A regular meeting of the Canton City Council was held on March 18, 2003 in the Council
Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Craig West, Les Carl, Kevin Meade, Jo Anne Shores, Mary
Fillingham. Absent -None.
MINUTES OF MARCH 4TH, 2003 MEETING. Motion and second by Aldermen
Molleck/Fillingham, the minutes of March 4th, 2003 be accepted and placed on file.
Voice vote, motion carried unanimously.
BILLS FOR FEBRUARY. Motion and second by Aldermen Hartford/West, all bills
properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Meade,
Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion carried.
COMMITTEE REPORTS.
Finance.
Council Action
Motion and second by Aldermen Hartford/Molleck, the approval for pay estimate #3
from River City Demolition in the amount of $20,543.59 for the Drow Building
Demolition work completed through March 7, 2003, and to continue the retainage of 10%
in the amount of $9,472.81. Roll call. AYES -Aldermen Molleck, Hartford, Sarff,
West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.

COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler gave a plaque to
Superintendent Ralph Grimm, and commented to Ralph, that on behalf of the City of
City Council meeting March 18, 2003
Eastview School is one of only 16 schools in the entire state to be selected in 2003 for
blue ribbon school program honors. This nomination is a great achievement for the
students and teachers of Eastview School. This speaks highly of the quality education
system in our community. Eastview was nominated because of the students outstanding
performance during the last three years. I congratulate the school district, principal Kim
Bolkes, teachers and students. Mayor Jerry Bohler.
Boy Scout Troop Leader Dave House introduced his son John House who was present to
earn his citizenship merit badge. The troop sponsor is First Christian Church. John will
be writing a letter to one of the council members after tonight's meeting.
Mayor Bohler said he has received several calls of love ones be sent to serve our country.
Also was contacted by Ron & Sandy Howard as their beloved daughter was activated.
Our thoughts and our prayers go out to all of the service men and women. The VFW and
American Legion will be having something soon of a dedication program.
The Wesley United Methodist Church will have a prayer vigil at 12 noon on Wednesday
March 19th for the oncoming war with Iraq.

NEW BUSINESS:
RESOLUTION - CANTON PARK DISTRICT TRIATHLON AUGUST 2, 2003.
First reading, read by title. Motion and second by Aldermen Hartford/Sarff, the
resolution be adopted. Roll call. AYES -Aldermen Fillingham, Shores, Meade, Carl,
West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried. Resolution being #3648.
ORDINANCE -AMENDING THE MUNICIPAL CODE OF THE CITY OF
CANTON BY THE ADDITION OF ARTICLE 3/CHAPTER 23, IMPOSING A
SIMPLIFIED MUNICIPAL TELECOMMUNICATIONS TAX. First reading, read
by title. Mayor Bohler said, he spoke about this in committee last week that this has to be
passed by April 1 ~ to receive funds by October. If council wants to support the ordinance
it will have to be passed on first reading. The ordinance does state the percentage will be
5%. We do not know what amount of funds will come from this. The phone company
figured an average phone bill being $25.00, the City of Canton would receive $15.00 a
year. We need to fmd a way to keep from raising property taxes. Alderman Sarff asked
when is the next period can be activated? Mayor Bohler said, October.
City Treasurer Patty Beaird Franzoni commented, I'm not for any tax increases, but we
are behind in our income tax and our sales tax by $268,000.00. The only way we have
been able to be in line with our budget, we have had other revenue coming in. The point
is these are only one time payments. We have approved a $280,000.00 budget. Our
workman's comp has double, our payroll will go up 3%, our health insurance went up
last year 12% and will again this year.
City Council meeting March 18, 2003
Mayor Bohler - it was explained that we have expenditures of $5.8 million, and only
receive income revenues of $4.9 million. We will end up with a balanced budget. The
department heads will have to cut a lot out of their budgets. We had discussion last week
about this ordinance, and this was never brought up.
Alderman Meade - he wants to see the school district in this, and other taxing bodies that
are out there.
.- Mayor Bohler said he was all for these taxing bodies being exempt.
Alderman Carl said he voted against the ordinance last time, but will support this time, if
exemption of senior citizens, I want to save one job or more.
Motion and second by Aldermen West/Molleck, to suspend the rules to pass the
ordinance on first reading. Roll call. AYES -Aldermen Molleck, West, Carl,
Fillingham, Mayor Bohler. NAYS -Aldermen Hartford, Sarff, Meade, Shores. 5 AYES,
4 NAYS, 0 ABSENT. Motion defeated.
ADJOURNMENT. Motion and second by Aldermen Molleck/Hartford, to adjourn.
Voice vote, motion carried unanimously. The regular scheduled council meeting
adjourned at 6:58 p.m.
