Liquor Commission for these two events. Roll call. AYES -Aldermen
Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 8 AYES,
0 NAYS 0 ABSENT. Motion carried.
Presentation of Thermal ImaeinginS Camera. The committee that did the fund raising
was Dale Brooks, Linda Ashwood, Bills Hays & Michelle Martin. They raised a total of
$16,000 for the new thermal imagining camera for the fire dept. Dale Brooks made the
presentation and a filming was shown of the Depot basement of how the camera response
to a fire. This was quite an awesome showing of the camera capabilities. Fire Chief John
Stanko thanked the committee, community and city council for allowing the fund raiser
to be done, and for those who took the effort to make this possible, and the citizens who
donated the funds.
Mayor Bohler also said it takes very special people to take on this fund raising, and for
the fire department to be able to receive this equipment in the tough times municipality's
are facing on funding such projects.
Lake Road Closed. Water Treatment Plant Supt Greg Pollitt mentioned starting on
August 20, 2003 the lake road will be closed from 11:00 p.m. to 6:00 a.m. The gates
near the new boat dock and the campground entrance will be closed and locked. The
gates at the water plant will be closed, but not locked ,only latched. This will be done so
if a camper needs to come or go for some reason they can. The police and fire
departments will be given the combination to the locks on the gates.
Mayor Bohler said this is being done because of vandalize in the area. The restrooms
were burn down two years ago, and even the new improvements have been vandalize.
