PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Bob Molleck, Craig West, Larry Sarff, Elny Harn, Les Carl, Mary Fillingham, Rick Reed. Absent -None. MINUTES OF MAY 20, 2003 MEETING. Motion by Aldermen Molleck/Fillingham, the minutes of May 20, 2003 meeting be accepted and placed on file. Voice vote, motion carried unanimously. FISCAL YEAR BUDGET 2003-2004. Motion and second by Aldermen Sarff/Fillingham, to accept the Budget for Fiscal year 2003-2004. Roll call. AYES - Aldermen Reed, Fillingham, Harn, Sarff, West, Molleck, Hartford. NAYS -Alderman Carl. 7 AYES, 0 1 NAY, 0 ABSENT. Motion carried. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action Motion and second by Aldermen Hartford/West, to accept the low fuel bid from Quick Oil for Gas $1.1457 and plus B $.05; Diesel $1.0958, plus B $.05. Roll call. AYES - Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Gabby Days in the City of Canton will be held on June 21 & 22. The City will not pick up batteries, car parts, tires, and appliances. Any item left out will be picked up during the regular day of the Garbage pick up. Mayor Bohler thanked the Illinois River Correctional Center for allowing crews to clean up the highways running through town. Mayor Bohler said he appreciated the job they perform for the City. Lake, Buildings & Grounds. Council Action Motion and second by Aldermen Fillingham/Reed, to not accept the bids on the former City Hall at 210 East Chestnut from Suzanne Ginger, Charles A. Fitz-Hugh, and Edward Lowe. Discussion. Mayor Bohler mentioned that the City will look at other options at a later date. Voice vote, motion carried unanimously. 295 City Council meeting 6-0~-03 Motion and second by Aldermen Harn/Molleck, the approval of a proposal from Maurer Stutz Inc. to prepare bidding and contract documents for removal and disposal of sludge from the Water Treatment Plant lagoons at a cost $4,100. Roll call. AYES -Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler gave plaques to Peggy Buskirk and Bill Moore in appreciation for their years of service working for the City. Peggy was the Deputy City Clerk/Treasurer for 20 years, and Bill was a Meter Reader for the Water Department close to 16 years. Mayor Bohler congratulated Peggy and told her she was the backbone of the City all of her years employed here, Bill was told that Dennis Ronk who recently retired from the same department, will have a chair available for him on Dennis front porch. (Thank you both for enriching the lives of those you came in contact with. You will be missed for ever. Nancy) Motion and second by Aldermen Hartford/Sarff, to allow Jerry Butts from Cleveland Insurance to seek bids for the City's Liability and Property Insurance Coverage. Discussion. Jerry Butts said our present insurance carrier does not wish to renew the umbrella policy. The insurance market is still troubled. Jerry mentioned by the Illinois Municipal League desire to bid, the results would indicate even though different in coverage, a savings of $40,000 for both insurances. Alderman Sarff asked Jerry Butts the time frame involved here. Jerry mentioned that specs prior to June 15, as need to give at least 20 days. And bids come be July 15. Jerry said will be back prior to August 1. Applications for bidding will be given to the City as well. Voice vote, motion carried unanimously. Motion and second by Aldermen West/Hartford, the appointment of the Department t Heads, Superintendents, Full-time and Part-Time Employees of the City of Canton be confirmed. Roll call. OLD BUSINESS: ORDINANCE -FOR THE SALE OF LEASE BACK AND ACCESS EASEMENT BETWEEN THE CITY OF CANTON, AND CENTRAL ILLINOIS PUBLIC SERVICE COMPANY dba/AMEREN CIPS, FOR A PORTION OF CITY STORAGE AREA AT THE CITY GARAGE. Second reading, read by title. Motion and second by Aldermen Fillingham/Hartford, the ordinance be placed on its passage. Roll call. ORDINANCE - APPROVING A HIGHWAY AUTHORITY AGREEMENT BEWEEN THE CITY OF CANTON AN MS. JUDITH LARGENT-JETT, FOR A TIERED APPROACH TO CORRECTIVE-ACTION OBJECTIVES AGREEMENT. Second reading, read by title. Motion and second by Aldermen Hartford/Molleck, the ordinance be placed on its passage. Roll call. AYES -Reed, Fillingham, Carl, Harn, Sarff, West, Molleck, Hartford. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Ordinance being #1756. 296 City Council meeting 6-003 Fillingham/Reed, to send the ordinance back to Planning & Zoning. Voice vote, motion carried unanimously. ORDINANCE -ESTABLISHING "NO PARKING" ON BANYON DRIVE IN THE CITY OF CANTON, ILLINOIS. Second reading, read by title. Motion and second by Aldermen Sarff/West, the ordinance be placed on its passage. Roll call. AYES - Aldermen Hartford, Molleck, West, Sarff, Harn, Carl, Fillingham, Reed. RESOLUTION -APPROVING SPECIFIC SALARIES FOR THE VARIOUS DEPARTMENT HEADS, SUPERINTENDENTS, FULL TIME APPOINTIVE EMPLOYEES, AND PART TIME APPOINTIVE EMPLOYEES OF THE CITY OF CANTON. Second reading, read by title. Motion and second by Aldermen Molleck/Reed, the resolution be adopted maintaining the current salary of 2002-2003. Roll call.
