A regular meeting of the Canton City Council was held on July 15, 2003 in the Council
Chambers at the Historic Depot, 50 North 4`h Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Craig
West, Larry Sarff, Elny Harn, Les Carl, Mary Fillingham & Rick Reed. Absent -
Alderman Bob Molleck, he is on vacation.
MINUTES OF JULY 1, 2003 COUNCIL MEETING. Motion and second by
Aldermen Hartford/West, the minutes of July 1, 2003 council meeting, be accepted and
placed on file. Voice vote, motion carried unanimously.
BILLS FOR JUNE. Motion and second by Aldermen West/Fillingham, all bills
properly approved be paid. Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn,
Sarff, West, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried
unanimously.
COMMITTEE REPORT.

Council Action
Motion and second by Aldermen CarUSarff, to accept the low bid from Merrell Brothers
Inc. for Alternate Bid No. 1 for the Removal & Disposal of Sludge at the Wastewater
Treatment Plant, in the amount of $196,796.00. AYES -Aldermen Hartford, West,
Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried unanimously.
Motion and second by Aldermen CarUFillingham, to renew the WIRC membership fee
for the 2000 population of Canton, at 15,288 x $0.50 per capita = $7,644.00. Aldermen
Reed, Fillingham, Carl, Harn, Sarff, West, Hartford. NAYS -None. 7 AYES, 0 NAYS,
1 ABSENT. Motion carried.
Motion and second by Aldermen CarlUWest, to approve having an Auction for Bicycles
and other items the City has no further need for. Roll call. AYES -Aldermen Hartford,
West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried.

Informational. Alderman Sarff stated, the City of Canton will be advertising the City
Mechanic position and taking applications.
COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler thanked the
fireworks committee, and residents, for the celebration on the 4th. Mayor Bohler also
thanked those who made the donations to the fund for the fireworks display. Also,
donations can be made throughout the year, and will be advertised on the scroll of
Channel 3.
Mayor Bohler reminded the citizens of Tuesday & Wednesday's garbage route, as
mosquitoe spraying will be conducted sometime during the hours of 8:00 p.m. until 2:00
a. m.
Joe Carruthers, Superintendent of the Wastewater Treatment Plant explained in detail
about the recent fire this past week end at the storm building that is been upgraded. Joe
said the storm building is circular, and the pumps are electrical. The equipment is still
functioning. There was a lot of smoke damage in the building and suspect the smoke
may harm some of the equipment. The insurance company is looking into it. Joe said he
met with Dan Kiesewetter who has the City's insurance, and Clif O'Brien Public Works
Director, there could be a delay in the project that was going on with the contractor for
the project Maurer Stutz Inc. The electrical equipment will have to be cleaned.
Fire Chief John Stanko reported, when the fire department arrived heavy black smoke
was coming from the building. They waited for CIPS to arrive since all equipment was
electrical. They did determine it was not the electrical equipment that caused the fire.
No one was injured from the Wastewater Treatment Plant and neither was a fireman.
John commented that he was very proud of the firefighters and the Wastewater Treatment
Plant employees, they were all very professional. John said, the fire is still under
investigation, have to receive results sent to the lab on the cause.
City Attorney Ron Weber, reminded the council members of the committee meeting next
week, where bids will be read for Property/Casualty Insurance. We need to tentative act
upon quickly as our insurance is due August 1St. Motion and second by Aldermen
Sarff/Reed, to give the Mechanical Committee authority to accept the low and best bid.
Roll call. AYES -Aldermen Reed, Fillingham, Carl, Harn, Sarff, West, Hartford.
NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.

RESOLUTION - FOR THE FRIENDSHIP FESTIVAL PARADE ON
SEPTEMBER 13, 2003. First reading, read by title. Motion and second by Aldermen
Sarff/Carl, the resolution be adopted. Roll call. AYES -Aldermen Reed, Fillingham,
Carl, Harn, Sarff, West, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
Motion carried. Resolution being #3661.
ADJOURNMENT. Motion and second by Aldermen Hartford/West, to adjourn. Voice
vote, motion carried unanimously. The regular scheduled Council meeting adjourned at
6:45 p.m.

COMMITTEE REPORTS:

Council Approval
Jerry Butts consultant for the City on the Liability Insurance spoke to the Council on the
bid of IML Risk Management Association as they had left some unanswered questions on
their proposal. Jerry said they did answer the questions. It should be noted that the IML
proposal was found lacking in at least two areas. They had not included (through
oversight) any coverage for the Equipment Breakdown Coverage. Second, a major
deficiency existed in that coverage for the Extra Expense exposure was limited to
$50,000 for any one location. These issues were specifically addressed with IML and, in
the Consultant's opinion, adequately resolved. Equipment Breakdown coverage was
available at an additional premium of $4,960 and they were willing to increase Extra
Expense coverage from $50,000 each location to $500,000 for an additional premium of
$1,000. There were some other minor adjustments they willingly made at no additional
cost. The Illinois Municipal League Program is a `cookie cutter' type program without
the capacity to specifically tailor coverage, yet it has been designed to provide protection
for the average municipality. This approach, coupled with the absence of any agent's
commission leads to the possibility of substantial savings.
The City Council should recognize that the major area of savings flows from the very
competitive pricing of Workers Compensation Insurance. The savings in this single area
represent $67,237 of the overall $98,283.
As is the case with all insurers, your claims record is important so far as renewal
premiums are concerned. The IML premiums tendered for the initial insurance period
are, of course, predicated on the assumption that claims experience will be favorable! In
the case of Workers Compensation, it means that claims in excess of $100,000 will result
in a substantial premium increase next year! The answer, of course, lies in the
implementation of a meaningful Loss Prevention Program at the earliest possible time.
You can't fire employees who file a Workman's Comp claim. Those employees who
perform in an unsafe fashion that's when the aggressive loss prevention starts. IML has
their neck stuck way out here on Workman's Comp.
On that basis, I recommended acceptance of their proposal with an amended annual
savings of $98,283.00.
Motion and second by Aldermen Hartford/Carl, to accept the recommendation of the
City's Consultant Jerry Butts of IML Risk Management Association for Liability
insurance. Roll call. Ayes -Aldermen Fillingham, Carl, Harn, West, Hartford. Nays -
