A regular meeting of the Canton City Council was held on July 6, 2004 in the Council
Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.

Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary
Fillingham, Bob Molleck, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent -
Alderman Elny Harn.

MINUTES OF JUNE 15, 2004 COUNCIL MEETING. Motion and second by
Aldermen Fillingham/Molleck, the minutes of June 15, 2004 be accepted and placed on
file. Voice vote, motion carried unanimously.

COMMUNICATIONS FROM MAYOR BOHLER. Mayor Bohler thanked the
citizens for their support on the passage of the %2 of 1% sales tax at the Special Election
held on June 29, 2004. Mayor Bohler reported the sales tax won by a good margin.
Mayor Bohler also thanked those working the fire works for all their hard work and
dedication, and to all the contributors that made this July 4th another spectacular event.

ORDINANCE -APPROPRIATION ORDINANCE FOR THE FISCAL YEAR
BEGINNING MAY 1, 2004 AND ENDING APRIL 30, 2005. Second reading, read

ORDINANCE -APPROVING THE REDEVELOPMENT PLAN AND PROJECT
FOR THE INTERNATIONAL HARVESTER SITE REDEVELOPMENT
PROJECT AREA. Second reading, read by title. Motion and second by Aldermen
Molleck/Fillingham, the ordinance be placed on its passage. Roll call. AYES -
Aldermen West, Reed, Hartford, Carl, Molleck, Fillingham, Sarff. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance #1806.
ORDINANCE -ADOPTING TAX INCREMENT FINANCING FOR THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS, IN CONNECTION WITH THE
DESIGNATION OF THE INTERNATIONAL HARVESTER SITE
REDEVELOPMENT PROJECT AREA. Second reading, read by title. Motion and
second by Aldermen West/Hartford, the ordinance be placed on its passage. Roll call.
AYES -Aldermen Sarff, Fillingham, Molleck, Carl, Hartford, Reed, West. NAYS -
None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1807.
NEW BUSINESS:
CANVASS OF VOTES. We, the undersigned members of the canvassing board do
hereby certify that on July 6. 2004, we canvassed the returns of the election held on June
29~', 2004, and do proclaim that a total of 913 voters requested and received ballots and
we do further certify that the following Question of Public Policy did receive the number
of votes herein recorded.

NO 358
We further certify that this was a Special Election to supplement an election held on
March 16, 2004. The Circuit Court ordered that the Special Election be held and the
totals from the Special Election be added to the votes approved by the court from the
March 16, 2004 election being
YES 698, * NO 679. The final vote being YES 1253, * NO 1037.
The asterisk (*) denotes the winner.

RESOLUTION - APPROVING A CONTRACT BETWEEN ENVIRONMENTAL

RESOLUTION -FOR THE CANTON FRIENDSHIP FESTIVAL ASSOCIATION
TO HOLD A PARADE ON SATURDAY SEPTEMBER 18, 2004. First reading,
read by title. Motion and second by Aldermen West/Reed, the resolution be adopted.
Roll call. AYES -Aldermen West, Reed, Hartford, Carl, Molleck, Fillingham, Sarff.
NAYS -None. 7 AYES 0 NAYS, 1 ABSENT. Motion carried. Resolution being
#3698.
EXECUTIVE SESSION -PURPOSE OF NEGOTIATIONS, GRIEVANCE &
PERSONNEL -PUBLIC WORKS CONTRACT. Motion and second by Aldermen
Fillingham/Sarff, to go into Executive Session to discuss the Public Works Contract.
Roll call. AYES -Aldermen Sarff, Fillingham, Molleck, Carl, Hartford, Reed, West.
NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
The regular scheduled council meeting convened into executive session at the time of
6:42 p.m.
The minutes of the Executive Session for discussion of Public Works Contract are on file
in the office of the city clerk for review.
The executive session adjourned into open session at 7:03 p.m.
Adjournment. Motion and second by Aldermen Molleck/Reed, to adjourn. Voice
vote, motion carried unanimously. The regular scheduled council meeting adjourned at
7:04 p.m.

TREASURER'S REPORT. Motion and second by Aldermen Hartford/Cazl, to accept
the Treasurer's Report. Discussion. City Treasurer Patty Beaird Franzoni mentioned
that on the report there was posted twice the amount of $77,000 for the Water/Sewer
Fund. Voice vote, motion carried unanimously.
BILLS FOR JUNE. Motion and second by Aldermen Hartford/Cazl, all bills properly
approved be paid. Roll call. AYES -Aldermen West, Reed, Hartford, Carl, Harn, Sazff.
NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.

Motion and second by Aldermen Hartford/Hazn, to approve of low bids from Praxair and
Ulrich Chemical, Inc. (Praxair for only Liquid Carbon Dixiode and (CO2), and Ulrich
Chemical, Inc awazded all the other chemicals.) Roll call. AYES -Aldermen Sazff,
Harn, Cazl, Hartford, Reed, West. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT.
Motion carried.
Motion and second by Aldermen Hartford/West, the FY 2005 WIRC (Western Illinois
Regional Council) membership fee for the 2000 population of 15,288 x per capita =
$7,644.00, be approved. Roll call. AYES -Aldermen West, Reed, Hartford, Carl,
Harn, Sazff. NAYS -None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried.
