HomeMy WebLinkAbout01-07-03 Canton City Council264 A regular meeting of the Canton City Council was held on January 7th, 2003 in the Council Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Jerry Bohler asked for roll call at 6:30 p.m. Present -Aldermen Jim Hartford, Larry Sarff, Craig West, Les Carl. Jo Anne Shores, Mary Fillingham. Absent - Aldermen Molleck on vacation and Alderman Kevin Meade was out of town on business. MINUTES OF DECEMBER 17th, 2002 MEETING. Motion and second by Aldermen Hartford/West the minutes of December 17th, 2002 be accepted and placed on file. Voice vote, motion carried unanimously. APPOINTMENT OF BARBARA BRYANT AS DEPUTY CLERK. Motion and second by Aldermen West/Carl, the appointment of Barbara Bryant be confirmed. Discussion. The current Deputy Clerk Peg Buskirk will officially retire on June 20th Her fmal date of work will be March 21, 2003. Barbara Bryant will not become the deputy clerk until June 20, 2003 when Peg retires. Voice vote, motion carried unanimously. COMMITTEE REPORTS: None. COMMUNICATIONS FROM MAYOR BOHLER. Motion and second by Aldermen CarUSarff, the appointment of Clif O'Brien as Public Works Director, George Spahn Street Superintendent, Bill Terry Superintendent of System Maintenance, Joe Carruthers Superintendent of Wastewater Treatment Plant, and Greg Pollitt Superintendent Water Treatment Plant be confirmed. Roll call. AYES -Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. (Congratulations to each of you on your promotions! Nancy.) ~ Paid On-Call Fire Fighter. Motion and second by Aldermen Hartford/Sarff, the appointment of Zack McClaren as paid on-call fireman be confirmed. Discussion. Fire Chief John Stanko said that Zack has met all of the requirements for this position and someday wants to be a full time fireman. Voice vote, motion carried unanimously. Motion and second by Aldermen Hartford/Sarff, to approve the pay request from River City Demolition in the amount of $43,141.14, (Tif funds) and retaining 10% for the total amount of work completed through January 3, 2003. (This information was provided by Colin Edwards of Maurer Stutz.) Roll call. AYES -Aldermen Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Sarff/Hartford, to allow the Cpa firm of Hocker/Fitzjarrald to assist the city treasurer in reconciling the city accounts for 20 hours or maximum of $800.00. Roll call. The Canton Heritage Committee has distributed posters for the upcoming event at the Historic Depot on Sunday January 19~' at 1:30 p.m. with Peter Ellertsen, doing songs and stories from the 1800's that were poplar in Illinois. OLD BUSINESS: ORDINANCE - AN ORDINANCE #1697 TO ADOPT THE 2002 ACCUMULATIVE SUPPEMENTS FOR THE 2000 INTERNATIONAL CODES FOR THE CITY OF CANTON, ILLINOIS. Second reading, read by title. Motion and second by Aldermen CarUShores, the ordinance be placed on its passage. Roll call. AYES -Aldermen Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS -None. 6 AYES, 0 NAYS 2 ABSENT. Motion carried. Ordinance being #1746. NEW BUSINESS: ORDINANCE -ABATING ALL OF THE BOND LEVY FOR THE 2002-2003 FISCAL YEAR ($1,150,000 PRINCIPAL AMOUNT ALTERNATE REVENUE BONDS SERIES 2002). First reading, read by title. Motion and second by Aldermen Hartford/West, to suspend the rules to pass the ordinance on first reading. Discussion. Mayor Bohler mentioned that this ordinance was passed on December 17, 2002, but since then we found the figures were in correct. The ordinance now has the correct figures. Voice vote, motion carried unanimously. Motion and second by Aldermen CarUHartford, to place the ordinance on its passage. Roll call. AYES -Aldermen Fillingham, Shores, Carl, West, Sarff, Hartford. NAYS - None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Ordinance being #1747. ~ ORDINANCE -PROVIDING FOR THE MANNER OF SALE OF CERTAIN REAL PROPERTY OWNED BY THE CITY OF CANTON, FULTON COUNTY, ILLINOIS. First reading, read by title. Mayor Bohler explained this is to sell the old city building at 210 East Chestnut Street. The bids will be opened on February 25`h RESOLUTION -APPROVING THE RETIREMENT OF BILL MOORE. First reading, read by title. Motion and second by Aldermen Sarff/Hartford, the resolution be adopted. Roll call. AYES -Aldermen Hartford, Sarff, West, Carl, Shores, Fillingham. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Resolution being #3643. RESOLUTION -APPROVING A SPECIFIC SALARY FOR THE PUBLIC WORKS DIRECTOR AND SUPERINTENDENTS UNDER HIS DIRECTION. First reading, read by title. Motion and second by Aldermen West/Hartford, the resolution be adopted. Roll call. AYES -Aldermen Fillingham, Shores, Carl, West, Sarff, Fillingham. Ron said a meeting had been held last Monday, and they are working on a coordinating a program. ADJOURNMENT. Motion and second by Aldermen Hartford/West, to adjourn.
