A regular meeting of the Canton City Council was held on November 2, 2004 in the
Council Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Sarff, Fillingham,
Molleck, Carl, Hartford, Reed, West. Absent -Alderman Harn.
MINUTES OF OCTOBER 19, 2004 MEETING. Motion and second by Aldermen
Sarff/Hartford, the minutes of October 19, 2004 be accepted and placed on file with
corrections on page 3. The numbers of the Ordinance for Treasurer should be #1818 an
the Ordinance for Aldermen should be #1819. Voice vote, motion carried unanimously.
COMMITTEE REPORTS:

Informational. Public Works Director Cliff O'Brien mentioned that leaf pick up will
begin the week of November 8, 2004. They will pick up leaves on Mondays garbage
route, the following week November 15, Tuesday's route, November 22, Wednesday's
R route, November 29, Thursday's route, December 6, Friday's route.

Insurance Committee recommendation on Health insurance. City Treasurer Patty
Franzoni gave the following report. The Insurance Committee had met on October 25th
to discuss the current financial condition of the fund and the causes for the large deficit.
Patty said they recommended a higher co-pay for the use of the drug card. If the
increased had been enforced this fiscal year she felt the fund would have saved
$20,000.00.
The following three recommendations are from the Insurance Committee. 1. The

Patty further stated that the TPA (Third Party Administrator) and HCH have set up a
meeting for November 12 to analysis these cost.
Motion and second by Aldermen Sarff/Reed, Patty Franzoni to have the TPA come to the
next committee meeting for discussion after the Clerical Committee Meeting. Voice
vote, motion carried unanimously.
Alderman Carl felt council should have greater input on the Insurance Committee.
Mayor Bohler said that is a good idea!
Alderman Sarff said an Executive Session will be needed for Personnel of a Grievance
for the next committee meeting.
COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler said he has had
about 50 calls out of a possible resignation. He mentioned that he was not being
transferred to another prison and was not resigning Mayor Bohler felt the rumors were
started by a candidate for mayor. Mayor Bohler stated "would you want them sitting in
this seat if you can't trust them.
OLD BUSINESS:
ORDINANCE -ANNEXING AND RE-ZONING CERTAIN TERRITORY TO
THE CITY OF CANTON, FULTON COUNTY, ILLINOIS BELONGING TO
KENNETH & DIXIE WALDROP, AND LOCATED AT 18 MARLEE DRIVE,
CANTON, ILLINOIS. Second reading, read by title. Motion and second by
Aldermen Molleck/Reed, the ordinance be placed on its passage. Roll call. AYES -
Aldermen West, Reed, Hartford, Carl, Molleck, Fillingham, Sarff. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1820.
NEW BUSINESS:
Alderman Carl mentioned the IH site looks nice with the trailers removed from the area.
Alderman Carl asked about restitution from owner Don Inman? City Attorney Ron
Weber mentioned that the final bill has not been received.
Alderman Sarff asked about the lawsuit on the trailers in the Industrial Park (owned by
Don Inman)? City Attorney Ron Weber mentioned that it is still pending in court, with
not much action at this time.
Adjournment. Motion and second by Aldermen Molleck/Hartford, to adjourn. Voice
vote, motion carried unanimously. The regular scheduled council meeting adjourned at
6:44 p.m.
