A regular meeting of the Canton City Council was held on January 21, 2003 in the
Council Chambers at the Historic Depot, 50 North 4`" Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Boher asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Larry
Sarff, Craig West, Les Carl, Kevin Meade, Jo Anne Shores. Absent. -Aldermen Bob
Molleck is out of town and due back tomorrow. Mary Fillingham has illness of a family
member.
MINUTES OF JANUARY 7TH, 2003 MEETING. Motion and second by Aldermen
Sarff/Hartford, the minutes of January 7`h, 2003 be accepted and placed on file. Voice
vote, motion carried unanimously.
BILLS FOR DECEMBER. Motion and second by Aldermen Hartford/Shores, all bills
properly approved, be paid. Roll call AYES -Aldermen Shores, Meade, Carl. West,
Sarff, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
COMMITTEE REPORTS:
Finance.
Council Approval
Motion and second by Aldermen Hartford/Sarff, to approve the high bid from United
Paving & Construction for purchasing the City's 1992 Ford LN 8000 dump Truck in the
amount of $8,052.00. Roll call. AYES -Aldermen Hartford, Sarff, West, Carl, Meade,
Shores. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Shores, to approve the low quote from
Topline Auto Parts, to rebuild an engine in a 1993 Ford F-150, in the amount of $1,297,
plus shipping, for the Water Treatment Department. Roll call. AYES -Aldermen -
Shores, Meade, Carl, West, Sarff, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Meade, to approve renewing the Service
Utility Agreement from Badger Meter for the meter reading system software (Connect),
and the meter reading hardware (Mini Mobile), in the amount of $600 for the software
and $2,500 for the hardware. Roll call. Aldermen Hartford, Sarff, West, Carl, Meade,
Shores. Nays - None. 6 AYES, 0 NAYS, 1 ASBENT. Motion carried.
Motion and second by Aldermen Hartford/Carl, to approve of sending firemen Lt Tom
Shubert & Fire Fighter Tony Plumer, to attend the Fire Department Instructors
Conference for 3 days from March 31 through April 5, at a cost of $1,500 in Indianapolis,
Indiana. Roll call. AYES -Aldermen Shores, Meade, Carl, West, Sarff, Hartford.
NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.

Motion and second by Aldermen West/Sarff, to approve of the Residential Sidewalk
Program for this summer, and using $5,000 of MFT funds. Roll call. AYES -Aldermen
Shores, Meade, Carl, West, Sarff, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.

COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler offered his
sympathy to former mayor Don Edwards at the death of his mother. Visitation is
Tuesday at Murphy-Sedgwick Memorial Home from 5 to 7:00 p.m. The funeral is
Thursday at 10:00 a.m.
OLD BUSINESS:
ORDINANCE -PROVIDING FOR THE MANNER OF SALE OF CERTAIN
REAL PROPERTY OWNED BY THE CITY. (The former City Hall at 210 East
Chestnut, Street.) Second reading, read by title. Motion and second by Sarff/Shores,
the ordinance be placed on its passage. Roll call. AYES -Aldermen Hartford, Sarff,
West, Carl, Meade, Shores. NAYS -None 6 AYES, 0 NAYS, 2 ABSENT. Motion
carried. Ordinance being #1748.
NEW BUSINESS:
None.
ADJOURNMENT. Motion and second by Aldermen Hartford/West, to adjourn. Voice
vote, motion carried unanimously. The regular scheduled meeting adjourned at 6:40 p.m.
