PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sazff, Mary Fillingham, Elny Harn, Les Cazl, Jim Hartford, Rick Reed. Absent -Bob Molleck, Craig West. (Bob was out of state, and Craig was in the hospital.) MINUTES OF AUGUST 3, 2004 COUNCIL MEETING. Motion and second by Aldermen Haztford/Reed, the minutes of August 3, 2004 council meeting be accepted as printed and placed on file. Voice vote, motion carried unanimously. TREASURER'S REPORT. City Treasurer Patty Beaird Franzoni explained that her report stands. She wanted council to know that money going into different funds has been rectified. Also she stated that the City Council should keep a watchful eye on the Health Care Fund as it shows that it is in the arrears of $319,539.00. BILLS FOR JULY. Motion and second by Aldermen Hartford/Cazl, to approve the bills as presented for payment. Discussion. Alderman Hartford said he noticed that bills from Ameren Cips & US Cellulaz shows (AD) automatic debit after them and he appreciates having that done. Roll call. AYES -Aldermen Reed, Hartford, Carl, Harn, Fillingham, Sazff. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen Hartford/Cazl, the approval to replace three Ford Crown Victoria squad cazs for the patrol division in the amount of $53,958.00. Discussion. Police Chief Don Edwazds explained that he took another look at the fleet and said he does not look forwazd with a caz having 87,000 miles making it the unmazked caz for the department. Don said he will come back next yeaz wanting to replace three other squad cazs. The cars in the police department do not have highway mileage, its all town mileage, and they idol a lot, each caz will have added 2,500 miles each month. Trade in allowance will be given of $3,300 for the 2001's and $800 for the 1998 from Landmazk Ford for the three vehicles, so I'm asking to replace all three. Alderman Sarff remarked that this is what he was looking for in a presentation. I did not want to presumed that everything on this was preapproved or taken for granted. Alderman Cazl asked Don if he had checked locally on a price. Don said he had not as the State Bid price makes it not feasible to compete. Mayor Bohler asked Alderman Sazff what he meant by preapproved? Alderman Sazff answered, it seemed to him that it was taken for granted or approved before hand. Mayor Bohler asked the council members if they had received -any calls on the vehicle purchased being preapproved. The council members did not respond to the question. Roll call. AYES -Aldermen Sazff, Fillingham, Harn, Cazl, Haztford, Reed, West. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion cazried unanimously. Motion and second by Aldermen Hartford/Hazn, to allow waiving of bids for diagnostic `--`'--- -rrT__i~t ~~~_~i----- r---`~-- r_--- ~------`------~ r_n __ii A~mcr ~u-------- r--~ 393 Council meeting of August 17, 2004 Motion and second by Aldermen Hartford/Sarff, to approve of doing in-house the cleaning of the water pipes with high quality pressure hose and nozzles to get rid of the rust from the lines on Van Dyke Drive, in the amount of approximately $8,500 to $9,000. Discussion. Cliff O'Brien further added that the water is to be shut off in each home from 8 to 5 p.m. starting Monday August 23. Each homeowner will be notified of the work that is to be done next week. Alderman Reed asked about older pipes in town if checked recently for the same problems. Cliff said that West Walnut was checked for other reasons recently and so was Robinson Court and their pipes were okay. Roll call. AYES -Aldermen Reed, Hartford, Carl, Harn, Fillingham, Sarff. Council Action None. Informational. Alderman Sarff said he received calls about job openings in Public Works Department and the Police Department. Mayor Bohler answered that applications are being taken for Public Works Department and the Police Department will be asking to replace one police officer and one telecommunicator next month. Mayor Bohler added, there were no new hires while the Resolution for the Hiring Freeze was in affect. COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler reminded everyone that school is opening tomorrow and to watch out for the kids. Also Mayor Bohler reminded everyone of a "Memory Walk" for August 28 at 9:00 a.m. for the Alzheimer Association at Wallace Park. Public Works Director Cliff O'Brien gave an update on the IH site. Three excavators are on the job for sheering steel, another will be added during the week. A total of 99% of the asbestos has been removed, and what is in the roofs of two buildings will be removed at the time when they are brought down. City Attorney Ron Weber mentioned about the Resolution that was to be drafted for `Santas Friends' to have a poker run for August 21 is not needed. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Ordinance being #1808. ORDINANCE -PROVIDING FOR A STOP SIGN AT THE INTERSECTION OF AVENUE B AND WEST MYRTLE STREET. NEW BUSINESS: RESOLUTION -CANTON HIGH SCHOOL STUDENT SENATE COUNCIL HOMECOMING PARADE ON OCTOBER 1, 2004 AT 3:30 P.M. First reading, read by title. Motion and second by Aldermen Reed/Hartford, the resolution be adopted. Roll call. AYES -Aldermen Reed, Hartford, Carl, Harn, Fillingham, Sarff. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
