A regular meeting of the Canton City Council was held on November 16, 2004 in the
Council Chambers at the Historic Depot, 50 North 4`~ Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary
Fillingham, Bob Molleck, Elny Harn, Les Cazl, Jim Hartford, Rick Reed. Absent -
None.
MINUTES OF NOVEMBER 2, 2004 COUNCIL MEETING. Motian and second by
Aldermen Hartford/West, -the minutes of November 2, 2004, be accepted and placed on
file. Voice vote, motion cazried unanimously.
BILLS FOR OCTOBER. Motion and second by Aldermen Hartford/Harn, all.. bills
properly approved be paid, with an additional bill from Graham Hospital in the amount of
$6,267.77 for Health & Wellness of the members of the Fire Department, .of-which 90%
will be reimbursed from grant funds. Roll call. AYES -Aldermen West, Reed,
Hartford, Cazl, Harn, Molleck, Fillingham, Sazff. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
COMMITTEE REPORTS.
Finance.
Council.Action
Motion and second by Aldermen Hartford/Cazl, to allow the approval for the fire
department to purchase (1) coat and (1) trouser of protective equipment from
GlobaUMES in the amount of $1,678.34. Roll call. AYES -Aldermen Sazff,
Fillingham, Molleck, Harn, Carl, Hartford, Reed, West. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Sarff, to accept the renewal with the Illinois
Municipal League Risk Management Association of a 3% increase making the total. cost
$351.888 for all coverage and paying %2 at this time of $179,462.88. Roll call. AYES -
Aldermen West, Reed, Hartford, Cazl, Haze, Molleck, Fillingham, Sarff. NAYS -None.
8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Harn, to approve payment No. 3 to N. E.
Finch for $83,700.00 for work completed through October 20, 2004 at the IH site for
asbestos removal of the west side. Roll call. AYE5 -Aldermen Sazff, Fillingham,
Molleck, Harn, Carl, Hartford, Reed, West. NAYS -None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Motion and second by Aldermen HartfordlReed, to approve Maintenance #1 for applying
Hot Sand Seal Coat from United Paving & Construction in the amount of $241,000.00
from' MFT fund. Roll call. AYES -Aldermen West, Reed, .Hartford, Cazl, Harn,
Molleck, Fillingham, Sazff. NAYS -None. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
Motion and second by Aldermen Hartford/West, to approve of the changes that have

Motion and second by Aldermen HartfordfCazl, the resolution be placed on its passage in
the amount of $14,000 under the Maintenance Program. Roll call. AYES -Aldermen
Sarff, Fillingham, Moheck, Harn, Carl, Hartford, Reed, West. NAYS -None. 8 AYES,
0 NAYS, 0 ABSENT. Motion carried.
Motion and second by Aldermen Hartford/Harn, to approve of the expenditure for Motor
Fuel Tax Funds. Roll call. AYES -Aldermen 'West,- Reed; H~.rtfbrd, Carl; Harn,
Moheck, Fillingham, Sazff. NAYS -None.. 8 AYES, 0 NAYS, 0 ABSENT. Motion
carried.
Legal & Ordinance.
Council Action
Motion and second by Aldermen Fillinghatn/Sarff, to allow the mayor to sign EPA
Agreements that would allow Bryan Kinney to pay special tap on fees to hook on to the
existing water line. Roll call. AYES -Aldermen Sarff, Fillingham, Molleck, Hann,
Carl, Hartford, Reed, West. NAYS -None. 8 AYES, 0 NAYS, U ABSENT. Motion
carried.
Alderwoman Mary Fillingham thanked Alderman West for handling her committee
meeting last week. She also thanked the members of council who remembered her
family at the death of her mother-in-law.

COMMUNICATIONS FROM MAYOR BOHLER. Cliff O'Brien gave an update on
the Leaf Program. Cliff mentioned that Monday's pick up is complete. Tuesday's pick
up is about finished. Friday's route will be December 6.
OLD BUSINESS:
Alderman Carl asked if the money had been received from Vic Mason. City .Attorney
Ron Weber mentioned that a check for $45,000 was received from the Masons and this
does resolve the issue, and the money was placed in the TIF Fund.

The regular scheduled council meeting convened at 6:42 p.m. for an Executive Session.
The executive Session is on file in the city clerk's office for review.
Adjournment. Motion and second by Aldermen Molleck/Hartford, to adjourn. Voice
vote, motion carried unanimously. The regular scheduled council meeting adjourned at
