A regular meeting of the Canton City Council was held on February 18, 2003 in the
Council Chambers at the Historic Depot, 50 North 4~" Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Bob Molleck, Jim
Hartford, Larry Sarff, Craig West, Les Carl, Kevin Meade, Jo Anne Shores, and Mary
Fillingham. Absent -None.
rr.. MINUTES OF FEBRUARY 4TH, 2003 MEETING. Motion and second by Aldermen
Molleck/Hartford, the minutes of February 4`", 2003 be accepted and placed on file.
Voice vote, motion carried unanimously.
BILLS FOR JANUARY. Motion and second by Aldermen Hartford/Sarff, all bills
properly approved be paid. Roll call. AYES -Aldermen Fillingham, Shores, Meade,
Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT.
Motion carried.
COMMITTEE REPORTS.
Finance.
Council Action
Motion and second by Aldermen Hartford/Sarff, to allow the purchase of a pipe locator
from National Water Works, in the amount of $3,200. Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Fillingham, to approve of the purchase of a
Dnya-Fog Typhoon 1 Ultra Low Volume Applicator for $8,000; and pesticides of
Pyethrin for $10,000, and Larvicides for $4,000, for mosquito abatement. Discussion.
Alderman Carl asked if this issue could be referred back to committee, as Alderman Carl
said he wants to do more investigation. Mayor Bohler mentioned that Clif has met with
the state and county health departments, and 2 employees have had training, 2 more will
have training, and Clif has done a lot of research. Clif O'Brien said, what I have said, at
the committee meeting last week stands. What we can do is house cleaning. Alderman
Carl said, someone told him, its just the opposite of what Clif has said, as spraying is not
that good. Clif said he has talked with Dr. Novak from the Illinois Public Health and
believes he knows what is needed to rid the town of mosquitoes. Mayor Bohler stated
that other towns are spraying, and they did not go into this without investigating it first.
Alderman Hartford said, this is very important that we get started on this right away.
Alderman Sarff asked Clif if this could wait for 2 weeks, and Clif said it could.
Alderman Hartford/Fillingham motion and second withdrawn. Voice vote, motion
carried unanimously.
Motion and second by Aldermen Meade/Shores, to send the consideration of mosquito
abatement to the Public Safety Committee. Voice vote, motion carried unanimously.
Motion and second by Aldermen Hartford/West, to approve of the fmal pay request of
#13 from Leander Construction on the Filter Project in the amount of $5,000.00. Roll
call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford,

COMMUNICATIONS FROM MAYOR BOHLER. Colin Edwards from Maurer
Stutz spoke to the council about change order #2 from River City for the demolition of
the Drow Building, and also, pay request #2 from River City on the demolition of the
Drow Building. And retainage of 10% ($7,190.19) of the total amount of work
completed through January 16, 2003, should be withheld. Colin said the demolition went
fairly well. In the process of finishing up the wall, Clif O'Brien, Colin Edwards and
David Maurer observed structure problems. The area of the common wall between the
roof joists and the roof line is in very poor condition. The wall structure at this location
is unstable due to loose mortar (having the consistency of dust), from a foot to 18 inches
below the roof line. The contractor on the project had asked for an opinion. It was
determined this is above and beyond the contract, and does need to be done or there will
be potential problems. Also additional water proofmg, and more cleanup than was
anticipated was done. The change order will increase the Contract Price $18,831.66 and
will have to have extension of the Contract Time to March 22, 2003 as revised
completion date. And a reasonable time frame completion of grading work with a date of
April 17, 2003. The grading work is due to weather conditions.
The $18,831.66 to the contract is for the following...sand & gravel $425.81; laborer and
few supplies $701.85; removing brick, adding mortar, tuckpointing, waterproofing
$16,414.00; removing plaster and wallpaper, materials and labor $1,290.00.
Motion and second by Aldermen Sarff/Molleck, to approve of a change order #2 in the
amount of $18,831.66 to River City Demolition for the Drow Building demolition. Roll
call. AYES -Aldermen Molleck, Hartford, Sarff, West, Carl, Meade, Shores,
Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried
unanimously.
Motion and second by Aldermen Hartford/Sarff, to approve of pay request #2 in the
amount of $21,570.57 to River City Demolition for the Drow Building demolition. Roll
call. AYES -Aldermen Fillingham, Shores, Meade, Carl, West, Sarff, Hartford,
Molleck. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried unanimously.
Motion and second by Aldermen Meade/Molleck, the appointment of Matt Johann as a
paid on-call firefighter be confirmed. Discussion. Fire Chief John Stanko said this
makes the on-call positions up to authorized strength. Roll call. AYES -Aldermen
Molleck, Hartford, Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8
AYES, 0 NAYS, 0 ABSENT. Motion carried.
Mayor Bohler commented that effective immediately there is a temporary halt on all
promotions, hiring, and purchases of non-emergency vehicles. Last week was informed
the City of Canton will receive $300,000 less in funding from the State. The City is not

Mayor Bohler thanked the Public Works department on the recent snow removal, and
commended them for the great job. Citizens can contact their aldermen if they felt they
have been missed. Alderman Meade said there is a lot of snow pilled up in front of the
city building. Clif said the snow will be removed tomorrow.
OLD BUSINESS:
ORDINANCE -AUTHORIZING THE TRANSFER OF FUNDS FROM THE
WORKING CASH FUND TO THE HEALTH CARE FUND, AND DIRECTING
THE CITY TREASURER TO MAKE TRANSFERS AS HEREIN SET FORTH.
Second reading, read by title. Motion and second by Aldermen Sarff/Hartford, the
ordinance be placed on its passage. Roll call. AYES -Aldermen Fillingham, Shores,
Meade, Carl, West, Sarff, Hartford, Molleck. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried. Ordinance #1749.
NEW BUSINESS:
Alderman Meade mentioned the "Midwest Living Magazine" this month has a picture of
the `Palm Cafe' of Canton. This is nice to see our town listed.
EXECUTIVE SESSION -NEGOTIATIONS, GRIEVANCE & PERSONNEL -
POLICE CONTRACT. Motion Hartford/West, to go into executive session to discuss
negotiations of the Police Contract. Roll call. AYES -Aldermen Molleck, Hartford,
Sarff, West, Carl, Meade, Shores, Fillingham. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
The regular scheduled Council meeting reconvened into executive session at 6:59 p.m.
The Executive Session minutes of Negotiations are not video taped nor minutes taken, as
this is not required by law.
ADJOURNMENT. Motion and second by Aldermen Molleck/Hartford, to adjourn.
Voice vote, motion carried unanimously. The regular scheduled council meeting
adjourned at 6:53 p.m.

Chambers at the Historic Depot, 50 North 5`h Avenue, Canton, Illinois. (The regular
meeting night was April 1, but due to election of Aldermen in all four wards, the meeting
was changed to Apri12.)

Motion and second by Aldermen Shores/Meade, to accept the low bid submitted by
A.E.H. Construction Inc. for the Main Street & Elm Street intersection in the amount of
$79,779.86 of MFT funds, and recommended by Maurer Stutz Inc. Discussion. Mayor
Bohler commented that some people think the city can use MFT funds for any personal
use out of the general fund. The MFT funds is stated to be used on street repairs only.

Molleck. NAYS -None. Motion carried.
