A regular meeting of the Canton City Council was held on June 1, 2004 in the Council
Chambers at the Historic Depot, 50 North 4th Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary
Fillingham, Bob Molleck, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West.
Absent -None.
MINUTES OF MAY 18, 2004 COUNCIL MEETING. Motion and second by
Aldermen Molleck/Hartford, the minutes of May 18, 2004 to be placed on file as
presented. Voice vote, motion carried unanimously.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
None.
Informational. The Bicycle Auction and other excessive items of the City's will be held
on June 26th at the Parking Lot of the Fire Department at 101 North First Avenue.
Streets & Garbage.
Council Action
Motion and second by Aldermen CarUSarff, to accept the low bids for gasoline and
diesel fuel for June, July & August, from Quick Oil Company for Diesel of $1.4025; and
Sunrise Ag Service Company for Gasoline of $1.6670. Roll call. AYES -Aldermen
West, Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sarff. NAYS -None. 8 AYES,
0 NAYS, 0 ABSENT. Motion carried.

COMMUNICATIONS FROM MAYOR BOHLER. Police Chief Don Edwards
reviewed the bids for the Livescan system and is recommending the low bid from ID
Networks bid of $17,725. The three options that Don would like to purchase, and should
be covered by the grant, are the second year maintenance agreement ($3,195), the 17"
touch screen monitor ($1,195) and the Image Net Photo Management software (4,995).

Mayor Bohler said we want too request, that there was an resolution omitted from the
agenda and if the council would not have a probably adding it to the adgenda. Motion
and second by Aldermen Sarff/Hartford, to add to the agenda a Request for
Expenditure/Authorization of Motor Fuel Tax in the amount of $86,500. Voice vote,
motion carried unanimously.
REQUEST -FOR EXPENDITURE/AUTHORIZATION OF MOTOR FUEL TAX
FUNDS IN THE AMOUNT OF $86,500. First reading, read by title. Motion and
second by Aldermen Molleck/Harn, the resolution be adopted. Roll call. AYES -
Aldermen Sarff, Fillingham, Molleck, Harn, Carl, Hartford. Reed, West. NAYS -None.

RESOLUTION -FOR TEMPORARY CLOSURE OF ASTATE-MAINTAINED
ROADWAY FOR A PUBLIC EVENT. (LAWN MOWER POKER RUN
SATURDAY JUNE 5, 2004.) First reading, read by title. Motion and second by
Aldermen Molleck/Sarff, the resolution be adopted. Roll call. AYES -Aldermen West,
Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sarff. NAYS -None. 8 AYES, 0
NAYS, 0 ABSENT. Resolution being #3693. (Randy Williams ask to have the
Resolution changed to June 12, 2004 as the Relay for Life is on June 5. I have done as he
requested before I sent to IDOT for their approval to cross state routes. City Clerk Nancy
Whites.)

Voice vote, motion carried unanimously. The regular scheduled council meeting
adjourned at 6:55 p.m.

Mayor Bohler apologized to Linda Woods of the Daily Ledger on the wrong information
given by him for Gabby Days. Gabby Days will be held June 19 & 20`h. Cliff O'Brien
said the following items will not be picked up...Tires, Appliances, Construction Material,
Car parts, and all Hazardous material. During the next week's garbage route pick up,
items left over from Gabby Days will be picked up by the City.

ORDINANCE -AMENDING TITLE 8, CHAPTER 18, SECTION 1, OF THE
CANTON MUNICIPAL CODE RELATING TO GARBAGE DISPOSAL
SYSTEM. First reading, read by title.
ORDINANCE - OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS,
AUTHORIZING AND PROVIDING FOR AN INSTALLMENT PURCHASE
AGREEMENT FOR THE PURPOSE OF PAYING A PART OF THE COST OF A
REDEVELOPMENT PROJECT, AND AUTHORIZING AND PROVIDING FOR
THE ISSUE OF $1,200,000 GENERAL OBLIGATION LIMITED TAX DEBT
CERTIFICATES, SERIES 2004, EVIDENCING THE RIGHTS TO PAYMENT
UNDER SUCH AGREEMENT, PRESCRIBING THE DETAILS OF THE
AGREEMENT AND CERTIFICATES, AND PROVIDING FOR THE SECURITY
FOR AND MEANS OF PAYMENT UNDER THE AGREEMENT OF THE
CERTIFICATES. First reading, read by title.
ORDINANCE -AUTHORIZING, DIRECTING AND SETTING THE DATE FOR
THE SALE AT PUBLIC AUCTION OF CERTAIN PERSONAL PROPERTY
OWNED BY THE CITY OF CANTON AND NO LONGER NEEDED FOR CITY
PURPOSES. First reading, read by title.
EXECUTIVE SESSION -PURPOSE OF NEGOTIATIONS, GRIEVANCE &
PERSONNEL -PUBLIC WORKS CONTRACT. Motion and second by Aldermen
West/Sarff, to go into executive session for discussing Public Works Contract. Roll
call. AYES -Aldermen West, Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sarff.
NAYS -None. $ AYES 0 NAYS, 0 ABSENT. Motion carried.
The regular scheduled Council meeting convened at 6:43 p.m. to go into executive
session.
